WASHINGTON, D.C. – When it comes to gun control in America, no state is confronting the issue harder right now than Virginia. For the first time in more than two decades, Virginia elected and just swore in a new state legislature controlled by Democrats. “Virginia is officially blue, congratulations,” said Gov. Ralph Northam, D-Virginia, on election night 2019. The new Democrat-controlled state legislature is vowing to pass gun control measures. That’s prompting some local governments to make their own moves by declaring themselves “Second Amendment Sanctuary” cities and counties. So far, more than 100 cities and counties in Virginia have declared themselves “Second Amendment Sanctuaries.” They’re not the only ones: from Florida to Colorado to Nevada and elsewhere, local municipalities are voting in favor of designating themselves “Second Amendment Sanctuaries.”But what does it even mean? Georgetown Law professor Mary McCord says what each declaration says varies from place to place. “Some are very much directly stating that county officials or city officials will not enforce state law that implicates or regulates, in any way, shape or form, gun ownership,” McCord said. “Others are simply espousing a support for second amendment rights.” In the end, though, she said the declarations do not hold up to legal scrutiny. “They really have no legal effect,” McCord said. “In Virginia, for example -- the Virginia Constitution and Virginia state law is very clear that it is the general assembly of the entire state -- not of any particular locality. The General Assembly makes the general laws and that those laws are supreme -- and any local ordinances resolutions, etc., that are inconsistent with those laws are void and have no effect.”Virginia’s attorney general has concluded the same thing and added that any gun control measures passed by the state legislature will be enforced. 1916

A kidnapping victim chewed through a telephone cord to escape captivity recently, according to police records. Phoenix police report that on August 23 a man, later identified as 54-year-old Michael Darrell Thorning went to a motel room near 51st Avenue and McDowell Road. He went to a room where the victim had allowed him to spend the night a few days prior due to the excessive heat. After using the phone, Thorning allegedly pulled a box cutter out and threatened the victim. They fought over the box cutter, but soon Thorning had the victim tied to a chair with a phone cord and blindfolded him. Thorning reportedly stole the victim's cash, debit card, and PIN. Thorning then withdrew 0 in cash from nearby ATMs, police say. According to court records, the victim "was able to free himself by chewing through a cord." He then went to the motel front desk for help. Police distributed pictures of Thorning taken from the ATM cameras to nearby businesses. A few days later police got a tip from a motel manager in the area, that Thorning was in their parking lot. Upon his arrest, Thorning allegedly admitted to tying up the victim, stealing his debit card and withdrawing money. He has been charged with kidnapping and robbery. 1250

A 30-year-old Honduran man died in ICE custody Sunday in a hospital in Humble, Texas, the agency said.Yimi Alexis Balderramos-Torres entered ICE custody on June 6 and less than two weeks later was transferred to the Houston Contract Detention Facility in Houston, Texas.On June 30, he was found unresponsive in his dormitory and attempts to revive him were unsuccessful, ICE said.Balderramos-Torres is the sixth detainee to die in ICE custody since October 1, 2018, the agency said. He is at least the 11th person to die in US custody since September.Balderramos-Torres entered the US illegally on May 27 and was placed in ICE custody on June 6 after a "routine traffic stop" with local law enforcement, ICE said.He had previously tried to enter the country ten days earlier and was returned to Mexico after encountering Border Patrol agents in El Paso, Texas, ICE said.Balderramos-Torres also tried to enter the US in August 2013. He was removed to Honduras that same month, according to the agency."Consistent with the agency's protocols, the appropriate state health and local law enforcement agencies have been notified about this death, as have the Department of Homeland Security's Office of Inspector General, and ICE's Office of Professional Responsibility," ICE said.The Consulate of Honduras in Houston has also been notified and Honduran consular officials have notified Balderramos-Torres' next of kin, the agency said.Other detainees to die in ICE custody since November include a 1506

  

SOPERTON, Ga. -- For Teresa Cammack, gardening is a life-long passion. “Even pulling weeds,” she said. “You know, never thought it would just be so incredible to do that.” It's incredible to her because, just one year ago, Cammack had a massive stroke. “It was absolutely terrifying,” she said. “I could feel the weakness. Honestly, I could just feel the life just kind of leaving my body.” Her sister found her lying on the bathroom floor in her home in Soperton, Georgia: population about 2,900. The closest major hospital there is about an hour and half away. With time critical to Cammack’s survival, local paramedics called for an air ambulance. “It’s all a matter of saving time,” said Rafe Waters, program director for the Air Evac Life Team based in Vidalia, Georgia. In these cases, time can be the difference between life and death for accident victims, and heart attack and stroke patients. “Time is muscle, time is brain cells and that’s the biggest advantage to this,” said flight paramedic Marshall Worth. However, a proposed bill now in the U.S. Senate – S. 1895 – could place restrictions on how much air ambulance companies can charge. The “Lower Health Care Costs Act” calls for “ending surprise ambulance bills,” whose costs can range anywhere from ,000 to ,000 and are not usually fully covered by insurance. Lower bills might sound great, but air ambulance companies said the bill would force them to charge only a median rate, which they argue is too low and would put them out of business. “The current Senate health language would cause a number of air medical bases to close and people who live in those rural areas of the United States would lose access to health care,” said Richard Sherlock, president of The Association of Air Medical Services. Already this year, 38 air medical bases have closed because of too few patients and high operating costs. They are not the only ones under financial pressure – so are rural hospitals. In Soperton, there used to be a hospital – Cammack was born in it – but it closed years ago. Hospital closures are increasingly becoming a problem for rural communities across the country. “So many people, especially in bigger cities, take for granted ‘hey, there’s a hospital that can treat me, five minutes from where this wreck was at,’ and that’s what this is for these areas,” said flight paramedic Worth. “It’s invaluable.” Johns Hopkins Carey Business School professor Ge Bai is a health policy expert and helped write the proposed Senate bill. “Good luck – you’re likely to pay a very high price for this trip,” Bai said, adding, “I think this air ambulance issue is the poster child of surprise medical billing.” Bai said patients often have no choice when it comes to using an air ambulance – and since many insurance companies don’t pay – patients can get stuck with huge bills. “These are perfect ingredients to make the patients the most delicious prey,” she said. However, air medical services believe the better solution would be to have them deal with insurance companies directly and take patients out of the middle. “We think those discussions should take place directly between the providers and insurers,” Sherlock said. Back in Georgia, Cammack said she’s just grateful she got help for her stroke in time and said everyone should hope to be as lucky. “You just don’t ever think it could happen to you,” she said, “but it can.”If you ever do end up needing an air ambulance, Bai said you should try to negotiate with the company, to see if you can get a discount on the bill. 3575

  

The NASA SpaceX Crew Dragon took off into the sky over the weekend. It was SpaceX’s first crewed mission in history. For some, it seemed like a pipe dream. But the launch’s success crested a renewed sense of hope for the future of the industry.“It’s one of those things where any success in the commercial space realm is beneficial to all of the players in that realm,” Dave Ruppel explained. Ruppel is the Director at the Colorado Air and Space Port, one of the 12 licensed spaceports in the U.S. approved for launching spacecraft.He said successful events like this help build interest and trust with the public. “Things like the SpaceX launch kind of bring the average person into that discussion, and help them realize how much is happening out there,” Ruppel said. “Now we know it’s going to be safe. We know it can be successful.”And it could create more opportunities for the general public to experience space. “Their goal is to make that a possibility more for the average person, not the superhuman NASA astronaut,” Ruppel said. Space travel has come a long way, from historical milestones to a possible vacation destination. “When you get into the 1960s and people actually start going into space, there are thoughts about how we might create some kind of place where people could go and visit,” said Jennifer Levasseur, Museum Curator at the Smithsonian National Air and Space Museum. “Fantasies about space hotels or the future of space travel.”She said while more commercial trips are possible in the future, there are some factors to consider. One of those factors is price. “Even a flight on the least expensive means...is really pricey,” Levasseur said. “This is definitely an elite thing.”And then there is safety to consider. “Putting a person on top of that vehicle really complicates that scenario, it ups the risk factor,” she said. “For somebody to just buy a ticket and go there, there needs to be a different level of security with that.” Space Adventures is one of the private companies offering those trips. “Space flight is not a risk-free endeavor,” said Tom Shelley, President of Space Adventures. “We arranged for the very first fair paying private individual flight to space. That was Dennis Tito in 2001,” he explained. They offer a multitude of adventures. They offer suborbital flights that give participants five minutes in space for a price in the six figure category, to flights a couple hundred miles above the earth for multiple days, which costs a prettier penny. “It’s going to remain in the multi-millions, probably in the tens of millions of dollars in the foreseeable future,” Shelley said. “And that’s just to do with the pure physicals of what is involved.” He said as flights become more frequent, prices may come down. But that probably won’t happen anytime soon. “This was a big milestone. It’s been a long time coming. The SpaceX Dragon was conceived originally as a vehicle fair paying individuals would eventually be able to fly on,” Shelley explained. As scientists and visionaries bring us closer to the final frontier, the idea of space tourism still raises a lot of questions. “Every time we’re successful, we build on that confidence that we want people to have in the activities. It’s the same thing that’s happened over years in aviation. And today we are all very comfortable with going and taking a flight anywhere in the world,” Ruppel said.“It’s going to be a little while I think still, until we see legitimate what we think of as space tourism,” Levasseur said.  3549
