SAN DIEGO (KGTV) - At least one person is dead after a collision in Sorrento Valley early Saturday.A field of debris marked the site of the collision on northbound Interstate 5 at the I-805 connector. California Highway Patrol officers the crash included a white Toyota Tacoma and a red Honda.The driver of the Honda died at the scene. CHP officials said they believe that person was driving the wrong way and may have been under the influence of alcohol - multiple beer cans were found in the vehicle.The driver of the Toyota was taken to a nearby hospital with serious injuries. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

SAN DIEGO (KGTV) -- California state officials have issued their COVID-19 guidelines for gathering during the holidays. With less than two weeks until Thanksgiving, the guidelines include things like physical distancing and wearing a mask when not eating or drinking. There are specific guidelines for counties in the purple tier, like San Diego County. Counties in the purple tier are required to gather outdoors. Health officials recommend no more than three households and limiting the gathering to two hours or less. Infectious disease specialists say the guidelines are strict, but necessary to slow the spread of the virus. Other recommendations include having guests frequently wash their hands and having only one person serve food and beverages, with a mask on. Older and at-risk individuals are advised not to attend. SAN DIEGO (KGTV) -- At least six people were injured Thursday morning after a head-on crash in Dulzura.According to Cal Fire San Diego, the crash happened on state Route 94 near Otay Truck Trail at around 7:30 a.m.The circumstances surrounding the crash are still unclear, but Cal Fire says one person was taken to the hospital with major injuries, and five others had minor injuries.The condition of the person rushed to the hospital is unclear at this time. 468

SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says.
