Uzbekistan is not taking part.The ongoing exericse never targets or constitutes a threat to any country, Ma emphasized.Ma, who is also deputy chief of the People's Liberation Army General Staff, said China's purpose in taking part in the military drills was the same as the previous six military exercises launched under the SCO framework."We aim to put in place a common understanding among SCO member states to further strengthen cooperation in various aspects, including national defense cooperation, maintaining regional security, peace and stability, and to show the resolution, willingness and capability of the SCO member states to fight the three evil forces of extremism, separatism and terrorism," Ma said.CHINA'S NEW EQUIPMENTMa said the Chinese weaponry used in the exercises were all new and by and large represented the latest development of Chinese troops' equipment.Ma said China had three goals in using the new equipment.Firstly, it showed China attached high importance to this joint exercise and defense cooperation among SCO member states, he said.Secondly, it indicated Chinese troops' determination, will and capability to strike terrorism.And thirdly, it promoted military transparency, Ma said.According to the Chinese general, the Chinese air troops were assembled home in Chinese territory and took part in the exercises by long-distance projection, which was the first time in the history of Chinese air forces.By contacting the troops of the other countries in the exercises, Chinese troops had also learned a lot of good practices and experiences, Ma said.JOINT DRILL ADVANCES SMOOTHLYMa said the massive joint drill had unfolded successfully at present.He said the troops had staged two joint training sessions with cooperation of command personnel and troops of all sides."The process of cooperation is also a process of mutual learning and understanding. BEIJING, Aug. 29 (Xinhua) -- China's top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country's vast rural area while ensuring the nation's food security.Three inspection teams from the Standing Committee of the National People's Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. BEIJING, Oct. 28 (Xinhua) -- China's top legislature on Thursday ended its bimonthly session, adopting a series of bills including the long-awaited social insurance law that had been reviewed by lawmakers four times in almost three years.The law that aims to prevent the improper use of social security funds was first submitted to the legislature in December, 2007, following a scandal in Shanghai involving 3.7 billion yuan (502.3 million U.S. dollars) of social security funds.The law is to take effect on July 1, 2011.In a proposal made by the Communist Party of China (CPC) Central Committee on formulating the country's 12th Five-Year Program (2011-2015) on National Economic and Social Development issued Wednesday, the social security system is set to be improved.The National People's Congress (NPC) Standing Committee also voted to adopt the law on law application to civil relationships involving foreign interests, and the revised Organic Law of Villagers' Committees, regarding rural people having greater powers to remove villagers' committee members and to convene meetings to decide village affairs.Also adopted at the close of this legislative session were the amendments to the Law on Deputies to the NPC and Local People's Congresses at Various Levels, which further specify the rights and duties of lawmakers.Lawmakers also adopted a decision to appoint Vice President Xi Jinping as vice-chairman of the Central Military Commission (CMC) of the People's Republic of China.Born in 1953, Xi was appointed by the CPC Central Committee on Oct. 18 as vice-chairman of the CMC of the party.Xi has served in a number of positions related to the armed forces and military reserve affairs during his previous tenures at national and local levels.The top legislature also expelled Li Qihong, former deputy secretary of Zhongshan Municipal Committee of the Communist Party of China in southern Guangdong Province and former mayor of Zhongshan City, from the top legislature on suspicion of "seriously violating disciplines" concerning economic activities.

BEIJING, Oct.12 (Xinhua) - Auto sales in China continued to expand last month, raising the forecast for annual sales to a record 17 million units this year, the China Association of Automobile Manufacturers (CAAM) said here Tuesday.Sales of automobiles rose 16.89 percent in September from a year earlier and 24.69 percent from August to 1.56 million units, while auto production was up 16.94 percent year on year to 1.59 million units, said CAAM.In the first nine months of this year, auto production reached 13.08 million units, up 36.1 percent from a year ago.A total of 13.14 million units of domestically-made auto vehicles were sold in China in the same period, up 35.97 percent year on year.Sales for the Jan.-Sept.period are quite close to the total number of vehicles sold last year, when China overtook the United States to become the world' s largest auto maker and auto market with production and sales hitting 13.79 million and 13.64 million units respectively.China' s annual production and sales of new autos are likely to surpass 17 million units this year, CAAM predicted, matching the highest annual level ever reached in the United States.Although the expansion in the sector has brought in an industrial boom and played an important role in China' s domestic demand, it has also triggered widespread concerns over the country' s energy capacity, pollution levels and rising traffic pressures.For general citizens and city planners in China, the increasing number of traffic jams is the most obvious problem in enjoying a life behind the wheel.In Beijing, the rising number of private cars, along with heavy rainfall and a spurt in holiday travel, caused a record 140 traffic jams in a single Friday evening last month. However, that figure rose to 55 percent by the end of August this year.Xu Changming, an official with the State Information Center, said the auto market's growth should be maintained at around 1.5 times the growth in the country's gross domestic product (GDP).This means China's auto sector growth should rise less than 13.5 percent, since GDP expanded by 9.1percent in the past year.But according to Edward Prescott, the Nobel Economics prize winner in 2004, China' s vehicle production and sales may both range as high as 40 million units by 2020, and reach 75 million in 2030.Chinese officials had also warned that an unchecked expansion of China's auto industry encouraged by local authorities could harm the wider economy, and that excess capacity must be "resolutely" stopped.Chen Bin, head of industrial coordination at the National Development and Reform Commission, the nation' s economic planning body, said last month at a forum in Tianjin that local governments had been making "blind" efforts to open new factories and expand capacity, which could hamper sustainable development of the national economy.In Beijing, auto emissions were responsible for 50 percent of the city' s gaseous pollutants in 2009, he added.He said local authorities should avoid setting unrealistic output quotas for auto makers, and should end preferential land and tax policies for them.He said the government should also strengthen supervision of industrial efficiency data to guide reasonable resource allocation.China's auto industry is not only facing the tough task of boosting domestic consumption, but is also responsible for maintaining sustainable and coordinated economic and social development, Chen said.
