SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

People typically have 4-6 months to pay it back, with interest. Once the loan is repaid, the item is returned to the owner.If someone can't, or chooses not to repay the loan, the item then belongs to the store and can be sold. There's no penalty for forfeiting the item, and it will not affect your credit score.Many stores, like Adato's, will allow people to extend their loans if they ask.Adato says his most common item is jewelry."Jewelry in itself is something to wear and to look good, but it's a commodity," he says. "It's gold, silver, or diamonds. If things go wrong, this is how you get out of trouble."Experts say there are a few things people need to know before deciding to pawn a possession.First, make sure the store you go to is accredited with a state or national pawnbrokers association. That will ensure they follow all the laws and regulations of the business.Second, ask about the terms of the loan, especially the interest. California law caps the interest on a pawn loan at 3% per month.Third, make sure you understand all of the extra costs, including storage and set up fees.Despite the spike in demand, Adato says about 90% of the people who come in for loans pay them back and reclaim their items. His store is offering zero-interest on any loan paid in full within 30 days. He's also promoting safety by doing as much business as possible through his website and app.Adato says it's a small way he can help people get by during the pandemic. "There are still people out there that need money, unfortunately," says Adato. "These are blue-collar, working, hard class citizens that just need groceries to get through this hard time." 2270

"We just can't wait until the exhibit gets going, as well as the theater. We've missed everyone so much."The Fleet Science Center is a hands-on museum, and because of that, major safety precautions will be in place. Add to that, the entire museum will be sanitized before it's opening."The coolest part is that we have a sanitizer that cleans everything, and gets rid of any little bacteria. Anything that might be on any surface. it's kind of like a Ghostbuster machine."From exhibits like Kids City, to the Whisper Dishes, and Space Theater, it's time to get back to the knowledge and fun of learning about science."Not only the kids," says Nafarrate, "but also the kids at heart. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home.
