(KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed.  An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story.  An Alpine woman said she was arrested on a questionable charge, handcuffed, and fondled while in restraints. 1329

SAN FRANCISCO, Calif. – Uber says its mask verification safety feature is now available to all riders in the U.S. and Canada.The company made the announcement Thursday and also revealed it has removed the access of more than 1,250 riders since its “No Mask, No Ride” policy was put in effect in May.Beginning Thursday, if a driver reports that a rider wasn’t wearing a mask in their vehicle, the rider will be required to take a selfie with their mask or face covering before they’re able to take another trip with Uber.With the addition of the new feature, Uber says one driver's feedback can help ensure the safety of using Uber for the next driver."We all have a shared responsibility to help keep our communities safe and healthy and we're working with riders, drivers, delivery people and restaurants to make sure we're doing our part," said Matthew Price, Uber Canada's General Manager. "Mask verification is just another example of how Uber is creating new features that make it easy for users to respect each other's safety so we can help protect one another."To date, Uber says it has allocated million to purchase health and safety supplies for its drivers, including nearly 30 million face coverings. 1223

(KGTV) -Business owners in San Ysidro worry that yet another month of restrictions on non-essential travel between the US, Mexico, and Canada could close them for good.For the eighth month in a row, the land borders between the United States and its neighboring countries to the north and south will remain closed to non-essential travel to help limit the spread of COVID-19.Monday U.S. Customs and Border Protection officials confirmed the extension would last through at least December 21st.Geneva Gamez and her family run Tacos La Fronterra in San Ysidro. "It's kind of been a roller coaster ever since. Everything keeps changing," said Gamez. The agreement continues the hold on tourism and recreational trips, but essential business and trade are not affected. Crossing for educational or medical reasons is also permitted. "You don't get much traffic down there unless somebody is going into Mexico or coming back from Mexico," said Gamez.Gustavo De La Fuente is the executive director of the Smart Border Coalition. He said the impact of the restrictions is far-reaching." You're looking at a little over 700 businesses that could close definitely, and that's actually very worrisome," said De La Fuente. The holiday season is when many of the business owners make most of their money."This is the time of the year when 80% or more of their sales are coming for the entire year, their sales are most of their sales are concentrated in these last 5, 6 weeks of the year," said De La Fuente. Gamez hopes people remember the family-owned businesses when they're doing their holiday shopping. "It's affecting part of the San Diego community that's somehow you know isolated, cause it's so close to the border and it's often forgotten, if people could just make the effort if they can, to drive down there or somehow support small businesses in the area, they'd be doing a lot of good for that part of the community." 1946

(KGTV) — Palomar Community College President Dr. Joi Lin Blake will resign this summer, after facing criticism over a recent budget report warning of the district's fiscal instability.This week the district's Governing Board approved the agreement for Blake to resign, which will take effect June 30. Blake was placed on leave following the Fiscal Crisis Management Assistance Team (FCMAT) report.Palomar Vice President Jack Kahn will serve at Acting Superintendent and President. Kahn has held that position since December when Blake was placed on leave.RELATED: Palomar College president placed on leave pending investigationBlake's resignation comes as the college district faces a nearly million deficit in the 2019-2020 budget, according to the FCMAT report.The report warns that the district "has a high probability of fiscal insolvency in the near future" if it continues at its current pace. SANTA MONICA (KGTV) - A woman died and two people were injured Saturday in a shooting near the Santa Monica Pier.Santa Monica Police say two groups of people traveling on party buses were involved in a fight which led to the shooting near Ocean and Colorado Avenues about 1 a.m.Officers are looking for as many as four suspects who ran from the scene.The two injured victims are expected to recover, police said. 425
