LAKESIDE, Calif. (KGTV) -- The San Diego County Sheriff’s Department is investigating what led to a shooting in Lakeside Monday evening. The shooting happened just before 6 p.m. near the off-ramp of State Route 67 and Winter Gardens Boulevard. Deputies and paramedics found the victim, a man in his 20s, suffering from a gunshot wound. The victim was taken to the hospital. The shooter fled the scene in a white Chevrolet Impala. A detailed description of the suspect wasn’t available. SAN DIEGO (KGTV) – There’s a hidden gem right off the I-5 freeway in Mission Hills that took over 20 years to create. “It’s just been a wonderful thing,” said Edna Harper, designer of Harper’s Topiary Garden. Her garden sits on the massive hillside of her home and has been attracting visitors for years. More than 50 whimsical characters are featured, each one inspired by Harper’s world travels. The project started as a bet between Harper and her husband."My husband said to me, 'Oh, I don't think you can do this,'" Harper said. "He didn't know how much it was gonna cost him ... he said, 'alright if you win, I'll pay for the gardener and the water.'" (KGTV) -- A project that would create thousands of homes in San Diego County is heading to the ballot on March 3. If approved, Measure B, also known as Newland Sierra, would affirm the San Diego County Board of Supervisors’ unanimous approval of the changes to the general plan. The project includes 2,135 homes, 60 percent of which would be affordable for working families, according to Kenneth Moore, a spokesperson for the Yes on B campaign. The project would be built just off I-15 next to the cities of Escondido, San Marcos, and Vista. Newland Sierra also preserves more than 60 percent of the property as permanent open space. RELATED: Newland Sierra promises to prioritize first-responders for new homesCurrently, the general plan includes only 99 homes and designates as much as two million square feet of commercial property.If voters do pass Measure B, the permitting process will take 18 to 24 months, according to Moore. It would take another six to seven years to construct the entire project. Moore says construction on the infrastructure could begin as early as late 2021 or 2022. New homes would then start being sold and under construction by 2024. If the measure doesn’t get approved, however, Moore says that’s it for Newland Sierra. “Somebody could then move forward with the development of the current general plan zoning that allows a massive commercial development and estate homes," Moore says. LOS ANGELES (KGTV) -- Comedian Kevin Hart suffered “major back injuries” following a crash in Los Angeles early Sunday morning, TMZ reports. According to TMZ, the crash happened around 1 a.m. in Malibu Hills along the Mulholland Highway and Cold Canyon Road. Police tell TMZ Hart was not driving at the time of the crash. The driver of the vehicle also sustained major back injuries. A woman who was also in the car at the time of the crash didn’t require treatment. KABC reports that the three were riding in Hart’s 1970 Plymouth Barracuda when the driver lost control, veered off the road and rolled down an embankment. Authorities say the driver hadn’t been drinking at the time of the crash. 707
