The Mississippi Senate moved one step closer Tuesday to passing a law that would prevent women from getting abortions after they are 15 weeks pregnant. If the law passes, it would be the earliest abortion limit measured in weeks of pregnancy to become law in the US.The Senate passed a version of House Bill 1510, known as the gestational age act, with minor changes regarding the penalty to providers who break the law. In its current form, doctors would lose their license to practice medicine and face civil penalties. The bill was sent back to the House for another vote, which is considered procedural. If this version passes the House vote, the bill would move to the governor's desk.Mississippi Gov. Phil Bryant will sign the bill into law if it reaches his desk, his spokesperson told CNN.After the bill's vote, Bryant tweeted, "As I have repeatedly said, I want Mississippi to be the safest place in America for an unborn child. House Bill 1510 will help us achieve that goal."Lt. Gov. Tate Reeves said in a statement, "Mississippians are committed to protecting the lives of unborn children, and this law will be a major step in accomplishing that goal."Mississippi currently prohibits an abortion after 20 weeks of pregnancy unless "the woman's life is endangered, her physical health is severely compromised or there is a lethal fetal anomaly," according to the Guttmacher Institute.In all, 24 states have laws that ban abortions after a designated duration of pregnancy. Seventeen states, including Mississippi, ban abortions at about 20 weeks post-fertilization, according to Guttmacher.Planned Parenthood Director of State Policy Media, Danielle Wells, said she believes the law is unconstitutional. She cited a similar law in Arkansas that banned abortions at 12 weeks of pregnancy if a heartbeat was detected, which was struck down by a federal appeals court."Already, far too many women cannot access safe, legal abortions in Mississippi because of existing barriers and restrictions. If this measure passes, it would make a bad situation even worse for women," Wells told CNN.The bill was held on a procedural motion before returning to the House. The Philadelphia Police Department has released officer-worn body camera footage and 911 calls from an October shooting that led to the death of Walter Wallace, Jr.ABC News reports that the release maks the first time in the department's history that it has released body camera footage.Wallace was shot and killed by police on Oct. 26. Police at the time said they were responding to reports of a man with a weapon and that Wallace did not respond to orders to drop a knife he was holding.According to WPVI-TV, Philadelphia police received three 911 calls regarding the incident. The first came from a neighbor who reported that a fight next door. The other two calls came from family members, who asked for help in dealing with Wallace.Bodycam footage from the incident shows officers Wallace leaving a house and walking toward the street holding a knife. Police repeatedly yelled at Wallace to drop his knife and ask others in the area to back away.Despite repeated warnings to drop his weapon, the video shows Wallace circling a parked car and walking toward officers. Police fired 14 shots toward Wallace, though the department has not confirmed how many of those shots struck Wallace.Wallace was later transported to a local hospital where he was pronounced dead.According to WPVI, officers are the scene were not armed with less-lethal weapons, like stun guns. Police Commissioner Danielle Outlaw said Wednesday that the department has sought funding to equip more officers with stun guns.Wallace's death sparked a few days of protests in Philadelphia. The Macy's at Herald Square boarded up its windows in anticipation of protests from the result of the presidential election. PIX11 News cameras saw workers boarding up along the famous storefront Friday evening.A spokesperson for Macy’s told PIX11 News on Saturday the windows were initially scheduled to be covered up next week."Our windows at Macy’s Herald Square were previously scheduled to be dark next week in set-up for our annual holiday displays. Out of an abundance of caution, we are implementing additional security measures at several of our stores,” the spokesperson said.A variety of Fifth Avenue stores also were boarded up on Friday afternoon, some as early as 9 a.m. Many Manhattan stores, including Macy's at Herald Square, were looted in the unrest following protests against the police custody death of George Floyd in Minneapolis.PIX11 News' James Ford also contributed to this story. 915

The Honda CR-V, one of the most popular vehicles in America, is plagued by a potentially dangerous engine problem that could cause the small SUVs to lose power or even stall, according to Consumer Reports magazine.In some CR-Vs, gasoline can leak into the SUV's engine oil. That can eventually cause the engine to lose power or stall completely. Several Consumer Reports subscribers reported the issue which has also been the subject of of dozens of complaints to the National Highway Traffic Safety Administration, according to the magazine. Many more owners have complained of the problem in online forums, Consumer Reports said.Several CR-V owners have posted complaints with NHTSA reporting a strong smell of unburned gasoline as a result of fuel getting into the engine's lubricating oil.A Honda spokesman took issue with Consumer Reports' contention that the problem is widespread, saying there are hundreds of thousands of CR-Vs on the road so a problem affecting even a tiny percentage of them could result in a fairly large number of complaints.Honda's Chris Martin said the automaker is working to figure out a fix for the problem and hopes to have one ready by mid-November. Honda does not consider the problem to be a safety threat requiring a recall. Owners with concerns about the problem should visit a Honda dealer for an inspection. Any needed repairs will be covered under their warranty, the automaker said.Consumer Reports counters that the issue is, indeed, safety related."There are many ways stalling can be a safety issue, so if these cars are stalling, they need to be recalled," said David Friedman, vice president for Advocacy at Consumer Reports and a former acting NHTSA director.The problem occurs in 2017 and 2018 CR-Vs with Honda's new 1.5-liter turbocharged engine. Somehow, gasoline is getting into the car's lubricating oil which should not normally happen, Consumer Reports said. That dilutes the engine oil making it less effective at lubricating the engine. Over time, that can lead to engine damage and loss of power or stalling, especially on cold days or in heavy traffic.Honda says the problem has occurred mostly in northern parts of the country during short drives in extreme cold weather. Consumer Reports said the problem had been reported to the magazine by CR-V owners as far south as Texas and New Mexico.Honda spokesman Martin took issue with Consumer Reports' contention that the problem is geographically more widespread than the automaker says. Honda also pointed out that it is normal for small amounts of gasoline to find their way into the engine's oil but it usually burns away during continued driving."While others may easily complain online of experiencing something similar under other circumstances," Martin said in an email, "it is premature and a bit irresponsible to link them all together without physical inspections of the vehicles, which is what [Consumer Reports] has done here."Honda has recalled CR-Vs in China for a similar issue. But, Honda said those vehicles do not have precisely the same engine used in CR-Vs sold in the United States,When an automaker issues a safety recall in the United States, it is legally required to fix the problem, at no charge to the owner, in all potentially affected vehicles. The mother of a Florida child who was punched in the face by an adult is wondering why the man was not arrested. “He was screaming at us, cursing at us, calling us the 'n-word' and he came down to the middle of his yard, and I was like 'who are you talking too,' and he said 'come within arm's reach and I'll show you who I'm talking to,'" said Malikai Villatte, the 12-year-old boy who was punched.  A picture of Malikai after the incident showed his two front teeth were knocked out. The young boy also received stitches to heal a gash on his mouth. “When I realized my teeth were dangling in my mouth it was kind of shocking, I didn't know what was going on," Malikai said. “It was like a nightmare, I just knew I had to get there and I had to get there fast," said Malikai's mother Brittany Graham. His parents are upset because the man who punched Malikai was not arrested. Lataevion Graham, 13, says he witnessed the incident and claims Cerfalo spat on them after punching Malikai. Graham's father says he wants justice for the children. “Where it is okay for an adult to take the law into their own hands, and to strike a kid hard enough to knock out his teeth. Where is that acceptable, in what country is that acceptable?" said Larry Graham. According to a Charlotte County Sheriff’s Office incident report, the man who punched Malikai was 27-year-old Vincent Cerfalo.“Originally this is where the altercation took place, right here," Cerfalo said.“I told them to back off and if they come on my property I'm going to defend myself. They said, 'you won't hit us, you won't hit us,' and they started to surround me," said Cerfalo. He says it all started when he yelled at the kids to get out of the road because they were blocking traffic.A cellphone video captured the moments after Malikai was punched. Cerfalo claims he was acting in self defense.“He touched me and I lifted my hand out, and I ended up hitting him. It was not my intention to hit anybody that hard, it was not my intention to knock teeth out or do harm, or cause any kind of trouble,” Cerfalo said.The children say no one touched Cerfalo at any time during the incident. Cerfalo says he never expected things to escalate to violence. He now plans to press charges against 12-year-old Malikai for assault, which the child’s parents can’t understand. “He's not going to jail, nothing is happening to him and he's basically getting away with it right now," Malikai said.“I want the man in jail," said Brittany Graham.  The case has been sent to the state attorney’s office, which will determine if a summons will be issued to Malikai for assault.  2750
