SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215

SAN DIEGO (KGTV) — With President-elect Joe Biden and Vice President-elect Kamala Harris projected to take the White House, Harris will have to resign her seat in the U.S. Senate.The power to fill that seat would fall to Governor Gavin Newsom, and the political jockeying for his pick is well underway.“This is one of the best jobs in American politics, one of the most prominent jobs in American politics and every California political leader wants it,” said UC San Diego political science chair Thad Kousser.Kousser expects Newsom will want to make history with the diversity of his pick, should he have the opportunity.Others are thinking along the same lines. Groups like Equality California have sent the governor a list of their preferred LGBTQ candidates, which would be a first for California.Assemblywoman Lorena Gonzalez tweeted out her own list Friday of Latino candidates, another potential first for the state.“We are the largest demographic in this state, and growing,” she wrote. “It’s time we have a Latino/a US Senator.”Political analyst Laura Fink says the governor is going to have to balance a lot of competing interests.“First and foremost, what's going to be best for California? And then of course, what's going to be best for Governor Newsom moving forward as he looks toward his political ambitions,” Fink said, referring to the possibility that Newsom could run for president.There have been dozens of names floated as potential picks, including California Secretary of State Alex Padilla and state Attorney General Xavier Becerra.Both are sons of Mexican immigrants who would be the first Latino senators in California history.But don’t pencil either in just yet, according to Fink.“Kamala Harris is leaving one of only 26 women in the Senate. That's one out of four. Last time I checked, [women] are north of 50 percent of the population. So that is something that will need to come into consideration,” she said.Rep. SAN DIEGO (KGTV) - Only recently identified through DNA testing, Marine Sgt. Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker.  Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687

SAN DIEGO (KGTV) — Two men are dead and a woman is in critical condition after a car crashed into a Mission Valley bus stop Thursday.A driver collided with the three pedestrians in the 7500 block of Metropolitan Drive around 11 a.m. The driver remained at the scene for San Diego Police.One victim was pronounced dead at the scene. The other male victim was later pronounced dead after being taken to the hospital. Both victims were identified as men in their 40s.A 49-year-old woman was taken to a nearby hospital in critical condition, police say.Police and a friend of the female victim say the three pedestrians were sleeping behind the bus stop with their belongings at the time of the crash. Jessica Nelson said she knew the 49-year-old woman and brought her some clothing and make-up earlier that day. She said she tried to convince her to go eat with friends, but the woman stayed with her husband, according to Nelson.Nelson said the pink bags strewn about the crash sight belonged to the victim, she called Kelly.Nelson said she met Kelly a year and a half ago at the bus stop where the accident took place. She said they are both battling heroin addiction and frequent the methadone clinic nearby.San Diego Police are investigating the crash.10News is monitoring this breaking news. 1301
