The calls for charges against officers involved in shootings may be growing louder amongst protesters, but charges and prosecutions in these cases remain rare.Five days after Kenosha police officer Rusten Sheskey grabbed Jacob Blake’s shirt and fired seven shots into his back, many are angry no charges have been filed.“The reason people expect charges in these cases to be filed so quickly is because when a civilian harms someone, they're charged, you know, immediately,” said Kate Levine, an associate law professor at Cardozo Law School in New York.“I believe that all ordinary citizens should be treated the way the police are treated, and prosecutors should do a thorough investigation before they charge,” said Levine, who studies police prosecutions.Bowling Green criminal justice professor Phil Stinson tracks these types of cases. He says even when charged with more serious crimes, like manslaughter or murder, officers are rarely convicted.“About 1,000 times each year, an on-duty police officer shoots and kills someone. And it's actually a very rare event that an officer is charged with murder or manslaughter resulting from one of those shootings,” he said.In many cases, experts say it takes public pressure or independent video evidence to even get charges filed.In the case of Laquan McDonald, a black teen shot dead by a white police officer in 2014, it wasn’t until dashcam video was released 13 months after the shooting that Chicago police officer Jason Van Dyke was charged and eventually convicted of 2nd degree murder."Absent the release of that footage, what you have is the police officers saying Laquan McDonald was threatening us. Right. And only when you see the video do you see this is a kid walking away from them, not threatening them,” said Levine.According to a statistical analysis by Bowling Green University, since 2005, 119 police officers were arrested for shooting and killing someone while on duty. While 44 were convicted of a crime, most were for convicted for lesser offenses. Only seven were convicted of murder.“Instead of treating it as a potential criminal homicide case in a crime scene, it seems that the assumptions they start with in these cases are that an officer was involved in a shooting and that it was probably legally justified,” said Stinson.In Louisville, police executed a no-knock warrant on the wrong apartment shooting and killing 26-year-old Breonna Taylor. Five months since the deadly incident, none of the officers face criminal charges.And now, Jacob Blake is paralyzed from his wounds and recovering in a Wisconsin hospital.Stinson says we’ve reached a tipping point.“People of all walks of life are realizing that these are not isolated incidents. NEW YORK (AP) — A person is in custody in connection with the killing of a 33-year-old tech entrepreneur found dismembered inside his luxury Manhattan condo. A law enforcement official said Friday the person in custody has been Fahim Saleh's personal assistant. Saleh was found dead in a gruesome scene Tuesday afternoon inside his apartment on the Lower East Side. Saleh was the CEO of a ride-hailing motorcycle startup called Gokada that began operating in Nigeria in 2018. Authorities say a relative called police after going to check on Saleh and making the gruesome discovery. 589

  

North Korean leader Kim Jong Un will shut down his nuclear test site in May and invite experts and journalists from South Korea and the United States into the country to ensure "transparency" around its closure, South Korea's presidential office said Sunday.It is the latest breakthrough on the peninsula ahead of a meeting between Kim and US President Donald Trump, who said Saturday that talks could take place within "three to four weeks."A senior spokesman for South Korean President Moon Jae-in said Kim made the comments during a landmark summit Friday at the demilitarized zone between the two countries, when Kim became the first North Korean leader to step into South Korean territory since fighting ended in the Korean War in 1953.Kim told Moon during the summit that he had no intention of targeting the US or the South with nuclear weapons, the South Korean President's office said Sunday."The United States, though inherently hostile to North Korea, will get to know once our talk begins that I am not the kind of person who will use nuclear weapons against the South or the United States across the Pacific," Kim was quoted as saying by Moon's spokesman Yoon Young-chan on Sunday."There is no reason for us to possess nuclear weapons ... if mutual trust with the United States is built through frequent meetings from now on, and an end to the war and non-aggression are promised."Friday's pageantry and face-to-face talks -- the first between leaders of the two Koreas since 2007 -- culminated in Kim and Moon issuing a joint statement committing to the "complete denuclearization" of the peninsula, calling for the end of the Korean War, and heralding a "new era of peace."Kim had previously announced the conclusion of North Korea's nuclear testing program and the shuttering of the Punggye-ri complex, saying on April 20 that it had already "completed its mission."In the comments released by Moon's office on Sunday, Kim also refuted claims by Chinese scientists earlier in the week that parts of the site had been so badly damaged by previous explosions that it may now be unusable."Some claim we are closing down an unusable test site, but if they come and see, they will understand that there are two bigger tunnels than the existing test facilities and that they are in a very good condition," Kim said, according to Yoon.President Moon "immediately welcomed" Kim's decision to make the process around the closure public, and the two leaders agreed to consult each other about the timeline for inviting South Korean and US experts and journalists "as soon as the North is ready," Yoon said Sunday.Kim also announced during the summit that Pyongyang would change its time zone by half an hour to align it with Seoul time, reversing a decision made just three years ago in 2015, Moon's office said Sunday."There were two different clocks in the reception hall at Peace House.
