SAN DIEGO (KGTV) - A Bankers Hill man returned home to a knife-wielding man in his kitchen, leading to a frantic dash out of the neighborhood."I heard my neighbor pull up. I'm a light sleeper. Within a couple minutes, I heard sirens coming from every direction," said Tom.Tom, who asked us not to identify him, says two Sundays ago before 1 a.m., surveillance cameras showed his neighbor parking in front of his home. In the video, the homeowner is seen walking to his front door. An outdoor light turns off, and suddenly, another light comes on. Tom says that's when his neighbor encountered a stranger in his kitchen."He came home and found the guy standing at his back door with a bottle of alcohol from his cabinet, and a knife from his butcher block. He backed off a bit and called police," said Tom.The intruder ran out the back. He is then seen making his way to the front of the home, across the street and right to Tom's front door."He tries to get into my house. It's locked so he takes off down the street," said Tom. Tom says a man fitting the same description has been spotted stealing bikes and casing homes in the area. As for the recent break-in, Tom says it's not clear how the man got in, but video of the motion-activated lights suggest he was in the home for nearly an hour."It's more than a violation. You start to lose your sense of security, and that's the worst part of it," said Tom.The intruder is described as a white male, between 20 and 30 years old, 5’6"-5’8", 155 lbs, with tattoos on both forearms. SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038

SAN DIEGO (KGTV) - A beloved Poway tradition is facing accusations of animal cruelty and breaking the law.A lawsuit filed this week claims horses were illegally shocked in the 2018 Poway Rodeo to cause them to buck wildly for crowds. Two animal activist groups filed the suit; Showing Animals Respect and Kindness (SHARK) and Animal Protection and Rescue League (APRL).Investigators with SHARK captured video during the 2018 Poway Rodeo, which they say proves an illegal device was used. The video appears to show someone with the rodeo shocking a horse in the holding chute just before releasing them into the rodeo arena.California law outlaws an electric prod or similar device from being used on any animal once the animal is in the holding chute, unless necessary to protect the participants and spectators of the rodeo.The plaintiffs are seeking a temporary restraining order before September's rodeo in hopes to get a court order preventing these devices from used.The animal groups notified the San Diego Humane Society of the alleged abuse, but humane law officers say they got the complaint too late to do a proper investigation. SAN DIEGO (KGTV) - A 98-year-old woman is being evicted from her Ocean Beach home after living there for nearly three decades. Betty Morse moved into her tiny Ocean Beach cottage back in the late 1980’s. After her husband died, she needed a place she could afford. “I was by myself, but I managed,” Morse said. “I could walk to work.” Morse said the rent was about 0 when she moved in. “It was a beautiful place to live because you could walk to the beach and watch the sunset,” she said. This little place by the beach that fits her so well was supposed to be her last stop. "See, I figured I'd lived a wonderful life in Ocean Beach, and I want to live and die here, you know, because I feel so comfortable here,” Morse said. “It's my little house, and it's all I know.” Morse said this year she was asked to sign a new rental agreement. Her family had some disagreements with a couple of changes made by the landlord: one was a no-smoking addendum. Morse told 10News after decades of being a smoker at 98-years-old, she quit so she could stay in the home. Despite her efforts, she said after the attorneys went back and forth a few times, she received a 90-day-notice in July terminating her tenancy. Morse doesn't know what to do if she’s forced to leave. “I don’t know who will rent to me because in two months I’ll be 99 and they are not going to be happy to rent an apartment,” she said. During her 30 years at the property, Morse said she never had a problem with the rental. A fixture in the neighborhood, she knows San Diego Mayor Kevin Faulconer and his mother. "She said, 'Kevin, I want a picture of Betty with you' and he said 'OK mom,'” she said. “He came over to the step and she said, 'She's very unsteady on her feet, Kevin, don't let her fall.'" Morse said her rent was always paid on time, a trait she picked up from the one man she ever loved. "Before he died, when he was in the ICU, he had a tube, but he wrote, don't forget to pay the rent.” A model tenant, Morse is using Section 8 housing assistance to help cover her rent. According to the termination notice she showed to 10News, the owner is electing to opt out of the Section 8 program and not renew the lease. It states the owner will be conducting substantial renovations to the unit and following the renovations the owner desires to rent the unit at a higher rental value, being that of the market rate value. The notice states the owner will be opting out of Section 8 entirely."They clearly state on their 90-day notice that their just cause is they don't want to comply with Section 8,” said Pamela Macias with San Diego County Evictions. Macias is working with Morse and her family to try and keep her in the home. "She's willing to pay market rent and just for no reason at all they want her out,” Macias said. Morse does have children, and instead of being out on the street she could move in with one of them. However, nearing the century mark she worries about being a burden.“I don't want to be in a nursing home either,” she said. “I still want to be independent.” The 90-day-notice has expired and Morse is still living in the property. The property owner filed an unlawful detainer, which is basically an eviction lawsuit. Team 10 contacted the owners of the property; they declined to comment due to pending litigation. Housing Assistance in San Diego The San Diego Housing Commission (SDHC) states that more than 6,000 landlords are participating in the rental assistance program. Most landlords don’t usually stop participating in the program, but it does happen, according to the commission. They say the Section 8 Housing Choice Voucher Rental Assistance program includes options to meet the needs of both landlords and tenants. Landlords can increase rents for rental-assistance tenants as they would for market-rate tenants as long as 60 days’ notice is provided to the rental assistance tenants and the new rent is determined to be reasonable.According to SDHC, to evaluate the reasonableness of the rent it compares the requested rent to the rents on other units on the premises with tenants who do not receive rental assistance. Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019 a new amendment to San Diego’s source of income ordinance will prevent landlords from declining a tenant based only on the household receiving rental assistance. “It opens large opportunities for our clients to receive assistance and utilize their voucher in the City of San Diego,” said Carrie Leverett, director of the SDHC rental assistance department. “It allows our clients to maintain affordable housing and find affordable housing. SAN DIEGO (KGTV) — A Good Samaritan discovered a cat and her 11 kittens inside a downtown dumpster San Diego recently.The San Diego Humane Society said it's now caring for the cat and her kittens, which is a rare size for any litter.“A healthy litter this size is incredibly uncommon and certainly not something we see every day in the nursery,” said Jackie Noble, SDHS kitten nursery manager.RELATED: East County woman loses hundreds of dollars in pet scamThe Good Samaritan told SDHS it didn't appear the cat was dumped there and may have been using the dumpster as a safe place to hide and care for her kittens.SDHS said the animals are all in good health. The animals will remain there until the kittens are ready to be put up for adoption and the mother is spayed."As cute as the kittens are, a litter this large highlights the importance of spaying and neutering.
