BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday.The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.

SHANGHAI, June 5 (Xinhua) -- Cities should facilitate interaction and provide spaces so people can bond, says Chui Huili, director of the Taiwan Pavilion at the Shanghai World Expo.The Taiwan Pavilion, a transparent cube with a huge globe suspended in its center, consists of three layers: a dome-screen cinema showcasing scenes from Taiwan, a platform to "fly lanterns" -- a traditional way to pray for luck, and a huge tree made of bamboo, providing shade for people to sit, chat, taste Kung Fu tea and listen to folk music."Though the Taiwan Pavilion is relatively small, what makes us stand out is that the whole trip is accompanied by guides and we allow in only 40 visitors at most each time, making it possible for each visitor to enjoy their time and space the fullest, in the 20-minute tour," Chiu says.The pavilion, 650 meters wide and about 24 meters high, is mainly made of steel and glass, with the outlines of the island's iconic mountains painted on the facade and water from Taiwan's Sun Moon Lake forming a pool, Chiu says.An elevator first takes you to the third floor for a dome-screen film showcasing tourist attractions in Taiwan including Sun Moon Lake, Ali Mountain and Jade Mountain. Chiu calls it their "future cinema" as spectators could watch three-dimensional images without wearing 3D glasses and get the feeling they were walking in a film.The second floor provides a multimedia lantern-flying ceremony for at most 40 visitors. They can select "wishes" through touching screens and trigger off LED lanterns that light up the center globe. The second floor is about cities' application of technology or the connection between technology and cities. But all these should serve the most important things in cities: people's hearts," Chiu says.Chiu believes cities should facilitate interaction between people. "Most villagers keep a big tree in front of their houses in traditional rural Taiwan, providing places for villagers to drink tea, chat and sing or listen to folk songs," Chiu says."Similar places are necessary in cities to bond people together," he says.Zhao Qiang, a visitor from Kaifeng in Henan Province, says, "I felt like I was really walking through Taiwan's sceneries in the dome-screen film ... It was terrific. I will definitely take my family to go sight-seeing in Taiwan after the visit."Zeng Heng, a visitor from Taiwan, queued for almost three hours before entering the Taiwan Pavilion. "The Taiwan Pavilion is small and the most exquisite of all 12 pavilions I've visited. BEIJING, April 7 (Xinhua) -- The Chinese government encourages Chinese businesses to set up economic and trade cooperation zones in member states of the Association of Southeast Asian Nations (ASEAN) to deepen cooperation, a senior commerce official said Wednesday.Vice Minister of Commerce Gao Hucheng, speaking at a preparatory meeting for the seventh China-ASEAN Expo, said China and ASEAN members have strengthened economic and trade cooperation since the China-ASEAN Free Trade Area (CAFTA) came into effect on Jan. 1 this year.Customs data showed that bilateral trade totalled 39.12 billion U.S. dollars in the first two months of 2009, up 66 percent from a year ago.Chinese exports to ASEAN states rose 52.9 percent to 18.69 billion U.S. dollars while imports from ASEAN jumped 80.2 percent to 20.43 billion U.S. dollars.Gao called upon "eligible" Chinese enterprises to "go overseas" to ASEAN countries to set up economic and trade zones with infrastructure and industrial chains.He also said the two sides should implement the agreement on trade and expand trade, calling for an increase in the trade of high value-added products, including mechanical and electrical products and other hi-tech products.The two sides' enterprises should further expand cooperation and deepening ties in the agricultural, manufacturing, infrastructure, resources, and processing sectors, he said.The CAFTA, covering a population of about 1.9 billion, is the world's third largest trade agreement in terms of trade volume, after the European Union and the North American Free Trade Area.The ASEAN groups Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.Under the CAFTA, the average tariff on goods from ASEAN countries entering China has been cut to 0.1 percent from 9.8 percent, while the six original ASEAN members - Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand - slashed the average tariff on Chinese goods entering ASEAN states from 12.8 percent to 0.6 percent.The seventh China-ASEAN Expo will be held in Nanning, capital of Guangxi Zhuang Autonomous Region, from Oct. 20 to 24 this year.

NAIROBI, May 8 (Xinhua) -- Somali pirates have hijacked a Taiwan fishing boat off the Horn of Africa nation coast with 26 crew members, a regional maritime official confirmed on Saturday.Andrew Mwangura, East Africa coordinator of Seafarers Assistance Program, said the ship's owner lost contact with the Tai Yuan 227 two days ago north of the Seychelles as it headed for the Maldives. "The fishing boat lost contacts two days ago and has 26 crew members from China, Kenya, Taiwanese and Mozambique. We received the reports on Friday and it seemed the hijack took place two or three days ago," Mwangura told Xinhua by telephone.The International Maritime Bureau has also confirmed the hijack.Pirate attacks off the Somali coast have continued despite the presence of several warships, deployed by navies of the NATO, the European Union, Russia, China, South Korea and India in the region to protect cargo and cruise ships against piracy.Kenya's proximity to Somalia prompted insurance companies to hike up their premiums for ships traveling to Kenyan ports to mitigate the increased insecurity.This led shipping companies to take the longer route around the Cape of Good Hope traveling to the Kenyan ports, with cost of doing business on the Kenyan coast going up by over 40 percent.To date more than 100 suspects have been transferred to Kenya by the Western warships patrolling the Indian Ocean to combat piracy.It is only Kenya and the Seychelles in the region that have agreed to take in suspects for prosecution, but both have recently complained about the burden of trying and jailing pirates in their countries.
