U.S. Postmaster General Louis DeJoy said Tuesday that the USPS will not implement operational changes to mail delivery until after the 2020 election."...there are some longstanding operational initiatives — efforts that predate my arrival at the Postal Service — that have been raised as areas of concern as the nation prepares to hold an election in the midst of a devastating pandemic," DeJoy said in a statement. "To avoid even the appearance of any impact on election mail, I am suspending these initiatives until after the election is concluded."DeJoy also said that the USPS would not remove any mail processing equipment or mailboxes and would not close any mail processing facilities between now and the election. The statement did not address whether the agency would restore services or equipment that had been cut prior to Tuesday.DeJoy, a longtime ally and donor to President Donald Trump took over as Postmaster General in June. Since that time, he's instituted several changes that customers and workers have said have led to delays in mail delivery, including the elimination of overtime. NBC News also reports that drivers have been instructed to leave on their routes earlier in the day, even if express shipments haven't arrived.In DeJoy's statement on Tuesday, he asserted that "overtime has, and will continue to be, approved as needed.""Even with the challenges of keeping our employees and customers safe and healthy as they operate amid a pandemic, we will deliver the nation’s election mail on time and within our well-established service standards," DeJoy's statement said. "The American public should know that this is our number one priority between now and election day. The 630,000 dedicated women and men of the Postal Service are committed, ready and proud to meet this sacred duty."With the COVID-19 pandemic continuing to ravage the country, mail-in voting is expected to significantly increase during the 2020 election.Trump — who has staunchly opposed universal mail-in voting — said last week that he opposed funding the USPS in order to prevent expanded voting by mail during the election.This story is breaking and will be updated. 2177

VALLEY CENTER, Calif. -- An 18-year-old motorcyclist was killed after a head-on crash with a sedan in Valley Center Saturday.The crash happened around 3:30 p.m. Saturday on Mac Tan Road, according to the California Highway Patrol.Officers say the 18-year-old was riding his motorcycle at a high speed when he came to a bend, lost control of the bike and slid into the opposing lane of traffic.The teen was the struck by 2004 Kia Spectra, CHP say.The motorcyclist was taken to the hospital where he later died. UPDATE 8:54 p.m. - Nov. 9, 2019SAN DIEGO (KGTV) -- The San Diego Police Department has called off Saturday's Amber Alert after determining that the man who reported his vehicle stolen with a child inside filed a false report.The man told officers that his acquaintance, 29-year-old Osman Rahimi, drove off in his vehicle with an 11-year-old inside, according to SDPD Lt. Shawn Takeuchi.The man described the boy, named Johnny Diaz, as a Hispanic child, 4 feet tall, wearing a white shirt and “Transformers” pajama pants."Detectives contacted the California Highway Patrol to put out an Amber Alert in an effort to find the boy," said Takeuchi.Oceanside Police Department officers located the vehicle and Rahimi near the Aliso Creek Rest Area but the child was not with Rahimi."SDPD officers took custody of Rahimi and transported him to SDPD headquarters along with the man who made the report, and the Amber Alert was cancelled," said Takeuchi.Takeuchi said they conducted numerous interviews and determined that no child was involved. Detectives are still working to determine if Rahimi is responsible for stealing the car.The man who made the report, who has not yet been identified, may also face charged of filing a false report, according to Takeuchi."While it appears the original report was false, the mission of our department is to protect all life," said Takeuchi. "We appreciate the efforts of our community to find the child and are grateful for the support from our law enforcement partners."---------------------UPDATE 5:45 P.M. -- Nov. 9, 2019SAN DIEGO (KGTV) -- Detectives are working quickly to find clues in the alleged abduction of an 11-year-old boy who was snatched outside of a San Diego gas station that prompted a countywide Amber Alert on Saturday.San Diego Police Department detectives said the boy, Johnny Diaz, was abducted sometime around 11 a.m. outside the Valero gas station at Euclid and Geneva avenues, just south of the Martin Luther King Jr. Hwy 94 ramps in Southeast San Diego.Specific details about the incident were not immediately known at this time. NEWS HEADLINES: Missing Virginia teen safely located, alleged abductor apprehendedAn Amber Alert was issued Saturday afternoon with a description of a dark-colored 2006 Honda Pilot with California license plate number 5TLG117. At around 3 p.m., Oceanside Police located the vehicle matching the license plate and description. Officers detained a person inside the vehicle but the boy was not found.The person found with the vehicle, Osman Rahimi, 29, is being detained for questioning, police said. Officers are searching the Camp Pendleton area for the boy and another adult, but no further details are known at this time. VALLEY CENTER, Calif. (KGTV) — A former North County school security guard was arrested this weekend, accused of sending inappropriate pictures to children online.Steven Lloyd Duncan, a former security guard from 2003 to 2014 at Valley Center High School, was arrested on Dec. 10 by the Internet Crimes Against Children Task Force (ICAC). He has been charged with multiple counts, including obscene material of a minor and luring a minor, according to his arrest log.Investigators say Duncan had communicated with and sent photos to underage children and received photos from children. Valley Center Pauma Unified School District (VCPUSD) said in a statement they have been informed told "none of the identifiable victims are from our community." Anyone who thinks they've been a victim or knows anyone who may have been a victim is asked to contact the ICAC at 858-715-7100.VCPUSD says they are cooperating with ICAC's investigation:"The safety of our students and staff is a top priority. We respond and react immediately to any reports of this nature. In partnership with the (ICAC), VCPUSD advises parents to be aware of their children's online activity. We recommend parents use parental filters on smartphone and computers," the district said in part. "We recommend that minors who use social media utilize "private" settings and that their parents take time to familiarize themselves with the specific social media platform and/or other applications." 1466

  

UPDATE, 4:06 P.M.: The fire is contained, Cal Fire San Diego reported.SAN DIEGO (CNS) - Fire officials Thursday said a brush fire that broke out on a hillside above Harbison Canyon and scorched 25 open acres is now 90 percent contained.The blaze erupted for unknown reasons in the 1900 block of Vista De La Montana in the Dehesa area at 3:47 p.m. Wednesday, according to Cal Fire.Deputies cleared people out of residences along that road and on Calle de Nicole as the flames spread, according to the San Diego County Sheriff's Department.Ground crews and personnel aboard firefighting helicopters and airplanes worked to subdue the flames, and had the fire's spread halted by 5:30 p.m. Wednesday, Cal Fire reported.RELATED: Two firefighters injured fighting blaze near El Cajon, Cal Fire saysAll evacuation orders were lifted around 6:45 p.m. Wednesday, according to the state agency.Two firefighters were treated at the scene for minor injuries, then immediately allowed to return to work, Cal Fire Capt. Thomas Shoots said.As of 8 a.m., the fire was 90 percent contained, with full containment expected by 5 p.m. Thursday, Cal Fire reported. 1151
