BEIJING, May 19 (Xinhua) -- Major indices of China's large ports mostly pointed to better performance in April with increasing cargo throughput and exports volume, the Ministry of Transport said Wednesday.According to latest figures posted on the ministry's website, China's large sea ports and river ports saw rapid throughput growth in cargo, exported goods volume and containers from January to April.Passenger throughput via large ports, however, fell 18.5 percent from a year earlier to 295 million in the first four months of 2010, the ministry said.Large ports are classified in China as sea ports with an annual cargo throughput above 15 million tonnes and river ports with an annual cargo throughput above 10 million tonnes.From January to April, cargo throughput in those large ports jumped 20.2 percent year on year to about 2.48 billion tonnes, the ministry said.About 206.5 million tonnes of goods were exported via the large ports during the January-April period, up 27.2 percent from a year ago.Container throughput rose 22.4 percent year on year to 436.81 million TEUs in the first four months, according to the ministry.
BEIJING, May 7 (Xinhua) -- China's recent measures to cool the red-hot property market had curbed excessive home price rises in some cities, a senior government official said Friday during an online discussion with Chinese netizens.Qi Ji, vice minister of housing and urban-rural development, said the reaction to the tightening measures was positive -- after local governments implemented the measures in line with the central government's policy.In April, the Chinese government introduced a raft of tough measures to rein in soaring home prices which grew a record 11.7 percent from a year earlier in March.The measures included more restrictive down-payment requirements, higher loan rates, a ban on lending for third home purchases and tighter scrutiny of developers' financing.He said rapid price growth in some cities was mainly because of a shortage of supply as well as "unreasonable demand.""If not curbed, the excessive gains in prices could spread to more regions, affecting people's living standards and threatening financial safety and even social stability," he added.He said the government would increase crackdowns on illegal practices by property developers, including hoarding of land and delaying sales to exaggerate profits.The government would also strengthen checks on developers' land purchases and fund-raising, he said.He said that the government would seek to increase supply of low-income housing and that a plan regarding construction of such housing for the period to 2012 would be unveiled before the end of July this year, he said.

BEIJING, March 31 (Xinhua) -- China's State Council, the cabinet, has said innovation in science and technology will improve the nation's competitiveness in the world stage.Scientific and technological innovation could solve major scientific and technical issues that concerned the country's overall situation and long-term development, said a statement released after a regular meeting of the State Council Wednesday.During the meeting, an official from the Chinese Academy of Sciences (CAS) delivered a report on the implementation of the "Knowledge Innovation Program" (KIP), which aims to make the academy a world-leading base for scientific research.The program was initiated in 1998 and scheduled to finish in 2010.The government would extend the KIP from 2011 to 2020, the meeting was told.The State Council called for deeper reform of research institutes and improved rewards and restrictions to encourage competition among scientists and researchers and to foster talent.The government planned to develop education programs that were closely related to the innovation drive and strengthen international cooperation, said the statement.Premier Wen Jiabao presided over the meeting.

The government carried on massive financial investment, some of which focused on real estate."In spite of some problems, the Chinese government has been making great progress in regulating and controlling the Chinese economy during the global financial crisis," Min Tang, a Chinese economist, said in an exclusive interview with Xinhua."Everything has two sides, good and bad. This macroeconomic control policy is an action taken to fight against a crisis," he said.Tang believed that whether or not the policies are successful should be judged from the macro perspective instead of a micro perspective."China was able to resume its rapid growth first when the global economy was still going downhill," Tang said, "China also successfully kept the confidence of its people and enterprises, which is more important than anything else. Therefore, the government's macro control is very successful."
