SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. The California Coastal Commission voted to allow the project to move forward last month.Father Joe's Villages' ceremony will include remarks by president and CEO Deacon Jim Vargas and one of the organization's clients who has dealt with homelessness. SAN DIEGO (CNS) - No charges were filed Wednesday against a 19-year-old man arrested along with three teenage girls for allegedly attacking and severely beating a 56-year-old man near Petco Park.The investigation is continuing into the case against 19-year-old Dominick Wells in connection with the attack that left Edward Leon Starland on life support, said Tanya Sierra, a spokeswoman for the District Attorney's Office.Three girls, ages 14, 15 and 17, also were arrested on suspicion of felony battery, said San Diego police Lt. Matt Dobbs. One of the girls had a detention hearing at Juvenile Court Wednesday.Starland was attacked about 2:10 p.m. last Sunday near the pedestrian bridge adjacent to Petco Park, Dobbs said.Police and paramedics found the victim unresponsive.Investigators determined the victim got into an argument with a group of teenagers and was knocked to the ground, then beaten, the lieutenant said.When witnesses started yelling at the attackers to stop, they fled east on Imperial Avenue, he said.Wells was arrested about 3:15 a.m. the next morning. It was not clear if he would be released from custody while the investigation continues. 1178

SAN DIEGO (CNS) - After hours of public input and deliberation, the San Diego County Board of Supervisors today unanimously approved a .5 billion operating budget for the 2020-21 fiscal year.Previously .4 billion, the revised budget reflects an additional .2 million in recent funding requests, including million for rental assistance, millions of dollars in road projects and an office dedicated to racial equality.Tuesday's vote, held via teleconference, follows two public hearings earlier in August, when board members heard funding requests from residents.Normally held in late June, the budget approval process was delayed due to the COVID-19 pandemic.Supervisors thanked Chief Administrative Officer Helen-Robbins Meyer and her staff for crafting a budget during an especially challenging time.``Putting together a budget is a big job,'' said board Chairman Greg Cox.According to a summary provided by Robbins-Meyer's office, the county is spending .5 billion on health & human services, billion for public safety, 6 million on finance and general government, 2 million on land use and environment, 9 million on various items and 5 million on capital improvements.``I think we can be proud that we have a good, solid and well-balanced budget,'' Supervisor Dianne Jacob said.Supervisor Jim Desmond credited staff members for ``for fighting to do the right thing. SAN DIEGO (CNS) - A new indictment unsealed Thursday against the owner/operators of San Diego-based pornographic website GirlsDoPorn.com alleges that co-owner Michael James Pratt -- who remains on the lam on federal sex trafficking charges -- also produced pornographic content involving a 16-year- old girl. Pratt was charged in a complaint last month along with three others with sex trafficking by force, fraud and coercion for allegedly filming victims under the guise of distributing the videos only to private clients, then disseminating the videos online without the victims' knowledge or consent. The new indictment adds two additional defendants and charges of production of child pornography and sex trafficking of a minor against Pratt alone, with the incidents allegedly occurring in September 2012. According to the U.S. Attorney's Office, numerous young women who initially responded to ads for modeling jobs were allegedly deceived by the defendants to appear in adult films. Once the victims learned the work involved pornography, the defendants allegedly told them the videos would be distributed to private clients -- usually living overseas -- and not disseminated on the internet. To help convince the women to participate, reference women like Nored were allegedly hired to lie to the women and claim they had also filmed pornographic videos for the defendants, which were never posted on the internet. Others were not allowed to leave the shoots -- which were conducted at various San Diego hotels -- until the videos were completed, which sometimes involved sex acts the victims initially declined to perform, prosecutors allege. The defendants are also currently involved in a San Diego civil trial involving a lawsuit filed by 22 women who appeared in videos on the site. The allegations in that trial -- which began in mid-August -- mirror the new federal charges. In that case, the victims are seeking more than million in damages and ownership rights to the videos they appeared in. SAN DIEGO (CNS) - Margaret Hunter, who pleaded guilty along with her husband -- former Rep. Duncan Hunter -- to illegally spending hundreds of thousands of dollars in campaign funds for personal purposes, was sentenced Monday to eight months of home confinement, slated to begin immediately, and three years probation.The former East County congressman's wife, who also acted as his campaign manager during much of the time the pair improperly spent campaign funds on personal expenditures, pleaded guilty to a conspiracy charge more than a year ago.Duncan Hunter pleaded guilty about six months later, then resigned from Congress the following month. He was sentenced in March to 11 months in federal prison, but has yet to serve any of his term as the COVID-19 pandemic led to a postponement of his self-surrender date. He's not expected to report to prison until possibly as late as January.Margaret Hunter's attorneys argued for an out-of-custody sentence involving home confinement and prosecutors agreed, citing her agreement to cooperate with investigators and the manner in which prosecutors say her husband directed blame at her when the allegations became public.Prosecutors did seek to have her home confinement delayed until January, as they stated it would be more punitive at that time, with the COVID- 19 pandemic currently keeping the majority of the general public confined to their homes.However, U.S. District Judge Thomas Whelan opted to begin her term immediately.Margaret Hunter made a brief, tearful statement to the court prior to sentencing, saying "I continue to take full responsibility. I'm deeply sorry."Assistant U.S. Attorney Emily Allen said the defendant spent most of the funds, but her role was "far less egregious" than that of her husband, who the prosecutor said was "the driving force" behind the crime."He was the elected official. He was the person in charge of the campaign and he was the decision maker who chose to allow this to go on," Allen said.Prior to his plea, Duncan Hunter repeatedly and publicly denied wrongdoing. He attributed more than ,000 in video game purchases to his son, while later suggesting his wife may have been responsible for the misspending, as she was the campaign manager and in charge of those finances.He later accused the U.S. Attorney's Office of a politically motivated prosecution, saying some of the lead prosecutors in his case attended a fundraiser for Hillary Clinton's presidential campaign. He alleged the prosecution targeted him because he was one of the earliest supporters of Donald Trump's presidential campaign."Today we're reminded that no one is above the law," Assistant U.S. Attorney Mark Conover said following the hearing.The prosecutor said the sentence handed down was appropriate because "not only did she have to withstand being thrown under the proverbial bus by her husband, but she took responsibility."Conover also credited Margaret Hunter's cooperation, saying that without it, prosecutors would have likely had to go to trial in order to secure a conviction against Duncan Hunter. Her cooperation "led Congressman Hunter to understand that he would not escape responsibility for his crime," according to Conover.The couple were indicted in 2018, charged with unlawfully spending hundreds of thousands of dollars on family vacations, restaurant and bar tabs, clothes and other frivolous expenses over the course of several years, while falsely stating to staff that the purchases were campaign-related.Prosecutors said that despite their lavish spending, the couple were in dire financial straits, overdrawing their bank account more than 1,100 times over a seven-year period.Amid the charges and public allegations, Hunter was re-elected in November 2018 with 51.7% of the vote in the 50th Congressional District, despite being indicted three months prior.
