SAN DIEGO (KGTV) — The community is coming together for the family of a San Diego mother of two who died this week while acting as a surrogate for another family.Michelle Reaves was helping a family have children of their own, according to a GoFundMe set up to help her family. SAN DIEGO (KGTV) - The Marine Corps reported an E.coli outbreak Tuesday among more than 300 troops at Marine Corps Recruit Depot in San Diego.The diarrheal illness has affected 302 of approximately 5,500 recruits at the base. The cases had tapered off in the past week but a spike was reported Monday.Ten recruits were admitted to an off-base medical facility while the remainder are being cared for at MCRD. The source of the outbreak is under investigation, according to the Marine Corps."Our immediate focus is identifying, isolating and treating recruits who present symptoms," said Brig. Gen. William Jurney, commanding general, MCRD San Diego and the Western Recruiting Region. SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said.
