SAN DIEGO (KGTV) -- The San Diego County Office of Education says schools may hold on-campus classes beginning Tuesday under new guidance. The updated county health orders that take effect June 16 allows all schools -- with the exception of colleges and universities -- to hold on-campus classes as long as the schools comply with measures outlined by the California Department of Public Health.Those measures include face coverings required at all times, daily temperature checks recommended, increased emphasis on hand washing and sanitizing, enhanced cleaning and disinfecting in the classrooms and setting classrooms up to allow for increased physical distance between students.Each school must complete and post a document detailing the actions the school is taking to comply with the industry guidance issued by the state.The order from the San Diego County Health and Human Services Agency says: "All public, charter and private schools may hold classes or school business operations on the school campus, provided the school complies with the measures contained in the State COVID-19 Industry Guidance: Schools and School-Based Programs issued by the CDPH (including the face covering requirements contained therein), also incorporating where feasible the guidelines provided in Stronger Together: A Guidebook for the Safe Reopening of California’s Public Schools issued by the California Department of Education. Each school shall complete and post a document detailing the actions the school is taking to comply with the CDPH Industry Guidance measures after considering the CDE Guidelines noted above. Colleges and Universities shall not hold classes or other school activities where students gather on the school campus, except for research-related activities in colleges and universities and where necessary to train students who will serve as essential workers." 1884

SAN DIEGO (KGTV) – The San Diego Unified School District on Tuesday announced a delay in the next step of its reopening plan.District officials, citing a surge in COVID-19 cases, said virtual distance learning will continue into early 2021. Officials also said the district would push back moving into its second phase, which would have reopened school campuses.A letter to families regarding the decision was posted on the district’s website:"Due to ongoing health concerns related to COVID-19 and the safety of our students, staff and community, we have decided to continue with online learning for the majority of students through the first part of the new year. However, appointment-based, in-person instruction will still be available on campus for students with the greatest needs through Phase 1.The decision to remain online longer than we had hoped will be disappointing to the many students, teachers and others who are eager to be back in the classroom. However, the current spread of the coronavirus in our community makes it unsafe to move forward with Phase 2 of our reopening at this time. We plan to reassess the public health conditions and provide an updated timetable on Jan. 13.In the meantime, we will continue to provide updated information on our reopening plans on our website. This includes a status dashboard and a complete list of the conditions we are continuing to watch for when it will be safe again to reopen campuses.We will also continue increasing the number of students participating in the small group instruction, with infant/toddler, early learning, middle school, and high school students to start receiving appointments on Dec. 7. Since October, some 2,000 elementary school students have participated in these appointments.Everyone looks forward to reuniting students and teachers in classrooms in the new year as quickly and as safely as possible. San Diego Unified has already spent tens of millions of dollars on air filtration, plexiglass desk dividers, hand sanitizer, personal protective equipment and more. The most difficult stages of the pandemic may yet be ahead of us, but we are confident we will get through this together by remaining vigilant."The district’s decision comes after many parents held several rallies over the past few months urging SD Unified to reopen schools.ABC 10News spoke to John Anderson, a father of four. He has two children who attend Jefferson Elementary, but have taken classes virtually since the spring. He wishes the school board would consider other options, such as in-person outdoor learning. “I think it’s a good accommodation that we can do. It’s not the case in Chicago or Minneapolis,” Anderson said. Once the vaccine becomes widely available, Anderson hopes school staff gets access quickly to regain a sense of normalcy. “I’m glad that first-responders and hospital workers are first in line. Hopefully, our teachers and educators and support staff will be second behind them," Anderson said. On November 30, the county's second-largest district, Sweetwater Union in Chula Vista, announced that they too will postpone in-person instruction. They will revisit the situation in February. SAN DIEGO (KGTV) - Three women filed lawsuits Wednesday alleging sexual abuse by multiple clergymen at Living Word Fellowship churches in California over more than a decade.The women said a viral social media post from October 2018 gave them the courage to speak out.Amber Thompson said the abuse started in Los Angeles at the age of 4. "Their attacks continue to haunt me every single day," she said, her voice shaking.The lawsuit describes her as a 7-year-old girl at a church bonfire without her parents, in the company of clergymen, being picked up and taken to a bathroom inside the sanctuary and molested, then taken into the sanctuary and raped.The lawsuit details health issues like urinary tract infections and the fear to use the restroom at school. It states she was raped nine more times on church property before turning 10 years old. She was also abused by her swim coach, according to the documents. Children complained to church leaders about the swim coach, but they were ignored, the lawsuit says.A youth pastor was also named as an alleged perpetrator, stating he wrestled with young girls, including Thompson, and touched their private parts.The document states yet another clergyman would make Thompson sleep in the living room when she had sleepovers with his daughter. During the night, the document states he would molest her, masturbate in front of her and make her touch him.Anaiah Shehori said there are more victims, "there are hundreds of children over decades, literally decades and decades who have been abused."The lawsuit states Shehori was a server for a church party where she was told to wear a mini-skirt and was groped by the clergymen. The document also states she molested by multiple clergymen as a young teen and asked to tell them about her sex life.She was told she was too sexy to perform functions on the stage during service and that she distracted the women's husbands.Lindsey Weck described the hierarchy that allowed the abuse to continue, "I was assigned as all children were a designated relationship or a spiritual parent who is to monitor and control every aspect of my life.""He groomed me into thinking he cared about me in a loving personal way and by the time I was 14, he started having a sexual relationship with me," she said.The lawsuit stated they had a sexual relationship for two years, stopped and started again when she was 17. Her mother found out and went to church leadership, who told her not to contact police.Shehori said the abuse became emotional and mental when she tried to get out of the organization. She said many families have split, some divorcing, trying to leave the church, calling it a cult.The women joined together to "publicly denounce this twisted religious organization that calls itself a church," Thompson said."Anybody who is listening and still there and stuck, you have support from every single one of us and it is possible to leave," Shehori said.To the parents, Thompson had this emotional message "watch for the signs, look for the signs and get them out of there as soon as possible."The Pentecostal church started in 1965 and spread through California, east to Iowa and, according to lawyers who filed the lawsuits, down to Brazil.The church posted these responses in November 2018, according to the law firm: 3320

SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) -- The San Diego Police Department has identified the officer involved in an East Village shooting over the weekend as Andres Ruiz. The department says Ruiz is assigned to the Canine Unit and has been with the department for more than 11 years. The incident started just before 10 p.m. on May 23 at an apartment complex on Park Boulevard and Market Street. Police were called to the complex following reports of a woman trowing objects from a window. When they arrived, officers found broken glass and furniture on the sidewalk below the unit. RELATED: Woman hurt in officer-involved shooting in East VillageAuthorities say the woman refused to listen and brandished a knife, continuing to throw objects from the window and refusing to come out of the building, prompting police to force their way into the building. After the woman locked herself into the bathroom, police used verbal direction, chemical agents, and a police canine in an effort to take the woman into custody. When officers made their way into the bathroom, the department says the woman grabbed and punched the canine and threatened officers with the knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated and taken to the hospital with non-life threatening injuries. No officers were injured, but some people were hit by objects that were thrown out of the window. The suspect has only been identified as a 26-year-old San Diego resident. 1593
