SAN DIEGO (KGTV) — Two puppies soon to be up for adoption in San Diego are already capturing hearts around the world.Two 3-month-old terrier-blends, named Star and Denver, were taken to Helen Woodward Animal Center on Feb. 11 after their mother had been dumped in a rural location in Louisiana. They were taken by van about 1,900 miles through a partnership with the rescue group Heart of Louisiana.Once in San Diego, it wasn't long before staff learned about Star's unique challenges and special bond with her brother. "Choosing Star as his main playmate, the two were rarely apart and when separated, Denver would come running back to love on Star and let her know he was there."The pair's heartwarming story has made its way across the world, according to the animal center. SAN DIEGO (KGTV) — Wednesday, San Diegans who live in their cars rallied in Ocean Beach to press the city to allow living in vehicles, as residents in various neighborhoods pressure the city to ban the policy once again.Earlier this year, San Diego City Council members repealed its vehicle habitation ordinance after a federal judge found it unconstitutional which halted all enforcement.Then in March, Mayor Kevin Faulconer announced an effort to bring a ban back. The ordinance would prohibit residents from sleeping in their cars from 6 p.m. to 6 a.m. within 500 feet of a school or house.Residents say reversing the ban leads to broken glass, bottles of urine, drug paraphanelia, and excrement on sidewalks in some areas. But supporters of the policy said Wednesday they don't park in front of homes or litter along roads.The city says they’ve received hundreds and hundreds of complaints about what people living in cars have done to their neighborhoods. Currently the city is expanding a safe parking program that would allow people to park overnight at monitored sites. 1085

SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. The Uptown Planners will vote on the project Tuesday at 6 p.m. The Hillcrest Business Association will be holding an event before the vote to update members of the community on the project. 1296

San Diego (KGTV)- After receiving a failing grade by the American Lung Association, the County of San Diego is rolling out some new tools to fight air pollution. In port-side communities like Sherman Heights, Logan Heights and Barrio Logan, the rates for Asthma are the highest in the state. This morning county leaders unveiled its new innovative monitors and cars. “This has never been done before,” says Aclima’s Chief Scientist, Melissa Lunden. For the past three months, two air quality cars have been driven around the county for 24 hours at a time collecting samples of air pollutants. “You get a map, a street by street map, of what the air pollution is and what the air pollutants are on those particular streets,” says Lunden. “That allows you to really locate in that region an area of concern.”Stationary monitors will also be set up in areas like Barrio Logan, Sherman Heights, and Logan Heights. Officials will be able to monitor what’s being inhaled by the people who live in these communities. “What we expect to happen is we’re going to find elevated levels of pollution at the street level that we didn’t see with our regional monitors,” says Assistant Director of the Air Pollution Control District, John Adams. With each monitor, the air is pulled into an inlet over 24 hours. The filter is then taken out and tested in a lab. The Air Pollution Control District has already placed monitors along Interstate 15 in Carmel Mountain and Interstate 5 in San Isidro. The state awarded the county’s Air Pollution Control District .5 million to implement the program. 1589

SAN DIEGO (KGTV) - When it comes to wrong-way crashes in San Diego County, 2018 is off to an unfortunate start.There have been numerous wrong-way vehicle crashes around the county nearly eight weeks into the new year, and authorities have not been able to pinpoint what exactly is causing an uptick in these types of crashes.According to Caltrans data, from 1995-2012, an average of 23 people died each year in wrong-way crashes on California roadways.San Diego had 13 wrong-way fatalities recorded in 2015 -- the last year Caltrans data was compiled for wrong-way crashes.In 2017, Caltrans launched a two-year pilot program in San Diego and Sacramento that focuses on ways to not only prevent wrong-way crashes but to also alert authorities in the event a vehicle is traveling in the wrong direction.As part of the test program, Caltrans has deployed reflective pavement markings on off-ramps and signs with flashing lights that turn on if a wrong-way vehicle is detected.Caltrans has not yet provided data collected from the program to determine the protective measures' effectiveness.Here's a look at wrong-way crashes on San Diego County roadways in the past 12 months.Feb. 20, 2018: Driver arrested on suspicion of DUI after wrong-way crash-- A driver was hospitalized -- and also arrested -- after police said he was driving in the wrong direction on Fairmount Ave. when he hit another vehicle.
