BEIJING, Oct. 17 (Xinhua) -- The Communist Party of China (CPC) and Kuomintang (KMT) both expressed wish to promote cross-Strait trust and common understanding as Ma Ying-jeou took the position as the KMT chairman on Saturday.     The CPC Central Committee Saturday congratulated the Kuomintang(KMT) on the convocation of its18th congress, expecting the two parties to deepen mutual trust, increase exchanges and expand common understanding.     In a reply, the KMT Central Committee said they will work with the CPC for improving trust and mutual benefits, in a bid to improve the welfare of people on both sides.     At the congress, the KMT again included the "common aspirations and prospects for peace and development across the Taiwan Strait, "reached between the CPC and KMT in 2005, in its political guideline. Taiwan leader Ma Ying-jeou assumed the position of the island's ruling party chairman at Kuomintang's 18th plenary congress Saturday morning    Wu Yongping, deputy director of the Institute of Taiwan Studies, Tsinghua University, told Xinhua that this gave a positive signal that the KMT pledged again to further development of cross-Strait relations , which is helpful for further dialogues between the CPC and the KMT.     At the congress, Ma appointed Lien Chan and Wu Poh-hsiung as KMT honorary chairmen. They would assist Ma on cross-Strait affairs and external exchanges, according to Ma.     Hu Jintao, general secretary of the CPC Central Committee, congratulated Lien Chan on continuing to be KMT honorary chairman and Wu Poh-hsiung on taking the position as honorary chairman.     The two responded with commitments to peaceful development of cross-Strait relations.     Lien said in a statement that since the two sides resumed systematic talks based on the 1992 Consensus, peace and stability across the Strait have been greatly enhanced and people's welfare improved.     "We should work even harder to consolidate the five-point common aspirations and prospects," Lien said.     Wu also noted that the two parties should work together for peace and development with "sincerity and goodwill."     Zhu Weidong, deputy director fo the Institute of Taiwan Studies, Chinese Academy of Social Sciences, said, "Through the congress, we can see the KMT will not change its stance on easing cross-Strait relations, promoting exchanges with the CPC and carrying on the platform between the two parties."

All members of the Standing Committee of the Political Bureau of the CPC Central Committee and former President Jiang Zemin watched the performance, in dedication to the 60th anniversary of the founding of the People's Republic of China Dancers and singers recounted important episodes in modern and contemporary Chinese history.     The musical highlighted the tremendous changes that have taken place since the founding of the PRC under the leadership of the Communist Party of China.     All members of the Standing Committee of the Political Bureau of the CPC Central Committee and former President Jiang Zemin watched the performance.

HAIKOU, Oct. 12 (Xinhua) -- Rescuers have recovered the bodies of three victims in a boat capsizing incident after tropical storm Parma landed in south China's Hainan Province Monday.     Strong winds and waves triggered by Parma caused a fishing boat to capsize and sink off the coast of Wanning City Monday morning, and all nine fishermen aboard the vessel fell into water, a spokesman with the Hainan Provincial Emergency Response Office said.     By 5 p.m., one body had been retrieved and five people had been rescued. At about 8 p.m., the bodies of two more victims were found, according to the maritime bureau of Hainan. A rider falls to the ground in the heavy winds and rains in Qionghai City, south China's island Province of Hainan, Oct. 12, 2009Rescuers were still searching for one person that remained missing, the spokesman said.     Parma made a landfall in Wanning's Longgun Township at 9:50 a.m. Monday, packing winds of up to 54 km per hour, according to the Hainan Provincial Observatory.     The storm is moving northwestward at a speed of 15 km per hour.     The tropical storm brought strong winds and rains to most parts of the province, and local authorities have warned residents against flash floods, landslides and other disasters.     Price hikes of vegetable and seafood have been reported in markets in the provincial capital of Haikou, as suspension of navigation has led to commodity shortages.     In addition to Hainan, Parma brought winds and rains to coastal areas of Guangdong, Fujian and Taiwan provinces.     But the rains in parts of Guangdong have not eased a drought in the province, local authorities said. BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. CMC conferred the rank of general on the three senior military officers here on Monday.     China began to confer military ranks to military and police officers in 1955, when Chairman Mao Zedong promoted 10 senior officers to the rank of marshal, a rank which was later abolished.     Premier Zhou Enlai then issued a decree conferring the rank of general on 55 officers in 1955 and one each in 1956 and 1958.     Only one veteran of the revolution that founded the People's Republic of China who was among the first group of generals is still alive: 104-year-old Lu Zhengcao, former vice-chairman of the National Committee of the Chinese People's Political Consultative Conference.     In 1965, the CMC abolished the system of military ranks and then resumed it in 1988. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.
