(KGTV) — Cal State San Marcos police are warning students and community members after a stranger was caught touching himself in front of two women.The incident occurred Monday at about 5 p.m. at the campus' Mangrum Track and Field facility, the college said. Two females who weren't students arrived to work out and saw a man near the pedestrian entrance water fountain. As the two women were walking on the track, the man reportedly made a comment to them and that's when they noticed he was committing the lewd act.The women immediately reported the incident to campus police. The man was last seen riding his bicycle up the pedestrian ramp and then west on Craven Road toward parking lot XYZ.The man is described as in his mid-30s, about 5' 8" tall. with a bald or shaven head and thin build. He was last seen wearing blue jeans, tan work boots, a yellow reflective vest, and a black jacket.Anyone with information is asked to call university police at 760-750-4567.Anyone on campus who believes they have witnessed a crime is urged to call 911. SAN YSIDRO, Calif. (KGTV) - Hundreds gathered at a park in San Ysidro in support of the migrant caravan just hours before border officials closed the border.A group called the San Diego Migrant and Refugee Coalition organized the Sunday rally that eventually turned into a march. About 600 people joined the coalition which is made up of 20 migrant support and social justice groups. The organizers say they disagree with the militarization of the border and want the migrants to know they are loved and welcome. The march ended peacefully at the San Ysidro Port of Entry.  606

(KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(KGTV) — A 23-year-old man is behind bars after leading San Diego Sheriff's deputies on a short pursuit in a vehicle that was reported stolen.Deputies received a broadcast from Carlsbad Police of a stolen vehicle on Sunday just after 1 p.m. in the area of Palomar Airport Rd. heading toward San Marcos. Nearby deputies began searching the area and located the vehicle unoccupied in the parking lot of a Target on Business Park Dr. in Vista.While they waited for an ASTREA helicopter and canine unit, deputies set up surveillance on the vehicle. After a few minutes, the suspected driver, identified as Dylan Kidd, returned and deputies moved in toward the vehicle, according to the Sheriff's Department (SDSO).Kidd started up the vehicle and led deputies on a four- to five-minute pursuit, during which deputies say he drove recklessly out of the parking lot and onto nearby streets. Kidd eventually left the vehicle and fled into a nearby canyon, according to the department.The vehicle, however, continued and crashed into the garage door of a home on White Sands Drive, causing some minor damage.With the ASTREA helicopter above, deputies were led to Kidd's location after about six minutes and he surrendered to deputies, SDSO said. Kidd was booked into jail and charged with felony evading, vehicle theft, possession of a stolen vehicle, shoplift/burglary, and hit and run. 1405
