SAN DIEGO (KGTV) - When a series of suspicious fires pop up and arson is suspected, law enforcement officials across California have a handy tool that could help track down or rule out potential suspects.“In California there’s a criminal arson registry put on by the California Department of Justice,” said San Diego Police Sgt. Rick Pechin with the Metro Arson Strike Team. “What that registry does is keep track of all arson registrants in the state of California.”The registry is similar to the Megan’s Law database, but it is not available for the public to access. “It’s a law enforcement computer database only,” said Pechin.RELATED: Video shows arsonist suspected of setting Ocean Beach, Point Loma firesOnce someone is convicted of the crime of arson, they must add their name and address to the registry 14 days after they get out of jail or prison. Offenders can even land themselves on the list even if they slip up just once, like burning a pile of an ex's clothing.“Sometimes it was a onetime mistake they may have made in the heat of the moment and it got them on the list for the rest of their lives,” said Pechin.Pechin and his team of detectives with San Diego’s Metro Arson Strike Team recently used the arson registry after a number of fires erupted across Ocean Beach and Point Loma in September.In the specific case, surveillance video revealed who investigators believed was starting the fires.RELATED: Arson teams investigating five suspicious fires in OB and Point LomaWith the description of the possible suspect, a fairly tall, white man with a thin build, MAST investigators went through the arson registry searching for people known to re-offend in the area.His description helped rule out a number of potential suspects.“It’s just as important as a tool used to exclude someone as it is to include them as a possible suspect,” said Mechin.There are random compliance checks for offenders on the list.“The compliance checks are basically just to make sure they still live in the same location that they gave the local police department when they moved in that area,” said Mechin.If the offender has moved, they must notify local law enforcement of their address change.RELATED: Suspect arrested in Carlsbad dealership arson, charged with insurance fraudPechin said officers have had some problems keeping up with chronic offenders.“If we find out that they are out of compliance we will try to track them down and they can be arrested,” he said.Although the registry helped rule out a number of known arsonists In the Point Loma and Ocean Beach suspicious fires case, a suspect was never arrested.Anyone with information is asked to call San Diego Crime Stoppers at 888-580-8477 or the San Diego Metro Arson team at 619-236-6815. 2766

"And I've got boxes of books in my garage right now that are unopened and brand new. It's a key number because that's what San Diego Gas and Electric says he still owes them from his Santaluz home. Hauf got that roughly ,000 bill in March - an annual balance correction because the Santaluz home had solar, meaning he didn't have to pay monthly. SDG&E is now threatening to cut the electricity to his new home in Carlsbad if he doesn't pay the balance. "It's a nightmare, and I have no power to be able to confront this," Hauf said. SDG&E checked Hauf's meter in 2018, after a roughly ,000 annual bill. He said he hoped they would do more at the time. "They didn't investigate, they didn't identify, they didn't do an audit, they didn't do any of that," he said. Then came the ,000 whopper in March. In a statement, SDG&E noted that Hauf's bill worked out to 2 a month for the 7,600 square-foot Santaluz home. The company said it found no issues with the meter and that something in the home was being left on for long periods of time. SDG&E says it has advised Hauf to make sure his pool pump was not left running but Hauf said there's a big problem with that advice."There's no pool in the house," he said. "There's no swimming pool, there's no heater, there's no air conditioning."In other words, Hauf can't pinpoint what caused his annual bill to get to ,000 dollars, and he doesn't think SDG&E can either. A spokesman for SDG&E said the utility isn't always privy to the types of appliances customers have, but reiterated that Hauf's meter was functioning normally during that time. This is the utility's full statement:This solar customer received an annual true-up bill of ,111.46 for twelve months of energy use at his 7,600+ sq. foot home. If you average that out it would be approximately 2 per month. Over the past several years we have spoken with this customer regarding increasing energy usage and other billing related questions. In the spring of 2018, we tested the electric meter and found no issues. In a review of his March 2018 bill, we indicated that something in the household was turned on and left on for periods of time. The customer stated he would follow up with pool maintenance person to ensure the pump was not left running. 2904

SAN DIEGO (KGTV) -- San Diegans requested a record number of mail-in ballots for th 2018 general election, 1.2 million to be exact.Now, as tens of thousands arrive at the Registrar's office every day ahead of election day, new technology is helping make sure every ballot is processed and counted."This is our 144 pocket ballot sorter," says Registrar Michael Vu, showing off one of two brand new machines his office bought with this election in mind."After the 2016 election we said the mail ballot population is so great we need to invest in something that's even higher speed," says Vu.The new machine can process up to 44,000 ballots per hour, twice the number of the old machine. It can also sort them by city and council district. That comes in handy with an election as big as this week's."We have 326 contests on ballot, spanning 485 candidates, and 52 measures on there," says Vu.By late Sunday, the Registrar had already received about 500,000 mail-in ballots. That includes several thousand people who voted early in-person. Vu says he expects that nearly 70% of the people who vote in Tuesday's election will have done so through mail-in ballots.He thinks San Diego could get closer to 100% mail-in ballots in the near future."It's becoming ubiquitous," Vu says.Anyone who hasn't turned in their mail-in ballot yet can still do so, either at a drop off location around San Diego or at a polling place on Tuesday.To find a location, go to sdvote.com. 1474

  

SAN DIEGO (KGTV) - University of San Diego's Lamont Smith resigned from his position as head men's basketball coach, the school announced in a news release late Wednesday night. "This situation has been difficult for all concerned, and our prayers continue to remain with everyone," the school said in the release.  Last month, Smith was arrested in the Bay Area. Smith is accused of three domestic violence charges involving a woman at the team's hotel.The woman was taken to the hospital for treatment of her injuries, telling police she was intimately involved with Smith.  RELATED: USD basketball coach Lamont Smith free during investigation?In a statement released Wednesday night, the University wrote: "Tonight, Head Coach Lamont Smith resigned his position at the university.  We appreciate Coach Smith’s contributions to Torero Athletics and to the men's basketball program since he joined us three years ago.   Coach Smith elevated the level of competitiveness of our program, recruited an outstanding group of student-athletes, and established a strong foundation for future success. 1172
