SAN FRANCISCO (AP) — Oakland on Tuesday became the second U.S. city to decriminalize magic mushrooms after a string of people shared how psychedelics helped them overcome depression, drug addiction and post-traumatic stress disorder.The City Council voted unanimously to decriminalize the adult use and possession of magic mushrooms and other entheogenic, or psychoactive, plants. Denver voters approved a similar measure for people 21 and older last month.Speakers overwhelmingly supported the move, describing substances like peyote as traditional plant-based medicines. One man who described himself as a former heroin addict said such plants saved his life. Some offered mystical descriptions of the hallucinogens as providing spiritual healing.The vote makes the investigation and arrest of adults who grow, possess, use or distribute entheogenic plants one of the lowest priorities for police. No city money could be used to enforce laws criminalizing the substances, and the Alameda County district attorney would stop prosecuting people who have been apprehended for use or possession.Council member Noel Gallo, who introduced the resolution, had said decriminalizing such plants would enable Oakland police to focus on serious crime.Amendments offered by Council member Loren Taylor added caveats that the substances "are not for everyone," recommending that people with PTSD or major depression seek professional help before using them and that people "don't go solo" but seek expert guidance and have a trusted friend present during the use.The ordinance also directs the city administrator to come back within a year to provide the council with an assessment of the law's impact on the community."Entheogenic plants and fungi are tremendous for helping to enable healing, particularly for folks who have experienced trauma in their lives," Carlos Plazola, chairman of the advocacy group Decriminalize Nature Oakland, said before the council meeting. "These plants are being recommended pretty extensively undercover, underground, by doctors and therapists."The Oakland Police Department did not respond to emailed messages from The Associated Press seeking comment before the meeting. Alameda County Deputy District Attorney Teresa Drenick declined to comment.Magic mushrooms are still illegal under federal and state law. Entheogenic substances are considered Schedule 1 drugs under the federal Controlled Substances Act, which categorizes drugs that have potential for abuse and no medical value.Skeptics had raised concerns about unsafe use, especially in schools.To address such concerns, Gallo said, lawmakers would have to establish rules and regulations about the use of such substances, including what exactly can be used, how to use them and what the associated risks are.Entheogenic plants have long been used in religious and cultural contexts. Gallo remembers his grandmother treating his family members with plants, including entheogenic ones, for a variety of ailments."Growing up in the Mexican community, this was our cure," Gallo said.Hemp oils, mushrooms and yerba buenas — an aromatic plant known for its medicinal properties — "that was our Walgreens. (KGTV) - A new group of leaders has the California GOP ready to take on the 2020 elections and rebound from a disastrous 2018 cycle.Over the weekend, the GOP elected Jessica Patterson as their state-wide Chair. She's the first woman and first Latina to ever hold the top spot in the state party.They also elected a Taiwanese immigrant, Peter Kuo, as Vice-Chair. And the new Treasurer, Greg Gandrud, is openly gay.Analysts say that gives them a more diverse group of leaders that can reach out to more voters across the state.But newly elected Secretary Randy Berholtz, who lives in San Diego, says their election within the party had nothing to do with demographics."I think what the delegates did is pick the best person for each of the positions," Berholtz says. "It just so happens that the people were of different ethnicities and sexes and ages and everything else."Berholtz says he saw an energized party at the convention, ready to bounce back from 2018.In that election, Republicans lost 7 seats in the US House of Representatives. Loses in local legislative races also gave democrats a super-majority in the California House and Senate. Republicans only hold 19 or 80 seats in the House and 11 of 40 seats in the Senate.The election also continued a streak of no Republicans winning statewide office since 2006.Berholtz says a strong Republican party is a good thing for the state."California needs to have a good second party," he says. "If not, nobody's watching the party in power. And we want to tell the voters that we're watching."In the last election, Republicans only made up 24% of the registered voters. That put them behind Democrats and people who registered as "No Preference."Political analyst John Dadian says it could take as long as 10 years for the GOP to turn that around."The main strategy has to be to bring some of those, 'prefer not to state' voters back," says Dadian. "It's all in the messaging, because California isn't just a blue state, it's a deep-blue state."Berholtz says his party will use a focus on family, personal initiative and good government to turn the tide. He also says they'll look to a more grass roots campaign to try and elect leaders from the bottom-up."We're energized right now," he says. (KGTV) - As protesters gather across the country to spread the message that black lives matter and there is a problem of police brutality against black people, not everyone is ready to join in the marches, but there are other ways to help the combat racism. “To make change, to build a movement, it takes all sorts of action. Everyone doesn’t need to go in the streets,” said Dayo Gore, UCSD Associate Professor in Ethnic Studies and Critical Gender Studies. While many have said they want change both verbally and through social media, she said people of color want that support to be taken to the next level. “This is not enough, your apology is not enough, feeling sorry is not enough, feeling my pain is not enough, I need some actual real change,” she said. To get that real change, people can use their voting powers to elect officials who will be an advocate, which is a point President Obama made in a publication addressing how people can make a difference in combating racism. He also noted that when making demands for officials, be specific with what you’re asking so it’s harder to ignore. Gore emphasized that point, citing specific examples of room for change in the San Diego community. She suggested a community review board that’s independent of the police department to review activity and oversee actions taken by police. She also said funding within the police department could be reevaluated. “Funding other things that will make communities more viable and able to survive, instead of simply policing communities,” said Gore. She also said in order to help get rid of racism, it’s important to first acknowledge there is an issue and educate yourself. “It starts with understanding what the problem is, and then figuring out where you best can raise your voice,” she said. She said another active step to take is speaking up among peers if someone says something racist, even if it’s uncomfortable. “When you’re hanging out with friends, do you say something when people say things racist or make assumptions based off the color of their skin?” she questioned. Gore also suggested people find groups in the community to both follow and support financially. SAN DIEGO, Calif. (KGTV) - The gradual reopening of San Diego beaches continues the week of June 8. Parking lots are next on the list to reopen.Starting Monday, June 8, park and water use are open at East and West Mission Bay Parks with no restrictions. Mission Bay parking lots are open. Fiesta Island is open to pedestrians, dogs and cyclists as of June 8 but will not open for cars until July 6.Starting Tuesday, June 9, all San Diego piers and boardwalks are open. Plus, San Diego beach parking lots are open with no restrictions.Friday, June 12, Balboa Park Central Mesa opens, along with Balboa Park parking lots.While beaches are officially open for both active and passive activities, social distancing should still be practiced, meaning people should only sit near people who they live with. SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. This is just the latest in a series of sewage spills that have closed South County beaches."There were flows on the second, there were flows on the 30th, the 28th, 24, 23, 20, 19 it’s been a bad month,” said Syverson. Syverson said it's the same problem with no solutions from either side of the border. "I mean, why should we even have to think about it. It's July 9th, we should be at the beach right now, going "God, look at how gorgeous this area is," not standing in a horrible valley wondering how to solve a problem that’s existed for my entire lifetime," said Syverson. The county will continue taking water samples Wednesday morning, but it takes twenty-four hours to get back the results. 2522
