SPRING VALLEY, Calif. (KGTV) — A construction worker was killed in an accident at Monte Vista High School hours after the topping out of the school's new multi-use facility. According to the San Diego County Sheriff's Department, the accident happened just before 2 p.m.Deputies say the 30-year-old man fell from a beam attached to a 30-foot platform. Deputies and emergency responders performed first aid on the construction worker, but he later died after being taken to the hospital. A second worker was also injured and taken to the hospital, but their condition is unknown at this time, according to the school district. CA-OSHA is investigating the incident and crisis counselors will be made available at the school Thursday. SOLANA BEACH, Calif. (KGTV) -- These days, the only person who can keep Kevin and Nicole Noar positive is their one-year-old son, Deklan.Otherwise, they are tormented."We can't sleep," Nicole says. "You go through so many different feelings and then the worst part is the morning because you just wake up and you keep feeling like it's still real. You just want to wake up and feel like it didn't happen and it did."The couple is living a nightmare, just days after they thought they'd achieved the American dream. They're staying with family in Solana Beach at a time they thought they'd have closed on their dream home in Carlsbad, where they hoped to create a happy childhood for Deklan."All of this was for him," Nicole says. "The house, with the yard, with schools, and so he could have a sibling."But instead, their roughly 5,000 down payment for that home, 60 percent of the purchase price, is now in the hands of a hacker in an account in Singapore. The money, which came from prior home ownership and inheritance, was supposed to go to lowering the couple's cost-of-living. Nicole is a nurse and Kevin is a chef, so they hoped to make the move more manageable. "It's literally all the money that we had to get this house so that we could have a low enough mortgage payment that we could afford," said Nicole. Nicole says she started receiving fake emails from a hacker posing as employees at her escrow company and her real estate agent, who was away due to a death in the family. Kevin says the emails were sent with duplicate signatures and addresses that appeared as contacts in their phones when clicked. The Noars are taking specific aim at their escrow company, saying an employee e-mailed them official wire instructions via unsecured email. The instructions did not have account numbers, but the Noars say the hacker got that email, duplicated the document, and sent it back with account numbers to a bitcoin exchange. The couple took that document to the bank, which did not catch the bitcoin clue. After the wire, Nicole called the escrow company she thought she had wired the money to, which says should have triggered them since they never actually sent her instructions. "They called back, they called to tell me what time the notary would be here the next day to sign our loan docs," Nicole said. The couple is now weighing their legal options and therefore asked 10News not to identify the escrow company. They have also contacted the FBI.The FBI says Californians are the biggest target of these kinds of scams. Many escrow companies have warnings saying never to accept wire instructions via e-mail, and to instead call. Another strategy is to forward all emails to the escrow agent, not just hit reply without looking at the address. In 2019, 50,000 Californians fell victim to internet financial scams, losing more than 3 million, the highest number in the U.S, according to the bureau. "Typically, escrow will send the wire instructions to the buyer via some sort of secured email, so be very suspicious if you receive (unsecured) wire instructions from an escrow or title company, especially if the escrow or title company is not the same title company or the same escrow company that you're dealing with," said Mark Goldman, a loan officer at C2 Financial. The Noars have set up a GoFundMe to help make up for the loss. 3366

SIOUX FALLS, S.D. (AP) — South Dakota health officials say a number of people who attended the 10-day Sturgis Motorcycle Rally this month, including some who came from out of state, have come down with COVID-19. State Department of Health officials on Thursday didn't give an exact number of rallygoers who tested positive, but they said it was under 25. State epidemiologist Josh Clayton says the health department has received reports from other states that people who traveled from the rally have tested positive. Contact tracers have been able to work with most people to determine who they were around and may have infected. But the health department has issued public warnings for two bars — one in Sturgis and the other at a popular stop for riders along U.S. Highway 385 near Mount Rushmore. Clayton said they did not know how many people were exposed at the bars.The health department did not immediately reply to a question about what other states have reported infections in people who attended the rally.The rally, which ended Sunday, brought hundreds of thousands of people from far and wide to Sturgis. Before it kicked off, some locals and officials worried that it could cause an outbreak that could follow rallygoers after they went home. 1263

Spurred by broad public support for the Black Lives Matter movement, thousands of Black activists from across the U.S. will hold a virtual convention in August to produce a new political agenda that seeks to build on the success of the protests that followed George Floyd’s death.The 2020 Black National Convention will take place Aug. 28 via a live broadcast. It will feature conversations, performances and other events designed to develop a set of demands ahead of the November general election, according to a Wednesday announcement shared first with The Associated Press.The convention is being organized by the Electoral Justice Project of the Movement for Black Lives, a coalition of more than 150 organizations. In 2016, the coalition released its “Vision for Black Lives” platform, which called for public divestment from mass incarceration and for adoption of policies that can improve conditions in Black America.“What this convention will do is create a Black liberation agenda that is not a duplication of the Vision for Black Lives, but really is rooted as a set of demands for progress,” said Jessica Byrd, who leads the Electoral Justice Project.At the end of the convention, participants will ratify a revised platform that will serve as a set of demands for the first 100 days of a new presidential administration, Byrd said. Participants also will have access to model state and local legislation.“What we have the opportunity to do now, as this 50-state rebellion has provided the conditions for change, is to say, ‘You need to take action right this minute,’” Byrd said. “We’re going to set the benchmarks for what we believe progress is and make those known locally and federally.”Wednesday’s announcement comes at a pivotal moment for the BLM movement. Shirley Chisholm, who ran for president, as well as Black Panther Party co-founder Bobby Seale, Coretta Scott King and Betty Shabazz.That convention came after several tumultuous years that included the assassinations of Malcolm X and the Rev. In a written address to the country, Du Bois and others decried the rise of institutionalized racial inequality in voting, criminal justice systems and public education.In the 1950s, William Patterson, founder of the now-defunct Civil Rights Congress, led the effort to charge the U.S. with genocide of African Americans using legal standards set by the United Nation. The resulting petition, “We Charge Genocide,” is an oft-cited document in conversations about fatal shootings of Black people by police in the U.S.And in 1998, organizers of the Black Radical Congress in Chicago met to strategize ways to beat back attacks on affirmative action policies that helped to diversify higher education and other facets of American life.Like any large political gathering, consensus is not guaranteed. The National Black Political Convention caused divisions between participating organizations over the Black agenda’s position on busing to integrate public schools and statements on global affairs that some viewed as anti-Israel. Ultimately, the agenda prompted a leader of the NAACP, the nation’s oldest civil rights organization, to sever ties with the convention.Somewhat similarly, the Vision for Black Lives platform and its characterization of Israel as an “apartheid state” committing mass murder against Palestinian people drew allegations of anti-Semitism from a handful of Jewish groups, which had otherwise been supportive of the Black Lives Matter movement.The Black Lives Matter movement’s coalition has more than doubled in size in the years since the first platform, largely because of organizers’ laser focus on issues central to Black freedom, Byrd said.“That actually is the Black self determination that our politics require,” Byrd said, “that we don’t just respond to the Democratic Party. That we don’t just respond to the Republican Party. We don’t just say ‘Black lives matter’ and beg people to care. Severe weather brought heavy rain, hail and flash flooding to some parts of Maryland.  In Frederick, flood water was so high Tuesday night it covered the tires on cars. Some residents say Market Street was so flooded it looked like a river. Police sent alerts asking residents not to drive on the roads. Emergency crews rescued six people from three vehicles trapped in floodwater.  Click below to see storm pictures from across the state:Businesses in Frederick were also impacted by the storm. The basement of the YMCA on N. Market Street was completely flooded. The first floor had about four to five inches of water. Emergency crews pumped water from inside of the building to help drain it. The YMCA will be closed Wednesday.  So far, no injuries have been reported.   941
