JAMUL, Calif. (KGTV) - Neighbors are calling for more safety measures after surveillance video captured a fiery collision at an intersection in Jamul.A week ago, just before 5 p.m., Marc Burnett was opening up his off-road racing shop along Campo Road, when he heard it."I heard the skid marks hitting, and then I heard the boom," said Burnett.He ran outside and was greeted by flames."I just saw flames in the air. I saw a lot of flames. I saw the guy on the ground. He was on fire," said Burnett.Burnett raced back inside."I got the fire extinguisher, and had to put the motorcycle out -- and him," said Burnett.Burnett says the motorcycle driver, a man in his 30s, suffered serious burns to his hands and legs, but survived."He was very lucky that he survived," said Burnett.Burnett even more amazed when he looked at his surveillance video.In it you can see the truck pulling into the intersection from Maxfield Road and stop, before the eastbound motorcycle slams into the side of the truck, exploding into flames."Very scary to see that video. Didn’t know it was that bad until I saw it," said Burnett.Sadly, it was not unfamiliar.Burnett, who’s been in the area for more than 15 years, says he’s seen the aftermath of some eight serious accidents at that intersection, including a person killed crossing the road."It’s kind of a blind turn ... People coming out where the truck coming out ... It's hard to judge," said Burnett.Burnett is now lobbying for a traffic light at that intersection, which is often busy with casino traffic."Drivers are passing semi trucks on the turn. It's dangerous. If there was a light, people would have to slow down," said Burnett.The CHP says they investigation into the accident is ongoing.ABC 10News reached out to county officials about the neighbors' concerns and are waiting to hear back. 1841

(CNS) - Thousands of University of California service workers are expected to begin a three-day strike Monday at campuses and medical facilities across the state, including at UC San Diego's Jacobs Medical Center in La Jolla.Service workers represented by Local 3299 of the American Federation of State, County and Municipal Employees voted overwhelmingly last month to authorize a strike if no progress were made in negotiations.UC officials have repeatedly criticized the union for calling the strike, accusing it of rejecting an offer of "fair, multi-year wage increases and excellent medical and retirement benefits."In light of the impasse, the university system last month imposed contract terms on the union for the 2017-18 fiscal year, including 2 percent pay increases. The UC's latest contract offer to the union included annual 3 percent raises over the next four years, according to the university.The union denounced the move to impose contract terms, responding by issuing a notice of a strike set to last until Wednesday."We've bargained in good faith for over a year to address the widening income, racial and gender disparities that front-line, low-wage workers at UC are living every day," AFSCME Local 3299 President Kathryn Lybarger said. "Instead of joining us in the effort to arrest these trends, UC has insisted on deepening them -- leaving workers no option but to strike."UC officials said in a statement that they "strongly disagree with AFSCME's decision to strike, which will negatively impact patients, students and the UC community.""We are doing everything in our power to limit disruptions on our campuses and medical centers to ensure our patients get the care they need and our students the services they deserve," according to the UC.The UC insisted that its service workers -- including custodians, gardeners, food service workers and facilities maintenance staff -- are compensated at or above the market rate, "and in some cases, by as much as 17 percent higher than comparable jobs."The university Monday said it currently pays workers anywhere between just over ,000 for food service to more than 1,000 for a respiratory therapist.University officials said the union is demanding a 6 percent annual wage increase, "which is twice what other UC employees have received."They said their final offer included, in addition to the pay raises, a lump-sum payment upon contract ratification, health benefits consistent with those of other workers and continuation of pension benefits for existing employees. KILLEEN, Texas -- The U.S. Army and law enforcement in Texas are asking for the public's help in locating another missing Fort Hood soldier.Family members say they have not heard from Sgt. Elder Fernandes, 23, since Monday, August 17."I don't know where he is at right now. I don't know what he's feeling, I don't know if he's hurt. I don't know what's going on. I just know he's a good kid. He would never disappear and not tell his family where he is at," said Ailina Fernandes, the soldier's mother.The soldier was reported missing on Wednesday, August 19. He was last seen by his staff sergeant Monday afternoon when he dropped him off at his residence located in the 2700 block of Woodlands Drive in Killeen.Fort Hood released a statement late Friday."We can confirm that there is an open investigation of abusive sexual contact involving Sgt. Fernandes," the statement read. "The chain of command takes all allegations of sexual harassment and assault seriously. The unit sexual assault response coordinator has been working closely with Sgt. Fernandes, ensuring he was aware of all his reporting, care, and victim advocacy options. The unit also facilitated his transfer from a unit who has recently deployed to a different unit within the brigade to ensure he received the proper care and ensure there were no opportunities for reprisals. We will provide updates as we are able once CID completes their investigation."The soldier is African American, 5 feet, 5 inches tall and 133 pounds. He has black hair and brown eyes. He was last seen wearing black Army physical training shirt and shorts with black, orange, and yellow athletic shoes.Information gathered from fellow soldiers so far indicate Fernandes may have left Fort Hood on his own accord, Army officials said.Sgt. Fernandes is a chemical, biological, radiological, and nuclear specialist assigned to the Headquarters and Headquarters Company, 553rd Combat Sustainment Support Battalion (CSSB), 1st Cavalry Division Sustainment Brigade (1CDSB).Fort Hood officials say a search of the entire division area, including motorpools, parking lots and headquarters buildings was conducted. Fort Hood says the unit is in contact with the Fernandes family, the U.S. Army Criminal Investigation Division and civilian law enforcement agencies.The soldier is from Brockton, Massachusetts. According to State Representative Liz Miranda, Sgt. Fernandes' car was found with all of his belongings. Just some lucky ducks.After a call from a man who saw a momma duck quaking for help near a street drain grate, Charles County officers came to the rescue.It appeared that the momma duck was hysterically quacking because all nine of her baby ducks had fallen into the drain and could not get out.That's when Charles County Officer Mohler opened the gate on one side while Officer Coulby guarded the other side to save the ducklings. They were able to get five of the baby ducks out of the hole but struggled to get the others.A good Samaritan named Chad Marshell intervened and saved the day as he crawled 200 feet in the hole to guide the other baby ducks toward Mohler.All of the nine ducklings were reunited with their momma duck. 770
