DONGXIANG, Jiangxi, May 23 (Xinhua) -- At least three people were killed in east China's Jiangxi Province when a passenger train derailed after being hit by landslides at Sunday dawn, railway authorities said.The train, bound for the tourist city of Guilin in south China's Guangxi Zhuang Autonomous Region from Shanghai, derailed at around 2:10 a.m. in Dongxiang county, Fuzhou city in Jiangxi, the Ministry of Railways said in a press release. At least ten passengers were injured.Xinhua reporters who rushed to the scene saw the locomotive, plus eight of the 17 carriages of the train -- coded K859 -- derailed and some even overturned in the mountainous area of Jiangxi. A locomotive has arrived to help pull up the carriages.A rescue official surnamed Yu said hundreds of armed police, firemen and soldiers are trying to rescue those who remained trapped inside the train.More than a dozen ambulances were parked along the tracks.Rescuers told Xinhua at least 20 injured passengers were saved. Four in serious conditions were rushed to hospital.Trains on the Shanghai-Kunming railway were halted after the accident.Minister of Railways Liu Zhijun has ordered all-out efforts to save lives, to restore the railway transport and to launch a thorough investigation of the cause of the accident. [ Governor of Jiangxi Wu Xinxiong arrived at Dongxiang early Sunday morning to direct the rescue operations.Most parts of Jiangxi, along with neighboring provinces, were drenched by heavy rains in the past few days. Farms were destroyed, low-lying villages and towns flooded, and at least four reservoirs were forced to release fast-rising water.Local authorities said around 1.46 million residents were affected, with 44,600 being evacuated out of dangerous zones.In parts of south China, rainstorms since early May have triggered floods and mud-rock flows, swollen rivers, burst dikes, threatened reservoirs and damaged highways, bridges and power facilities.

Hu Jintao has called for the creation of a more competitive and innovative workforce in the country, with the focus on training more top-notch specialists.He said China would work to have a large high-quality workforce and to be a strong world power in terms of human resources by 2020.Party committees and governments at all levels must create an environment where talent can emerge and be put to use, he said.He also said innovation would be fully encouraged and supported by the government, and it was a strategic task to foster young talents.At the conference, Premier Wen Jiabao pledged more support to high-caliber creative specialists that are urgently needed in China.The government would encourage and help them and overseas Chinese students find employment or start up businesses in China, he said.Wen said China would increase its funding for the training and education of high-caliber specialists, with investments coming from the government, individuals, enterprises and social organizations.Vice President Xi Jinping said the government would promptly introduce major human resource programs to help realize the national goal.All members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee attended the conference.

BEIJING, April 5  --The People's Bank of China says the country will be more open to foreign capital this year even though the prospect of a strong economic recovery is still unclear.Although the impending withdrawals of various countries' economic stimulus packages may also complicate the efforts to end the global economic crisis, the Chinese government has decided to increase the penetration of foreign capital into the country's financial industry in an appropriate way.An editorial in the "Global Times" quotes some western officials who said if China opened its market to western financial institutions the way it opened its market to five-star hotels, the potential risks would be huge for the country itself and the world at large.The editorial warns the doors to free trade should not swing open too quickly and that market openness should be managed at the right pace, as China has done during the past three decades. But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed. Such a policy has shielded China from being hit as severely by the current financial crisis and enabled it to rebound quicker than other advanced nations.

  

BEIJING, May 17 (Xinhua) -- China's disciplinary watchdog has released a set of rules outlining punishment for Party members in leading positions meddling in the real estate industry, in an effort to uproot corruption in the field.The rules, issued by the Central Commission for Discipline Inspection of the Communist Party of China (CPC), say "meddling in construction-related fields" refers to officials abusing their power by directly or indirectly asking departments to affect construction projects' normal procedures.Such acts include meddling in projects' decision-making process, public bidding and approval of transfer of land use.The construction sector is susceptible to corruption. Many officials have stepped down after being caught colluding with business owners and real estate developers.
