In another blow to its recovery efforts, an island-wide power outage left most of Puerto Rico in the dark, with only a fraction of residents regaining electricity by Wednesday night.The latest blackout prompted Gov. Grimm, a subcontractor for Cobra Acquisitions, apparently caused the blackout, according to the authority. Workers had been removing a fallen tower when the machine got too close to an energized line and an electrical ground fault caused the outage, according to Mammoth Energy, Cobra's parent company.The same company was responsible for an outage that affected 870,000 customers after a tree fell on a power line last week, PREPA said."This is the second power failure that has affected the people of Puerto Rico in less than a week," Rossello said. "This incident denotes the need to transform PREPA into a cutting-edge, modern and robust corporation. This is another example of why Puerto Rico's energy infrastructure needs to incorporate new forms of power."As of 8 p.m. Wednesday, only 334,000 customers in the US commonwealth had electricity again, according to a tweet from PREPA. SEWAGE CONTAMINATED WATER.”“It’s a completely unacceptable,” Imperial Beach City Councilwoman Paloma Aguirre says.According to the International Boundary Water Commission, a Tijuana water collector ruptured Wednesday night. That spilled 3.5 million gallons of sewage water into the Tijuana River, which gushed into South Imperial Beach. “It’s incredibly frustrating because this is the summer. This is our time to have open beaches in Imperial Beach,” Aguirre said. “It’s because of the incredible negligence that the state of Baja California authorities have shown and the lack of accountability and leadership from our federal agencies.”So far this year, there have been 50 beach closure days in Imperial Beach. Aguirre says as polluted water gushes into IB, quality of life gushes out. “At the end of the day Imperial Beach is at the end of the pipe,” Aguirre said. “We are the ones that are paying with economic losses, with illnesses to our kids, to our families, and to our environment.”As for little Giovanny, who did not notice the warning signs, now he is getting worried. “When I was boogie boarding the water wet in my mouth,” Ceja said. “I’ll shower. But people living in low-income neighborhoods are waiting longer to get help.A new nationwide study released by the University of California San Francisco looked at more than 63,000 cardiac arrest cases and found, on average, it took ambulances nearly four minutes longer to get to patients in low-income neighborhoods compared to rich neighborhoods.“Ambulance response times is really, really important for health outcomes with regards to heart attacks,” says Andrew Friedson, an assistant professor of economics with the University of Colorado Denver.In fact, each minute delayed increases the odd that patient will not survive.“If you live in a wealthier area, your life expectancy is much longer than someone who lives in a poorer area,” Friedson says. “And this paper is starting to get into the mechanism as to one of the reasons this may be the case and that is ambulances tend to be a lot faster in area that are richer opposed to areas that are poorer.”Friedson, who studies economic disparities in healthcare, says one of the biggest reasons behind the difference in ambulance response times has to do with money.“You have a lot more specialty centers that are opening up in wealthier areas and you have hospitals that are closing in poorer areas, so it's not a question of the ambulances are going slower, but it's that the ambulances have further to travel.”With those hospital closures and the rising cost of health care, the authors of the study hope the report will start a conversation about what can be done to help vulnerable patients. 1593

  

Hoverboards are once again the target for recalls, as the Consumer Product Safety Commission issued recalls Tuesday on seven models for potential fire hazard. According to the CPSC, the seven recalled hoverboard models have lithium-ion battery packs that can overheat, posing a risk of smoking, catching fire and/or exploding.Nearly 13,000 units are covered by Tuesday's recall.
