BELGRADE, July 14 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday met with Serbian President Boris Tadic, vowing to add new impetus to the traditional friendship between China and Serbia."I am here to help realize the consensus between the two heads of states, pushing forward our strategic partnership and traditional friendship," said Wu, chairman of the Standing Committee of the National People's Congress (NPC), who arrived here on Wednesday afternoon for a three-day visit.Wu is the first NPC Standing Committee chairman to visit Serbia over the past decade. China and Serbia have kept long-time friendship, and shared mutual support and respect. CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said.The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said.The police sealed off the building and blocked nearby roads for investigation. All the workers in the building had already evacuated before the police came.Windows of the third floor were all shattered. Large blood stains could been seen on the stairs.The injured have been sent to the hospital.In a separate case in northeast China's Jilin Province, one people was killed and 20 were injured Friday in a series of explosions in a barber's shop in provincial capital Changchun.Four fire fighters were among the injured of the explosions which first blasted at 4:46 p.m, according to a statement from the municipal government.Witnesses say four explosions hit the shop.Fire fighters and workers from a local gas supply company are working at the site. Pieces of shattered windows can be seen forty meters away.The police are investigating the cause of the explosion.

CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.

BEIJING, July 29 (Xinhua) - As China's urban population reached 46 percent of the total population last year, Chinese urban dwellers became the largest such population in the world, according to a 'blue paper' released on Thursday.By the end of 2009, China's urban population reached 620 million as both the annual birth rate and the total urban population became the world' s largest, according to "City' s Blue Book: China's Urban Development Report No. 3," which has been released by the Chinese Academy of Social Sciences and the Social Sciences Academic Press.It said China's urban population is twice that of the population of the United States and one quarter more than the total population of 27 countries of the European Union.By 2015, urban residents in China will make up about 52 percent, and by 2030, 65 percent of the total population in the country, it said."A milestone change for urban development will take place when urban people make up more than 50 percent of the population and thus surpass the number of rural people," the paper said."The 50-percent point phenomenon will occur in the mid-12th Development Program period (2011-2015) when both the number of urban and rural Chinese will reach 680 million," it said.The role of the urban economy will be further strengthened by that time, it said, adding that the urban economy would continue to drive the domestic demand.
