UNITED NATIONS, Oct. 17 (Xinhua) -- China on Monday underlined the importance of safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space, saying that "the outer space is the common wealth of mankind as the global public space."The statement came as Wang Qun, the Chinese ambassador for disarmament affairs, was taking the floor at the thematic debate on outer space at the First Committee of the UN General Assembly. The First Committee is in charge of disarmament and international security."The outer space is the common wealth of mankind as the global public space," Wang said. "The permanent peace of outer space is correlated to all nations' security, development and prosperity.""Meanwhile, with the growing reliance of mankind on outer space, the risk of the weaponization of and an arms race in outer space are on rise, and the uncertainties concerning outer space security are accumulating as well," he said. "Safeguarding the peaceful use of outer space and preventing the weaponization of and an arms race in outer space are common interest and obligations of all countries."In responding to the growing challenge for security in outer space, the international community also witnessed common grounds on opposing to the weaponization of outer space and advertising the Prevention of an Arms Race in Outer Space, he said.The General Assembly, for consecutive years, adopted " Prevention of an Arms Race in Outer Space" resolution by overwhelming majority of votes, calling for negotiations on an international legally-binding instrument on the prevention of an arms race in outer space at the Conference on Disarmament in Geneva."The mankind has marched into the 6th decade of outer space exploitation, and the manned space flight has made a history of 50 years," Wang said."Recently, China has successfully launched the Tiangong-1 ( Heavenly Palace 1) as a target spacecraft for rendezvous and docking experiment, which opens a new era of China's manned space flight, and also reflects that China is committed itself to the honorable objective of promoting the peaceful exploration and utilization of the outer space, maintaining peace and bringing benefit to mankind."

WASHINGTON, Dec. 1 (Xinhua) -- U.S. President Barack Obama announced Thursday that his administration is committing an addition 50 million U.S. dollars in funding for domestic HIV/AIDS treatment and care.Obama also set a new target of helping six million people in countries hardest hit by the HIV virus get access to life-saving antiretroviral drugs by the end of 2013, increasing the original U. S. goal by two million."We can beat this disease,"' Obama declared at a World AIDS Day event in Washington. Former Presidents George W. Bush and Bill Clinton also participated via satellite.Citing the success of the President's Emergency Plan for AIDS Relief program in providing antiretroviral treatment to people living with HIV/AIDS around the world, Obama admitted that new infections are still not going down in the United States."The rate of new infections may be going down elsewhere, but it 's not going down here in America,'' he said. "There are communities in this country being devastated still by this disease. When new infections among young, black, gay men increase by nearly 50 percent in three years, we need to do more to show them that their lives matter.''Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, also told Xinhua recently that in the United States, the AIDS epidemic has plateaued, but it is still at "unacceptably high" level.About 1.2 million Americans are living with HIV and only 28 percent of them have the infection under control, the U.S. Centers for Disease Control and Prevention reported this week."The fight is not over," Obama declared, but "the federal government can't do this alone." NANJING, Dec. 8 (Xinhua) -- Chinese stargazers will have their best view of a total lunar eclipse in 10 years on Saturday if weather permits, the Zijinshan Astronomical Observatory under the Chinese Academy of Sciences (CAS) said Thursday.Wang Sichao, a research fellow with the observatory, said during the total eclipse, the full moon will not completely disappear from the Earth's shadow, but will take on a brilliant bronze color.He said the eclipse will be the best one seen in China since the last one occurred on Jan. 10, 2001."Theoretically, viewers can observe the eclipse from nearly everywhere in the country on Saturday," said the astronomer.He said the eclipse, the second this year, will last for 51 minutes. It will start at 8:45 p.m. and reach its climax at 10:06 p.m.Wang said Chinese viewers will have to wait until Oct. 8, 2014 to see the next total lunar eclipse.

JINAN, Oct. 24 (Xinhua) -- Chinese scientists have made a breakthrough that could lead to more effective treatments for leprosy.A team from Shandong Provincial Institute of Dermatology and Venereology in east China has identified two new risk variants near IL23R and RAB 32 genes that are responsible for the disease, according to a report published online Monday in the scientific journal Nature Genetics.Knowing that the two gene variants influence susceptibility to leprosy could allow doctors to diagnose the disease in sufferers earlier in its outset, as well as to develop new treatments. A genetic database could now be built up to predict those people particularly susceptible to leprosy, said Zhang Furen, the leader of the research team.The study involved more than 10,000 samples being taken from leprosy sufferers and healthy test subjects and analysed.Leprosy is a chronic nerve-killing disease that leads to problems with patients' skin, feet, hands, legs and eyes. More than 200,000 newly-contracted leprosy cases are reported worldwide every year, and China has around one tenth of the world's sufferers. 

BEIJING, Oct. 8 (Xinhua) -- Authorities hope to innovate social management by restructuring its governmental organ, an official said in an interview with Xinhua and the People's Daily on Saturday.The organ, the Central Committee for Comprehensive Social Management, was renamed and restructured in a meeting last month from the previous Central Committee for Comprehensive Management of Public Security.With 11 more departments than the previous one, the new committee, with 51 departments, is expected to strengthen and innovate social management so as to build a harmonious, stable society, an official from the general office of the committee said.The official said the renaming and restructuring of the committee came as the former's concepts, mechanisms and measures fell behind China's fast social and economic development after its 20 years of existence.The official said the new committee will primarily address some major issues that could threaten social harmony and stability, such as criminal gangs and juvenile delinquency, while enacting laws and regulations for social management.
