(KGTV) -- A project that would create thousands of homes in San Diego County is heading to the ballot on March 3. If approved, Measure B, also known as Newland Sierra, would affirm the San Diego County Board of Supervisors’ unanimous approval of the changes to the general plan. The project includes 2,135 homes, 60 percent of which would be affordable for working families, according to Kenneth Moore, a spokesperson for the Yes on B campaign. The project would be built just off I-15 next to the cities of Escondido, San Marcos, and Vista. Newland Sierra also preserves more than 60 percent of the property as permanent open space. It would take another six to seven years to construct the entire project. Moore says construction on the infrastructure could begin as early as late 2021 or 2022. New homes would then start being sold and under construction by 2024. If the measure doesn’t get approved, however, Moore says that’s it for Newland Sierra. “Somebody could then move forward with the development of the current general plan zoning that allows a massive commercial development and estate homes," Moore says. Still, those in opposition say the project would create wildfire dangers, noise pollution, and traffic congestion. Much of the opposition is also being led by the neighboring Golden Door resort.  A Florida man has been charged with 144 counts related to cruelty to animals.The State Attorney's Office has charged 51-year-old Robert David Starkweather after investigators found what 77 cows, 48 calves, and 2 donkeys found on his Hendry County farm.Photos taken by the local Sheriff's Office showed animals as bags of bones."That's got to be the most horrific fate, worst way to go," local animal rescuer Carey Kendzior said. "These are massive animals and it would take months to let it get to that point of cruelty and neglect. There's no excuse."Rescuers came too late for some. There were 13 animals found dead upon arrival."I don't care who you are. No reason for you to be in charge of animals," Kendzior said.The Hendry County Sheriff's Office investigated the case with assistance from both the Lee County Sheriff's Office and the Collier County Sheriff's Office. The animals were sized and were taken from the property and moved to another location.One calf died and five had to be euthanized due to their poor health conditions after being looked at by a veterinarian.Dr. Laura Braun is a vet in Fort Myers. Braun was disturbed when she saw the photos. "That's not how cattle are supposed to look, not even close," she said.Starkweather will be arraigned on May 17. 1302

SAN DIEGO (KGTV) -- One person was taken to the hospital with serious injuries after being struck by a car in Pacific Beach Monday afternoon. According to police, the crash happened near the intersection of Mission Bay Drive and Garnet Avenue at 1:18 p.m. Witnesses told police the silver BMW was traveling fast before hitting a 67-year-old pedestrian in a raised median along Mission Bay Drive. The car then continued into the busy intersection and hit a Ford Fusion before flipping over and coming to a stop in the Enterprise Rental lot. The pedestrian was rushed to the hospital with life-threatening head injuries, a broken pelvis and internal injuries. The 40-year-old driver of the BMW was uninjured and a woman in the Ford Fusion only had a complaint of pain. At this time, it's unclear whether or not drugs or alcohol played a role in the crash. 865
