SAN DIEGO (KGTV) - A hot air balloon with 14 passengers and a pilot on board made an unplanned landing in Rancho Pe?asquitos Sunday night.The balloon set down on a hillside at Pe?asquitos Drive and Del Diablo Way west of Interstate 15 about 7:15 p.m.The community jumped in to help, keeping the basket stable and helping the passengers exit safely, according to the San Diego Police Department.RELATED: Hot air balloon pilot talks to 10News about landing in Sabre Springs parkWitnesses helped the pilot bring the basket down to the street where it could be picked up by the owner, police said. SAN DIEGO (KGTV) - A San Diego financial expert in San Diego has a message for women looking for success: a man is not a financial plan.Most women would rather talk with the grandmothers about their love lives than talk about financial planning, according to an investment survey done by Oppenheimer Funds.CPA Ginita Wall has a clear message.“Every marriage ends in either divorce or widowhood and 70 percent of the time it’s the woman who’s left alone,” said Wall. “Then thinking that magically, someday, I’ll start saving for retirement, someday I’ll be able to buy a house; living in the someday and not really planning for it today.”Wall moved her CPA practice to San Diego 31 years ago. She realized there was a need.“Women were out in the marketplace, but they weren't managing the money, and sadly, often nobody was.”Wall and financial planner Candace Bahr launched the Women’s Institute for Financial Education (WIFE), a nonprofit to give women the tools to start making a difference.“We didn't have anything to sell anybody. Our whole goal was and continues to be ‘our goal is education,’” said Bahr.Wall and Bahr established Second Saturday, a monthly workshop to teach women what they need to know during divorce. Each session brings in an attorney for matters of the court. Wall gives financial advice, a counselor helps with family issues, and a mediator can settle the differences. The experts volunteer their time.“It’s a decision for many people that may be the largest financial decision of their life, and if you're going through it uninformed or too emotional, it's going to be difficult to make the right choices.”Wall says love and money go together, but so do arguments.“if you loved me more, you wouldn't be spending this money, spending more on me, or you would understand how I feel.” Wall advises couples to talk about what’s important to them, make goals, create a concrete plan and monitor it.“So we want women to be partners in a relationship, not dependents,” said Bahr.Wall and Bahr’s money message has gone national. SAN DIEGO (KGTV) - A plan to improve bike access along Harbor Drive may put pedestrians at risk.As SANDAG works to promote alternative transportation through its "Keep San Diego Moving" initiative, they plan to upgrade the Bayshore Bikeway.That includes a stretch through Barrio Logan that runs along Harbor Drive from 32nd Street to Park Boulevard.Renderings from SANDAG show a two-way bike lane protected from traffic by concrete or plants.But, plans to build the bike lanes also call for the removal of two pedestrian bridges that go over the intersection of Harbor Drive and 32nd Street. SANDAG will replace the bridges with crosswalks.Navy personnel use the bridges as they go to and from Naval Base San Diego every day.Some people who use the bridge daily say they're worried that it will lead to more accidents and dangerous conditions while trying to cross. Others say it could lead to more people jaywalking along Harbor Drive.SANDAG told 10News that safety is their top concern, and the new crosswalks will "enhance the entire intersection, including adding pedestrian pushbuttons, striped crosswalks, median landings, and other safety features."SANDAG also says they're working with the Navy and other city organizations to make sure the crosswalks are as safe as the bridges. A spokesperson for the Navy was unable to provide a comment about the project.Right now, the project is in the environmental review phase. SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

SAN DIEGO (KGTV) - A lawsuit was filed on Monday in San Diego County Superior Court against the County of San Diego, Registrar of Voters and other entities related to the ongoing battle over the future of the Julian volunteer fire department. Attorney and mayoral candidate Cory Briggs filed the suit and told 10News that the claim is that a group of former volunteer fire department board members made the decision to dissolve the department in secret meetings, and the County allegedly let it happen. For the past two years, locals have been in a contentious battle over the future of San Diego County's last all-volunteer fire department. Many residents believe the County should take over the department because it has more resources and money.Opponents don't trust the County and think that the department's volunteers can do a better job on their own. This morning, an independent regulatory agency conducted a final vote in favor of dissolving the department. A hearing on this new lawsuit is scheduled for Wednesday morning. 1041
