After nearly a decade when US drug overdose death rates were higher in rural parts of the country, drug death rates have shifted to be higher in urban areas, according to a new analysis from the US Centers for Disease Control and Prevention's National Center for Health Statistics.Researchers found that from 1999 through 2003, drug overdose death rates were higher in urban counties than in rural counties. Then, from 2004 through 2006, overdose mortality rates in rural and urban counties were similar. In 2007 through 2015, overdose mortality rates were higher in rural counties than in urban counties. But in 2016 and 2017, urban counties once again had higher rates of drug overdose fatalities.While urban counties had higher rates of overdose deaths involving heroin, cocaine and synthetic opioids such as fentanyl in 2017, rural counties had higher rates of overdose deaths involving prescription opioids such as morphine, codeine, hydrocodone and oxycodone.The overdose death rate related to stimulants such as methamphetamine and amphetamines was 4 per 100,000 in rural counties, higher than the rate of 3.1 per 100,000 in urban counties.In 2017, There were 5.2 heroin-related overdose deaths for every 100,000 people in urban counties, whereas rural counties had a rate of 2.9 heroin-related fatalities for every 100,000 people.In urban counties, the rate of overdose deaths from synthetic opioids such as fentanyl, fentanyl analogs and tramadol was 9.3 per 100,000; and in rural counties that rate was 7 per 100,000. Death rates involving cocaine were also higher in urban counties, with a rate of 4.6 per 100,000, compared to 2.4 per 100,000 in rural counties.But, Dr. Caleb Alexander, co-director of the Center for Drug Safety and Effectiveness at Johns Hopkins, said it was important to not make too much of the distinction between rural and urban areas. "It's important not to lose the forest from the trees here," he wrote in an email to CNN. "Overall the trends and rates are much more similar than they are different between these communities."Alexander noted that the increased overdose rate in urban areas "is attributable to the greater use of heroin and illicit fentanyl in these settings.""The data demonstrate continued increases in mortality through 2017, and they underscore that the epidemic has had a profound impact in rural and urban areas alike," he added.Drug overdose deaths in the United States declined 5.1% in 2018, according to preliminary data released in July by the US Centers for Disease Control and Prevention's National Center for Health Statistics. Fewer flights by discount carriers mean less competition for other carriers, and less incentive to offer lower-priced seats on their planes."I think it certainly has the ability to pressure fares higher as we get into the busy summer months," said Helane Becker, airline analyst for Cowen.Uncertainty over when the Boeing 737 Max will be back in service has led airlines to cancel hundreds of flights a day all the way into August. Southwest canceled flights through August late last week, and American Airlines, the world's largest carrier, did the same on Sunday. United Airlines, the third US airline with a version of the 737 Max in its fleet, has canceled flights through early July.United on Tuesday trimmed its estimate for how much its capacity will grow this year. It expects to grow by up to 5% growth, down from its earlier forecast of 6%. It also said it expects sales from passenger fares to be up 2.5% in the April through June period.Summer is the peak travel season for airlines. They put as many planes in service as they can, which means fewer extra planes will be available to fill in for the missing 737 Max jets."All the airlines have some extra planes at any period of time. But in the summer the system is strained more tightly," said Philip Baggaley, the lead credit analyst for transportation companies for Standard & Poor's.The 737 Max problems aren't the only reason fares will be higher this summer. A strong US economy, with near record low unemployment has increased demand for travel. And higher jet fuel prices limit routes that airlines are willing to fly. "It's tough to disentangle the impact of the 737 Max from the other factors," said Baggaley.When jet fuel is lower, airlines will add flights on routes where they might not otherwise be profitable, which adds to passenger choices and can push down fares. The opposite happens when fuel prices are higher. Fuel prices are about 20% above where they were a year ago, and prices are expected to climb higher in the next three months.Europe doesn't have as strong an economy as the United States, but a number of budget airlines have gone out of business in the last six months, including Wow Air, Primera Air and FlyBMI. That means less fare competition, allowing fares at other carriers to rise.All of Boeing's Max planes were grounded worldwide last month after a 737 Max jet flown by Ethiopian Airlines pilots crashed in that country, killing everyone aboard. It was the second fatal crash involving a Max in recent months. Aimee Bouc knew Austin Eubanks the way few people did.“He was not so much the person he was on TV. He wasn’t so serious," she says. Aimee was once married to Eubanks. The two met as teens and went on to have two children. Many knew Eubanks as a survivor of the 1999 Columbine shooting. He was shot in the hand and knee in the attack. He battled the impact of addiction and trauma over the 20 years that passed since the shooting. “I turned to substances to cope. That was the answer for me," Eubanks said in an interview in April for a story marking two decades since Columbine. Eubanks became a national spokesperson. He gave talks about his struggle becoming a beacon for others struggling the way he did. "I think it’s really important that not only as survivors of trauma, but survivors of addiction, speak out and share their stories," Eubanks said in April, "You never know when your story is going to change the life of somebody else."Austin wasn't able to fully escape the darkness of addiction. In May he was found dead in his home, the victim of an overdose. "There was so much pressure put on him to be this perfect person in the eyes of the world," Aimee says. "He didn’t feel he could actually go and get the treatment when he did go back to it.”In the months leading up to his death, Aimee suspected he was using again. “I believe there was always a fight. I don’t believe he was always using, believe that was more recently, Aimee says. "It never stops being a struggle. I don’t think addiction is something you can just stop struggling one day it’s always a work in progress." Now, as opioid companies face several lawsuits over the opioid crisis, Aimee says Austin would want more. “He wouldn’t want it to stop there," Aimee says. "In America, I believe strongly we need to start tackling and treating mental health and anxiety, depression, anything, any kind of problems. Almost like a dental check up in terms of insurance."Aimee knows progress in fighting the opioid crisis is too late for Austin, but she believes his life will still help others. "His story and the power behind Columbine really put him front and center of the opioid addiction and his TED talks and everything that he did," she said. "He brought a complete level of awareness and helped so many people and I've read their comments on how he helped them shape their lives. Air France confirmed on Wednesday the death of a stowaway who was discovered in the well of the landing gear after a flight from Abidjan, Ivory Coast, bound for Paris. In a statement, Air France said it was saddened by the incident and that an investigation is underway.According to BBC News, the stowaway was a child, roughly aged 10. It is unknown how the child was able to get into the landing gear. While there have been a handful of instances when a stowaway survived in the landing gear of a plane, there have been a number of recent examples of stowaways dying. A new Congress is about to be sworn in. Democrats are taking over the House, and Republicans are adding to their majority in the Senate. They've already got a lot on their plate. First, there's a pretty good chance we're going to enter this new session of Congress in the midst of a partial government shutdown. As of Thursday afternoon, President Trump and Democrats were standing their ground. They'll have to come to an agreement about border funding which could spill into another issue: immigration.The president is asking for billion to fund construction of a wall along the southern border. Some Democratic members are hoping likely-Speaker of the House Nancy Pelosi will negotiate a deal exchanging border funding for those living in limbo under Deferred Action for Childhood Arrivals, or DACA, and those under Temporary Protected Status. Now that Democrats have the House, many won't feel the need to give into the president's demands. House Democrats are also planning to move quickly to take up gun reform. They plan to advance several bills within the first 100 days. Most notably, Democratic Rep. Mike Thompson plans to introduce a bipartisan bill mandating universal background checks on all gun sales. Some GOP House members have already voiced support. Still, the Republican Senate likely won't pass any high-profile gun control bills. But given the shootings in Pittsburgh, Parkland, Santa Fe and Thousand Oaks in 2018, Democrats feel public momentum is on their side. Health care may be a place to find some common ground in 2019. Democrats and Republicans have said they're interested in looking at prescription drug prices. That's probably where the harmony will end. Republicans still want to gut the Affordable Care Act as Democrats look to bolster it. Of course, there will be many investigations.
