BEIJING, March 24 (Xinhua) -- Former Vice-Chairman of the Standing Committee of China's National People's Congress Raidi has said the democratic reform to abolish serfdom in Tibet was the people's own historical choice.     Raidi, a 71-year-old Tibetan who was once vice secretary of Tibet Autonomous Region's Party Committee, made the remark during an exclusive interview with Xinhua on Tuesday. People of the Tibetan ethnic group hold a celebration for the upcoming Serfs Emancipation Day, at Jiaba Village of Nedong County, southwest China's Tibet Autonomous Region, March 23, 2009. "The ** Lama clique's attempt to split the country and restore the serfdom did not, does not and will never succeed," Raidi said, adding that the Tibetan people could never enjoy human rights, freedom and democracy in a society under serfdom system.     He stressed that the Serfs Emancipation Day which falls on March 28 is an event and celebration with extraordinary meanings for Tibetan people. The reform half a century ago was a milestone which distinguishes the new Tibet with the old one and also a milestone in the world's history to abolish slavery. A resident of the Tibetan ethnic group dances in a celebration party for the upcoming Serfs Emancipation Day, at Jiaba Village of Nedong County, southwest China's Tibet Autonomous Region, March 23, 2009The ** Lama has pretended to be a pure religious figures in the past 50 years of exile but he had attacked the Party and central government and stirred unrest in Tibet by playing with outside forces, Raidi said.     To achieve their goals, the ** clique had spread all sorts of lies to beautify the region's former theocracy. On the other hand, they claimed the alleged "middle way" and "meaningful autonomy" to divert people's attention to their real intention to seek independence, he added.     "Recall the past 50 years of development in Tibet, I feel that Tibet could have a bright future and prosperity only under the leadership of Communist Party of China and in the family of socialist motherland," Raidi said.

BEIJING, Feb. 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered all-out efforts to combat the severe drought in the country's vast wheat-growing area to ensure a good summer harvest, a State Council meeting was told Thursday. The central government on Thursday decided to earmark another 300 million yuan (44 million U.S. dollars) as drought relief fund in additional to 100 million yuan already allocated. The fund will be used to buy agricultural machinery and other production materials.     Lack of rainfall has led to severe drought in northern China, leaving about 141 million mu (9.3 million hectares) wheat or 43 percent of the country's total affected, according to the Ministry of Agriculture (MOA). People irrigate the wheat field at Xiaolu Village in Yuzhou, a city in central China's Henan Province, on Feb. 4, 2009. Henan, China's major grain producer, issued a red alert for drought on Jan. 29. The provincial meteorological bureau said the drought is the worst since 1951. The drought has affected 63 percent of the province's 5.26 million hectares of wheat.    About 145 million mu crops have been affected by the drought nationwide, or 40 million mu more than the same period last winter.     Government at all levels should give anti-drought work a priority in an effort to stabilize grain production, increase farmers' income and ensure agricultural production, the State Council said.     Relevant departments in local regions were asked to enhance farmland management, mobilize human resources, ensure technology service and enlarge irrigation areas.     Efforts should also go to build emergency water resources projects and carry out artificial precipitation to alleviate water shortage and ensure drinking water for both people and livestock. The Ministry of Water Resources also said it would enhance supervision and launch emergency plan when necessary.     Relevant departments should allocate special funds to aid poverty-stricken people in rural areas.     The Cabinet said it will send working teams to eight drought-hit provinces to discuss anti-drought procedures. The MOA has already sent 12 working teams of experts to the drought-hit provinces, to instruct farmers on drought relief work.     Plant diseases and pest prevention were discussed and local governments were advised to supervise and prevent the spread of severe animal diseases.     Efforts should also be made to monitor or combat forestry fire, upgrade anti-disaster ability and avoid casualty, the State Council said.

BOAO, Hainan, April 18 (Xinhua) -- China's economic stimulus package plan is already paying off, and positive changes have taken place in the economy, Chinese Premier Wen Jiabao said Saturday.     "The situation is better than expected," Wen said at the opening ceremony of the Boao Forum for Asia annual conference 2009.     The "swift" and "decisive" measures taken by China to deal with the crisis has proved essential for easing major problems in the economy, shoring up confidence and stabilizing expectations, said the premier.     The growth domestic production (GDP) of the world's third largest economy rose 6.1 percent in the first quarter, the slowest pace in a decade. Chinese Premier Wen Jiabao gives a keynote speech at the opening plenary of Boao Forum for Asia (BFA) Annual Conference 2009 in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. The BFA Annual Conference 2009 opened here on Saturday with the theme of “Asia: Managing Beyond Crisis”.     Premier Wen said the economy was "better than expected", citing pick-ups in investment, consumption and industrial output, as well as ample liquidity in the banking system.     He said the stimulus policies were primarily aimed at boosting domestic demand, and at the same time made full use of external demand, to make both of them drive economic growth.     "This will lead to the transformation towards a more balanced growth pattern of the Chinese economy," he said. Chinese Premier Wen Jiabao gives a keynote speech at the opening plenary of Boao Forum for Asia (BFA) Annual Conference 2009 in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. Wen said the stimulus policy would give a big push to the shift from extensive economic growth driven by high consumption of material resources to intensive growth driven by scientific and technological advancement, improved quality of the workforce and institutional innovation.     He stressed the package plan aimed at addressing both symptoms and root causes and serving both current needs and long-term goals, and the economic restructuring had made encouraging progress.     The premier also reiterated the government was doing everything in its power to create jobs, especially for college graduates and rural migrant workers. He noted the urban employment rose as 2.68 million jobs were created in the urban areas in the first quarter.     The industrial output had gradually stabilized, and agriculture production was on the whole stable, he said.     "We should not, however, lose sight of the fact that the international financial crisis is still spreading, the basic trend of world economic recession is not reversed, problems in the financial system remained unsolved and the worsening of the real economy has been more serious than expected," he warned.     He said the crisis had presented China with great challenges in economic and social development including sharp decline in exports, greater difficulties in stabilizing agriculture production and increasing farmer's income, industry overcapacity, and slow recovery in industrial growth, and severe pressure of unemployment.
