SAN DIEGO (KGTV) — An appeals court Friday granted a stay against a San Diego judge's recent ruling allowing strip clubs and restaurants to reopen despite the state's coronavirus restrictions.The decision by the Fourth District Court of Appeals, District One, freezes an earlier ruling, forcing restaurants to again only offer takeout and delivery service, per California's recent health order. SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. Gavin Newsom to reopen Disneyland Resort theme parks.According to the Voice of Orange County website, Anaheim Mayor Harry Sidhu said the city is looking at a 0 million budget deficit. Sidhu added that half of the city's general fund budget comes from Disneyland's revenue and the Anaheim Convention Center.The city is now asking Newsom to issue COVID-related health guidelines for theme parks.USA Today reported park officials believe theme parks have been left waiting on the sidelines while other parts of the state economy have reopened. Anaheim is currently in Stage 2 of its reopening plan, which excludes theme parks.Both Disneyland and Universal Studios in Southern California shut their doors to the public in mid-March after Newsom's order to suspend large gatherings.California theme park officials say they've had time to work on reopening plans that would allow them to safely welcome guests. SAN DIEGO (KGTV) — An arrest has been made in the death of a teenager found dead in a Rancho Bernardo street last March.San Diego Police say Angel Ramirez, 19, of Escondido, was arrested Wednesday in connection with the death of a 16-year-old male on March 7, 2019.The teenage victim was found just before midnight lying in the middle of the street in the 16800 block of Cresta Dr. Police said despite life-saving efforts, the teen died at the scene. Based on the evidence collected, it appeared the teen had died as a result of a traffic accident.RELATED: Man found dead in middle of Rancho Bernardo streetThe Medical Examiner's officer, however, ruled the teen's death as a homicide and not caused by a traffic incident. SAN DIEGO (KGTV) -- A woman was killed after a collision with a tree that split the car she was driving in two in the Carmel Mountain Ranch area.According to San Diego police, the driver, who has yet to be identified, was traveling on Carmel Mountain Road at an unknown speed when she lost control of the vehicle and hit a tree.Police said a passerby spotted the wreckage round 1:15 a.m. Wednesday, but it's unclear when the crash occurred.No other injuries were reported. 480
