CHANGZHOU, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Saturday called for more favorable policies to encourage the construction of affordable housing.Li made the remarks at a meeting on affordable housing held in Changzhou city of east China's Jiangsu Province. He reiterated that China would complete construction of 5.8 million units of affordable housing, including low-rent housing, public rental housing and resettlement housing for relocated residents from redeveloped urban shanty towns. In May, the Ministry of Housing and Urban-Rural Development signed an agreement with local governments nationwide to build 5.8 million units of affordable housing."Meanwhile, measures should be taken to increase the supply of commercial housing to meet people's reasonable needs of housing consumption," he said.He said local governments should adopt a realistic approach to affordable housing construction and plans should be based upon local needs. For populous cities, construction should focus on public rental housing that provides homes for low- and medium-income families, newly-employed school graduates and migrant workers, he said.

Xi'AN, July 18 (Xinhua) -- Chinese Premier Wen Jiabao said China's economic performance is consistent with the government's macro-economic controls while on a three-day visit to Xi'an, capital of northwest China's Shaanxi Province, that ended Sunday.Wen visited Shaanxi Automobile Group Co. Ltd. The 42-year-old company is one of China's top five truck producers.Wen inspected an assembly line that produces a heavy truck every six minutes. He also talked with workers and fitted wheels to a tractor truck under the workers' direction."We must maintain the continuity and stability of macro-economic policies to ensure favorable external conditions for enterprises. But a company's growth ultimately relies on its inner drive. Companies should improve quality, develop new products and expand their market," he said.Wen also visited Shaanxi Huasheng (Group) Corp. Fruit Co. Ltd., a high-tech agriculture company in the apple industry. The company has production bases in more than 20 counties."The global economy is recovering, but at a slow pace. There are many uncertainties. We should expand domestic demand while stabilizing overseas demand," he said."Only through sound and relatively fast economic growth can we ensure employment and facilitate the restructuring of the economic development mode," he said.Wen also visited the Sixth Research Institute of the China Aerospace Science and Technology Corporation and the Northwest Institute for Non-ferrous Metals Research."The world is experiencing a technological revolution and one of its key fields is materials technology. We must always remember that high technologies cannot be bought. We have to rely on ourselves," he said.Wen visited Zhujiang New Town, a residential community providing affordable housing for low-income groups. There, he entered the home of 72-year-old He Jing, a retired teacher.

BEIJING, July 19 (Xinhua) -- While China strives to create a more open and fair business environment, the country also wants business to embrace environmental-friendly policies. The move, aimed at a sustainable growth, should not be interpreted as worsening the investment conditions, analysts note."Currently, there is an allegation that China's investment environment is worsening. I think it is untrue," Premier Wen Jiabao said while talking with heads of prestigious German and Chinese firms in northwest China's Xi'an city over the weekend.Although Chinese leaders stated that China welcomes foreign investment as always, some western media have repeatedly run stories that claim China's investment environment is worsening.Statistics, however, tell a different story. Foreign direct investment (FDI) that flowed into China in June surged 39.6 percent from a year earlier, resulting in a 19.6-percent year-on-year increase during the first half of this year."Foreign investment will not pour into a country where the investment environment is worsening," Wen said.China will continue both its opening-up policy and improving its investment environment, as the government promised, but structural changes are expected because both China and the world are changing, analysts said. For the past 30 years, China has been wooing foreign investment with many preferential policies designed to attract badly-needed capital, advanced technology and management expertise.

BEIJING, July 20 (Xinhua) -- China has hailed its relationship with Thailand, calling the bilateral relationship exemplary.Chinese Vice Premier Li Keqiang made the remarks in a meeting with Thailand's Deputy Prime Minister, Suthep Thuagsuban, in Beijing on Monday.During the meeting, Li reviewed the 35 years of diplomatic ties between China and Thailand.Li said the two countries understand and respect each others' core interests.Calling the bilateral relationship a treasure for both nations, Li said the relationship is "a paradigm for how China and its neighboring countries can exist in harmony and benefit each other."Li highlighted the soaring trade volume between China and Thailand. He said China hopes to step up communication and deepen all-round trade cooperation with Thailand, as the China-ASEAN Free Trade Agreement boosts economic engagement.Suthep said Thailand values its ties with China and that it hopes to expand cooperation with China in all fields.

BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday. The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority. The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations. The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year. The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years. The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns. To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage. The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.
