NEW YORK CITY — The "Black Lives Matter" mural that had been painted in front of Trump Tower in Manhattan was vandalized on Monday.Police said that about 12:30 p.m. on Monday, a man dumped red paint on the large yellow mural and fled west on 56th Street. Police described the suspect as a white man wearing a black hat and a black T-shirt.The Department of Transportation repaired the mural Monday evening, Mayor Bill de Blasio said."To whoever vandalized our mural on 5th Avenue: nice try," he tweeted. NEW YORK (AP) — A federal judge has approved a request from a group of WeChat users to delay looming U.S. government restrictions that could effectively make the popular app nearly impossible to use.In a ruling dated Saturday, Magistrate Judge Laurel Beeler in California said the government’s actions would affect users’ First Amendment rights as an effective ban on the app removes their platform for communication.WeChat is a messaging-focused app popular with many Chinese-speaking Americans that serves as a lifeline to friends, family, customers and business contacts in China.It’s owned by Chinese tech giant Tencent.As of Monday morning, WeChat was still available for download through Apple and Android app stores. 731

NOGALES, Ariz. – In the war on drugs, the U.S.-Mexico border is the front line.According to Customs and Border Protection, the pandemic is changing how the cartel and other drug organizations are getting narcotics across and into the United States.“Initially we were seeing small football-shaped bundles [full of drugs] being thrown over the fence,” said Sabri Dickman, the border patrol agent in charge along a 33-mile stretch of border near Nogales, Arizona. “We’ve seen that expand to backpack operations with 100-plus pounds to catching vehicles loaded with 600-plus pounds.”The Nogales border crossing is one of the most exploited by Mexican drug organizations. According to CBP, of the more than 200 known underground tunnels that are used to traffic drugs across the southern border, 114 are located in Nogales.It also is one of the busiest as the Mariposa Port of Entry, the main thoroughfare between the countries in Nogales, ushers million in merchandise between the United States and Mexico each day, according to CBP.Mariposa Port Director Michael Humphries says 98% of the traffic that comes through the port is legal, but the 2% is now being used to traffic more hard narcotics like fentanyl, a synthetic opioid similar to morphine, but around 50 to 100 times more potent which makes it lethal even in small doses. Humphries says the hard narcotics are smaller, making them easier to conceal and transport as more can be trafficked in one trip.“We’ve seen an increase in fentanyl over the last year,” said Humphries. “Nogales is a small city [of] 20,000 people. Those tablets of fentanyl weren’t coming to the border. It was going way beyond. It was going to Vermont, and Ohio, Kentucky, and Detroit.”Humphries says in June alone, CBP seized 875,000 tablets of fentanyl from smugglers. It was part of a year that saw officers seize 9,500 pounds of methamphetamine, 900 pounds of fentanyl, and 1,000 pounds of heroine, even though traffic through the port has decreased 60 to 70% because of travel restrictions imposed because of the pandemic.Humphries says those restrictions have led drug organizations to recruit more Americans to smuggle their drugs instead of Mexican or Central American nationals, since U.S. citizens can travel more freely across the border. 2290

NEW YORK — Indoor dining in New York City will close beginning Monday amid the rising spread of COVID-19 increased hospitalizations linked to the virus, New York Gov. Andrew Cuomo said Friday.“We said that we would watch it if the hospitalization rate didn’t stabilize, we would close indoor dining. It is not,” Cuomo said.Outdoor dining and takeout will continue, he added.The increasing rate of transmission has been a problem, especially in densely populated areas, Cuomo said.The governor added that the state will monitor indoor dining data in areas outside of New York City and orange zones. Adjustments will be made next week if needed. When asked about a timeline on reopening the city's indoor dining, Cuomo's team said the state will be looking over cases and hospitalizations over the next two weeks.Earlier this week, Cuomo said any region with an unstable hospitalization rate for more than five days would see new restrictions on indoor dining.He said New York City would see a full closure on indoor dining while regions outside of the city would see a reduction to 25% capacity. Amid the announcement of closing indoor dining, Cuomo called on the federal government to provide restaurants and bars with relief in the next stimulus package.The state will do what it can to assist these businesses, including extending the commercial eviction moratorium, Cuomo said.“So, if a business can’t pay rent because of this situation, they won’t be evicted,” he said.The adjustments restaurants have made are "remarkable," Cuomo added. Heat lamps and partial enclosures are working, according to the governor, but he hopes that indoor dining closures will only be for a short period of time."I understand they're going to sustain economic damage, and I think the federal government should reimburse them for it. If the state is in a position to reimburse them for it, we will," he said.
