SAN DIEGO (KGTV) - A San Diego man is accused of having and distributing explicit images of minors.According to a federal complaint that was just unsealed authorities allege Gilad Daniel Reifler knowingly distributed visual depictions of a minor engaging in sexually explicit conduct and possessed images of minors engaged in sexually explicit conduct.The federal documents say agents used peer-to-peer file sharing software to connect to his computer in January 2017 and obtain more than four thousand images. Agents say they were able to connect to the computer on two other dates and obtain more sexually explicit files.According to the complaint in June of 2017 agents searched Reifler’s home where they claim he admitted to obtaining and distributing child pornography via the same P2P file-sharing program that they used to obtain the images from a device in his residence.Court documents say, “following the execution of the search warrant I reviewed media seized from Reifler’s residents. The results showed over 170,000 images and over 10,000 videos depicting minors engaging in sexually explicit conduct on media seized.”A man who identified himself has Gilad Reifler told Team 10 investigator Adam Racusin he had no comment about the allegations.10News tried to get a hold of Reifler’s attorney, but as of this writing have not heard back.The FBI tells Team 10 they can’t comment on anything outside of what’s already in the public documents. 1466

SAN DIEGO (KGTV) -- A program dedicated to giving high school girls in under-served areas skills to help get good part-time jobs is being given a ,000 grant from The San Diego Foundation."These students are going to be able to experience real world, hands-on training in highly technical fields," said Katie Rast from The San Diego Foundation.Called "Girls Take Flight", 20 students from schools in Southeast San Diego are spending their spring break in a classroom partaking in a "drone camp".The girls are learning how to build, fly, repair, and code drones. The hope is that those skills will help them get the part-time jobs that they'll likely need to pay for college.In addition, about half of the students will be awarded internships with the Elementary Institute of Science, which is administering the program.Those internships will include tours and introductions to potential mentors from prestigious San Diego-based tech companies, including Qualcomm, Northrop Grumman, and General Atomics.10News spoke with students who say opportunities such as this one are hard to find in communities such as theirs, leading to their dedication to take advantage."I know my parents did so much to bring me here," said Sundus Mohamed, a Crawford High student and daughter of Somali immigrants. SAN DIEGO (KGTV) - A resident inside an Encanto home opened fire on an intruder Wednesday, San Diego Police said.The victim first vandalized a car in the 6800 block of Charlene Ave. in the Broadway Heights section of Encanto, according to police.Police believe the victim then used a rock to break into a home where people were inside. One person was armed and fired a shot at the intruder.The victim was taken to the hospital. He may be related to the people in the home, and may have been under the influence of alcohol or drugs, police said.Officers did not release the victim’s identity or condition. 612

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5.
