(CNS) - Homicide detectives Thursday were investigating the death of a man found in a Chula Vista bank parking lot.At about 10:25 p.m. Wednesday, a 911 caller reported finding a man down on the ground with blood surrounding him in the parking lot of the Bank America branch on E Street and Third Avenue, Chula Vista police Lt. Jason Deaner said.Officers responded to the scene and found the man with apparent wounds on his body, Deaner said. The man, whose age was not immediately available, was pronounced dead at the scene.The San Diego County Medical Examiner's Office was called in and will perform an autopsy on the man to determine the cause and manner of death, the lieutenant said.No further details were immediately available. 763

CHULA VISTA (KGTV) - After a series of fires, Chula Vista Police have begun the process of clearing people out of the Otay Mesa River Valley. Tuesday morning, members of the CVPD Homeless Outreach Team handed out vacate notices to people living in the area. Several fires have broken out in the river bed recently, requiring large responses from local fire agencies. Chula Vista Police said after people have been moved out, they will begin clearing brush. CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls. Ensuring the students of Sweetwater Union High School District are supported and provided every opportunity to succeed is the highest priority of the district and SDCOE.”The district also sent 10News a statement reacting to the audit:“Over the past few months the Sweetwater Union High School District has faced very significant challenges with respect to our organizational budget. As we have previously outlined, several factors such as increased costs to the district and decreased enrollment and attendance have placed us in a very difficult position.However, Sweetwater, like many other districts across the state, has endured challenges like this in the past. We have worked diligently to stabilize our budget and taken measures to do so. There is still much work to be done, but ultimately we are confident that by working with our internal and external partners, we can move forward in a positive manner to best serve the students and families of our district.” 2733

CHULA VISTA, Calif. (KGTV) -- Several Chula Vista elementary schools are working to give students hands-on engineering experience the district says they can take into the job market. On August 1, 2016, a new type of learning burst into being with the start of the Innovation and Energy Station in the Chula Vista Elementary School District. The station helps teach students STEM. The station serves sixth grade students as well as serving as a community lab. In 2018, the lab grew again to include the Energy Station at Saburo Muraoka Elementary School. In August of this year, the program grew yet again to include the Hydro Station, which teaches students about the water industry. The lab begins by helping students identify which careers align with their interests while highlighting jobs in San Diego’s priority sectors. “It was designed to give students the opportunity to learn about their own strengths," Michael Bruder, District engineering teacher told 10News. “The students’ eyes light up when they see the lab space. You get the ‘Wow’ effect. You literally hear the students say ‘Wow!’ as they enter,” Bruder continued. At the Energy Station, students use Minecraft to create an energy efficient home and/or landscape. Students exploring other themes could be testing wind turbines or building circuits. The program also offers students a connection with local employers, giving them the chance to connect their hands-on experience and the region’s in-demand skills. Qualcomm, Microsoft, SDG&E, the International Brotherhood of Electrical Workers and the National Electrical Contractors Association all partner with the program. “I want employers to realize that career education must start before high school,” says Matthew Tessier, assistant superintendent of innovation and instruction at CVESD. “We’d love to partner with more people and expand to every single priority sector.”Click here to learn more about the program. 1950

(KGTV) -- While most students in San Diego County are distance learning, there are some schools that are doing a combination of virtual and in-person learning.One school in the South Bay is working with a hybrid system that makes sure all students get the same learning opportunities.St. Rose of Lima Catholic School in Chula Vista welcomed students back on campus a month ago. To keep class sizes small and following state guidelines, they split the older graders into separate classrooms.But not everyone returned to campus, as dozens of families chose to stay at home and do distance learning.So, the school put together a hybrid system that allows all students to participate in real time teaching no matter where they are.With the use of technology, the teacher can see the students at home and the students that are in both classrooms.Sixth-grade teacher Michael Hart said with the help of Zoom, a camera, and classroom speakers, he can engage all students in daily lessons.“I have a Logitech camera that tracks me so it will follow me around the classroom or if I’m behind my desk. It’s just a simple remote,” Hart said.He also uses an app that makes sure every student is called upon equally, so they can all participate in class discussions.Sixth-grader Zachary Lastrella told ABC 10News, “If Mr. Hart asks us a question either in here or in the Zoom or in the other room, then we can answer the question.”As for tests, all of the students complete those using their laptops via Google Forms.Hart added, “It’s able to randomize the questions, whether it’s multiple choice or fill in the blanks or an essay response, and it does come down to academic honesty.”Students say physically their “classrooms” may be different now, but the important elements are still there.Devraaj Jani, a sixth grade students, said, “We’re still in one class, and we’re still together as one.” 1908
