Uncertainty has ruled the COVID-19 pandemic. Now, as schools work to get students back in the classroom, school districts are working with uncertainty as they expect there to be a significant shortage of substitute teachers. “It’s a mathematical certainty that we’ll be opening up schools without enough teachers,” said Nicola Soares, president of Kelly Education, a substitute teacher recruiting firm that places more than a million substitute teachers in classes across the country. “We’ve been working around the clock anticipating what that demand was going to be, and I think every single school district is going to require substitute teachers.” The substitute teaching shortage began long before the pandemic began, but Soares expects the virus to only exacerbate the problem. In the mid-2000s, Kelly Education found 10 percent of incoming college freshmen were pursuing a degree in education. Today, that number has fallen to 4.5 percent. Add in the fact that many substitute teachers are older retirees, and they might choose not to come back to the classroom this fall because of the health risks associated with the novel coronavirus. “I love my job. I know a lot of subs say it’s not worth it to go back [because] we make just above minimum wage,” said Kathryn Barrett, a substitute teacher in Florida. Barrett says the pandemic has put many substitutes at the middle of the crossroads, where they feel compelled to work because many have been struggling with unemployment, but at the same time they do not want to risk their health or the health of their families. Many substitutes move from school to school during the week, Barrett says, increasing the risk of contracting the virus and then spreading it. “There’s just a lot of unknown right now for substitutes,” she said. Kelly Education took a survey of more than 2,000 educators and administrators nationwide. Those teachers estimated teacher vacancy rates would increase come the fall, and the need for substitutes would rise by 71 percent over the course of the next five years. To incentivize people to take up substitute teaching states has adjusted. In Iowa, the governor suspended the limit on how long a substitute teacher can teach a certain class. The state also decreased the minimum age requirement from 21 to 20, hoping furloughed workers or recent graduates may look to substitute teaching as an alternative form of work. “What if I get sick?” asked Barrett. Update, Tuesday morning: A social media post indicates Dan was welcomed back to his position.ESCONDIDO (KGTV) - Escondido neighbors outraged after their favorite city worker was fired Friday, rallied to get him his job back.Sunday night a small group gathered at Escondido City Hall to tell 10News why they believe it was wrong Dan Naylor was fired.Naylor is known in the community as their ambassador, fondly called "Dan the Man" for his work in public service. He picked up trash along Grand Avenue for years and was hired by the city to clean up Grape Park in 2017, he would have celebrated his first work anniversary in November.Naylor was also recognized by Mayor Sam Abed for his work.Naylor is not an average city worker. He was hit by a car when he was 7-years-old, while living in Oceanside. "I died for 10 minutes, three times... God told me to do the best that I can and be the best that I can," he said.Since then, he's had trouble speaking and limited mobility on his left side.Friday Dan said he was brought into his boss's office and told he was being fired for wearing his uniform while drinking a beer at Vinz after work a few weeks prior. Patti Thompson, a friend and self appointed advocate for Dan, started asking questions, "I got my questions answered by people within the City, so I checked my facts by people that are credible that work in the City office... Tropical Storm Michael formed near the Yucatan Peninsula on Sunday, and it's on track to wallop the United States."The current forecast indicates the storm entering the Gulf of Mexico by Monday morning, strengthening to a hurricane by early Wednesday and likely targeting the Florida panhandle by late Wednesday," CNN meteorologist Gene Norman said.As of 4 p.m. Sunday, Tropical Storm Michael was centered about 130 miles southeast of Cozumel, Mexico, the National Hurricane Center said.But it's so big, people 200 miles away from the center are getting hit with tropical-storm-force winds (which have increased to at least 50 mph)."Strengthening is forecast during the next several days," the hurricane center said.Track the stormBefore Michael hits the United States, it's expected to dump 3 to 7 inches of rain on western Cuba."Isolated maximum amounts of 12 inches are possible in western Cuba," the hurricane center said. "This rainfall could lead to life-threatening flash floods and mudslides in areas of mountainous terrain."Michael's path to the Gulf is also affecting politics in Florida.Democratic gubernatorial nominee Andrew Gillum was scheduled to campaign in South Florida on Monday and Tuesday, but said he is suspending his campaign activity to address preparations for the storm, his campaign said. (KGTV) - Neighbors in University Heights say the city needs to do more to clear dead brush from a canyon along Washington Street.The canyon, often called "Camelot Canyon," runs east from the 163 and underneath the popular Vermont Street bridge.People who live nearby say the brush underneath, combined with homeless encampments, creates a fire hazard.Their fears came true last March when a massive fire broke out among the palm trees near the bridge. In the aftermath, the fire department ordered CalTrans and the City of San Diego to remove dead brush from the canyon.Neighbors say they didn't do enough."We're trying to get them to finish the job and help suppress wildfires," says Marybeth Chruden. The rest is city property.According to Assistant Fire Marshall Eddie Villavicencio, city crews did two cleanups after last spring's fire; one in April and another in July. The delay between the two was a result of waiting for more funding. Also, city code only allowed the crews to clear out dead or dying vegetation, nothing more.Villavicencio also says the canyon is designated as Open Space and supposed to be left alone to let nature take over. Because of that, there is no requirement for the city to maintain the brush.CalTrans, meanwhile, has different requirements for their land in the canyon. Chruden and her group say the CalTrans land is maintained and kept clear.Villavicencio says the Fire Department is always looking for grants to help fund more cleanups in these areas. He also mentions a bigger problem is the homeless camps in canyons, which are typically the cause of fires. That part of the issue is a police and enforcement matter.Chruden's group says those explanations serve as further proof that the city needs to fund this kind of regular maintenance."This is such a wonderful neighborhood, such a good community, and we take pride in it," says Debora Morrison, who has spent time gathering signatures on the bridge. The pair were last seen at 5:45 a.m. Saturday in Upland, California, which is in San Bernardino County. Brandon Alexander is considered to be armed and dangerous.Brandon Alexander may have also taken the child's mother, according to Upland Police. Police say she is a white female in her early thirties. She has a restraining order against him, police said.Brandon Alexander is described as 5' 10" and 240 pounds with brown hair and blue eyes.
