LANZHOU/BEICHUAN, Sept. 1 (Xinhua) -- After living through major tragedies, such as the Wenchuan Earthquake that claimed over 68,000 lives and the Zhouqu mudslides that left 1,400 dead, the new semester starting Wednesday may bring a much-needed sense of normality to the affected students.Senior high schoolers of the mudslides-hit Zhouqu County, northwest China's Gansu Province, began a new semester on a usual date, Sept. 1, which is the first day of school in many parts of China, but at a place 400 km south of Zhouqu, the provincial capital of Lanzhou.After the county was hit by massive mudslides on Aug. 8, two primary schools were damaged and high schools are now being used by these pupils. So high schoolers, altogether more than 3,000, were transferred to four schools in Lanzhou and Dingxi City."The new dormitory has everything -- bed sheets, tooth brushes, slippers, toilet paper, you name it", said Wang Wentian, whose house was destroyed. Fortunately, her family was not at home when the mudslides struck.Another student, Guo Xiangban, lost several loved ones in the mudslides. "I still feel sad when I am alone. But the past is the past and I have to move on with my life," said Guo.On the same day, students of the newly-built Beichuan High School, where over 1,000 students were killed after two school buildings collapsed during the Wenchuan earthquake on May 12, 2008, also started their new semester."I have never been in a school so beautiful. There is even a bathroom in our dorm," said Qiao Qi, a senior high student at Beichuan.The new school, covering an area of 15 hectares, can accommodate 5,200 students. BEIJING, Sept. 2 (Xinhua) -- A senior Chinese general Thursday met with the head of a leading U.S. think tank and discussed the building of strong military ties between the two countries, despite military exchanges between the two nations having been frozen since January."A sound and stable China-U.S. military relationship is good for bilateral strategic trust and regional peace and stability," Deputy Chief of the General Staff of the Chinese People's Liberation Army (PLA) Ma Xiaotian told John Hamre, president of the Washington-based Center for Strategic and International Studies (CSIS).Hamre served as the U.S. deputy secretary of defense during the Clinton administration before joining CSIS in 2000.Hamre is in China at the invitation of a leading Chinese think tank, the China Institute of Contemporary International Relations, for an academic symposium."China has always attached great importance to developing military ties with the United States and has made efforts in this regard," Ma told Hamre."Stronger military-to-military ties will be a very good thing for the two countries...We should have broader and deeper contact," Hamre said.On growing bilateral military ties, Ma proposed both sides respect each other's core interests and major concerns.Both sides should also properly handle differences and sensitive issues, Ma added.Hamre said China's prosperity contributes to the world, adding that the PLA's development is "logical."The former U.S. defense official said it is necessary for the two militaries to maintain candid communication to keep stable military relations.

KIEV, Sept. 23 (Xinhua) -- Ukraine's coal industry ministry and China's state development bank reached an agreement on cooperation in the coal industry Thursday."We have signed a document which provides an algorithm for further implementation of investment projects," Yuriy Yaschenko, the Ukrainian coal industry minister, told reporters after a meeting with Gao Jian, deputy head of the State Development Bank of China.The memorandum applies to three investment projects to be launched in the Lugansk and Donetsk regions in eastern Ukraine, Yaschenko said."Chinese experts have already arrived in Ukraine, they are now visiting the shafts. They will inspect the technical condition and consider how to implement these projects," Yaschenko said.Gao said China's State Development Bank is willing to expand cooperation with Ukraine not only in the coal industry but also in agriculture, infrastructure construction and other fields.Ukraine's coal industry and China's State Development Bank signed a framework agreement on financial cooperation on Sept. 2 during Ukrainian President Viktor Yanukovych's visit to China.Under the agreement, Ukraine's coal ministry presented to the Chinese side a package of seven investment projects with an estimated cost of more than one billion U.S. dollars.

BEIJING, Oct. 15 (Xinhua) -- Foreign direct investment (FDI) in China in September rose 6.14 percent year on year to 8.384 billion U.S. dollars, bringing the country's FDI inflow for the first nine months back to pre-financial crisis level.The September figure brought the total amount for the first nine months of this year to 74.34 billion U.S. dollars, rising 16.6 percent year on year, spokesman with the Ministry of Commerce (MOC) Yao Jian said Friday at a press conference.The January-September FDI figure suggested China's FDI inflow had returned to pre-crisis level, Yao said.According to MOC statistics, China received 74.37 billion U.S. dollars of FDI in the first nine months of 2008.The September FDI increase quickened from the year-on-year growth of 1.38 percent in August.The stable increase in China's FDI inflow was mainly boosted by the country's strong economic momentum, said Lu Zhengwei, chief analyst at the Industrial Bank.Although China's economic growth had eased, it was still strong, Lu said.China's GDP increased 10.3 percent year on year in the second quarter of this year, decelerating from first quarter's 11.9 percent. The National Bureau of Statistics is scheduled to release economic data for the third quarter next week.China's manufacturing sector received 47.6 percent of FDI inflow in the first nine months, while services industry got 45 percent, Yao said.A total of 19,209 foreign-invested enterprises were approved for establishment during the period, up 17.5 percent from one year earlier.Yao expected China's FDI inflow to hit 420 billion U.S. dollars in the country's 11th Five-year Plan (2006-2010) period, which was 1.5 times as much as that in the 2001-2005 period. This would make China the world's second largest destination for FDI.During the first nine months, China's outbound investment, excluding the financial sector, totaled 36.27 billion U.S. dollars, up 10.4 percent, he said. Some 30.9 percent of the investment outflow was for acquisitions of companies.
