DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. DEL MAR (CNS) - Two horses that died when they collided while training at the Del Mar Racetrack last summer were processed into animal by-products instead of being taken to a UC Davis Animal Health and Safety Laboratory per protocol, it was reported Friday.The two horses killed in the July 18 head-on collision -- Charge A Bunch and Carson Valley -- were taken to a rendering plant near the El Sobrante Landfill in Corona, where they were processed into products such as fertilizer and bone meal before their remains were sent to the landfill, the Los Angeles Times reported."I got a call first thing in the morning after the accident saying the horses never arrived," Dr. Rick Arthur, equine medical director for the California Horse Racing Board, told the newspaper.Del Mar track officials got a call from the California Horse Racing Board because, by statute, it is the track's responsibility to get the bodies to the testing laboratory, according to The Times, which reported that an investigation found that Stiles Animal Removal was at fault for the mistake."The owner of Stiles admitted that he forgot to inform the new driver of this requirement (to take the remains to the state lab)," according to a CHRB investigators report.Mike Martin, spokesman for the CHRB, told the newspaper he contacted Mac McBride, Del Mar's media director, one day after the mistake was discovered and they spoke the day after that."Mac said that Del Mar would make an announcement as soon as a CHRB investigation was complete," Marten told the newspaper.Del Mar has made no public statement since the investigation concluded, but a statement by Chief Operating Officer Josh Rubinstein was given to The Times last week."As soon as the CHRB made us aware of the error by the contractor responsible for transport to the necropsy facility, Del Mar responded immediately and appropriately, including terminating that vendor," Rubinstein said. Democrats now lead Republicans by 52% to 41% in a nationwide generic Congressional ballot according to a new CNN poll conducted by SSRS and released Tuesday. The blue lead has increased slightly from eight percentage points in June of this year to an 11 percentage point difference in the most recent poll.Despite Democrats' advantage on that measure, a plurality (48%) in the same poll believe Republicans will maintain control of Congress after the election, compared with 40% who believe Democrats will gain control.Among those who favor the Democratic candidate in their district, 64% say they think Democrats will ultimately win control of Congress, while among those backing Republican candidates, 83% think the GOP will maintain control.Compared to previous elections, 68% of registered voters say they're more enthusiastic to vote in this election than in the past. Registered Democrats and Republicans report being more excited to vote at similar levels, with 70% and 68% saying so, respectively.However, Democrats have taken a much higher leap in enthusiasm vs. 2016 than Republicans. DENVER, Colo. – Living outside, having no place to rest your head, can take a toll.Having to worry about if you might get hassled or arrested for sleeping makes it even worse.“Frequently we see that through camping bans, through move along orders, or other ways that local law enforcement is able to enforce this type of policing on this community,” said Marisa Westbrook, a PhD student at the University of Colorado Denver.She published research on the human costs of criminalizing homelessness.“People are achieving very little sleep and only sleeping in short bursts and they’re particularly stressed about the potential encounters with law enforcement, not just the repercussions of actual encounters with law enforcement. People are then seeking out less visible areas and moving along towards areas were the maybe more vulnerable to assault or physical bodily threat,” Westbrook said.On one street in Denver, more than a dozen tents were lined up. No one wanted to talk or even be recorded on camera, but some told us they felt abandoned by the system and that they’d had bad interactions with the police.“Criminalizing homelessness, it generally means that police are arresting people who are sleeping outside or sitting outside or living outside for offenses that they have to commit because they have nowhere else to live,” said Nan Roman, the president of the National Alliance to End Homelessness.Roman says on any given night, there are more than half a million homeless people in the United States.There are not enough shelter beds in the U.S. to meet the homeless population, no matter where you are. It doesn’t solve the problem because you give someone a citation or you put them in jail overnight, but they leave the next day, they’re still homeless,” said Roman.So, what can be done?“The solutions that people need are long-term, stable, adequate housing,” said Westbrook.It might seem obvious, but many groups say building more affordable housing is the most effective way to end homelessness.According to the Coalition for the Homeless federal programs like Housing Choice Vouchers, also known as Section 8 housing, are the most cost-effective way to get people into homes.“Provide people who are eligible by income and need it with rental assistance so that the market could address the affordable housing shortage,” said Roman.And provide mental health services. Many mental health issues are exacerbated by homelessness.“Folks are sleeping less because of their anxiety, waking up in the middle of the night, sleeping short bursts so that they can move along or move camp to make sure they aren’t exposing themselves to interactions with law enforcement,” said Westbrook.Solutions can be complicated, expensive and not as simple as making arrests. 3223
