SAN DIEGO (KGTV) — A near decade-long push to get a traffic light installed at a residential intersection along Governor Drive is inching closer to success.The city has partially funded the light at the intersection of Lakewood Street and Governor Dr. and it's now in the design phase. The news comes almost nine years after resident Mark Powell complained to the city about speeding drivers. Powell received a letter from the city in April 2010 that acknowledged a safety issue and said the intersection would be placed on its "priority list" for a traffic light, pending funding. "If you're put on a priority list, and it's been a decade, you're obviously not a priority," Powell said. "They've failed on multiple levels to get this completed."The intersection is on a long stretch of Governor Dr. that leads from Genesee Avenue to the 805. It has a 35 mile-per-hour speed limit, but there is no traffic light or stop sign to slow drivers as they pass Lakewood St. "By copy of this letter we will request that the police department consider this location for radar enforcement," the city said in the 2010 letter. Meanwhile, Powell says the safety issue is getting worse because University City is going through a building boom. The area is seeing new high rises, plus the expansion of the Westfield UTC mall. Powell's daughter, Arielle, 16, just got her driver's license and commutes to University City High School daily, making a left onto Governor from Lakewood. It's the only road that leads out of the neighborhood. "I get nervous in the morning because I don't want to be late for school having to wait for all of these people, because traffic on Genesee builds up really fast," Arielle said. A new traffic light can cost a minimum 0,000 to install.In a statement, councilwoman Barbara Bry said she was glad to learn that the city had approved the light and that it has been partially funded. SAN DIEGO (KGTV) — A judge has issued a temporary restraining order against the City of San Diego, barring them from removing pepper trees in Kensington.The trees are more than 100 years old, planted when the neighborhood was first marketed as a housing development in the early 1910s. While the neighborhood was once filled with them, resident Maggie McCann estimates there are only about 33 left.“I think they are pretty looking,” said McCann. “They’re part of the fabric of the neighborhood.”McCann was one of the residents who filed the TRO against the city. She said she has been working for more than a year to designate the remaining pepper trees as “Heritage Trees” and “Parkway Resource Trees” under the City’s Conserve-a-Tree program.When she heard a pepper tree on the 4500 block of Edgeware Road had been cut down on Monday, she rushed to process the TRO.“We don’t know why these trees are being cut down,” said McCann.McCann suggested it may be related to a plan to bury SDGE utility lines in the neighborhood, but the City of San Diego denies that claim.In a statement to 10News, a city spokesperson said the tree that was cut down Monday had been “evaluated more than a year ago as part of a project to repair a damaged and uneven sidewalk caused by the tree’s growth. Noticeable decay and deteriorating tree structure were also observed during the evaluation and the adjacent property owner was notified at that time.”On Tuesday, the remnants of the trunk remained on Edgeware Rd. Decay could be seen in the interior part of the tree, though much of the large trunk appeared to be healthy.“The tree really didn’t need to be removed,” argued McCann.But the city said their decision was more about damage to the sidewalk than whether the tree could have survived a few more decades.“In this instance, the imperative to make the sidewalk safer for residents was weighed against the city’s desire to preserve neighborhood trees and continue to grow our urban canopy. Due to the tree’s damaging impact to the adjacent sidewalk and its decaying state, the decision was made to remove it in order to preserve public safety,” wrote the city spokesperson.A resident on the block said the sidewalk had been recently replaced. The new pavement had been cut around the tree and was undamaged.Several other pepper trees in Kensington have been marked for removal. On Tuesday, McCann walked the streets, posting copies of the TRO on the trees.The fate of those trees remains unknown. SAN DIEGO (KGTV) – A man was taken into custody after he was seen damaging the lobby at the San Diego Police Department’s downtown headquarters.At around 5:30 a.m. Friday, an SDPD officer heard noise coming from inside of the building on 1401 Broadway and saw a man trashing the lobby.Other officers responded, and as they surrounded the lobby from the outside and inside, the man used a large stick or bat to smash glass doors.After some glass broke, officers converged and ordered him to drop the object.Officers deployed less-lethal rounds towards the man and struck him. Once he was on the ground, officers arrested him.Police are reviewing surveillance footage to determine where the man came from and how he ended up inside the building. 751
SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt.
