SAN DIEGO (KGTV) - Dangerous rescues are on the rise on the cliffs along San Diego's coastline.Broken bones, medical emergencies, even death: these are just some of the calls to San Diego Lifeguards, tasked with performing these rescues. According to a recent Team10 investigation, those calls to lifeguards have doubled in the past four years."We're out here assisting people on a weekly basis," lifeguard Lt. Rick Romero said. "It's pretty dangerous; people can fall, people have fallen, people have died, people have suffered traumatic injuries."Romero said lifeguards average 70 to 100 rescues a year at Sunset Cliffs and Black's Beach. The less-serious calls have been anything from people getting stuck, to medical emergencies, to hikers simply getting lost. Of those calls, nine serious injuries and one death have occurred this year at Sunset Cliffs. Black's Beach had 11 serious injury calls.Romero said the uptick could be explained as the secret spots no longer being secret."We've seen population growth, tourism growth, social media growth...all affect just more people coming down," Romero said.Lifeguards are on duty 24/7 to help in these situations. Cliff rescues have become so common, rope skills are now as basic for them as work in the water.Carrying 40 to 50 pounds of gear each, typically seven lifeguards and three trucks respond to most cliff rescues. Romero said while each rescue is different, most take 45 minutes to an hour to complete.Resources are pulled from other areas along the beach. If rescue crews need to use a helicopter, the cost is more than ,000 an hour to operate.The rescues are paid for by taxpayers, provided by the city, no matter if the patient is a victim of an accident or reckless."We just ask people to bring their cell phones, pay attention to where they're going, have sturdy footwear," Romero said. 2193

SAN DIEGO (KGTV) - Concerns and questions remain about why the County of San Diego won't release the locations of restaurants or grocery stores where employees have tested positive for COVID-19. The big question is, does the public have a right to know about specific locations where workers have tested positive? 10News continued on Tuesday to try to get answers since County officials confirmed on Sunday that multiple local food handlers have tested positive. On Monday, Sprouts confirmed that two employees from its Carlsbad store tested positive.It comes after the County confirmed that an Escondido Albertson's employee tested positive after 10News independently confirmed it Saturday.The County also reported that four local restaurant workers tested positive, but wouldn't say where.During Monday's press conference, 10News asked the County, “Should the public have a right to know which restaurants may have workers who have tested positive?” Dr. Nick Yphantides eventually said in part, “As far as the naming of the restaurants and so forth, it is only appropriate and relevant if there is actionable data upon which we are looking for members of the public or individuals to follow up on.”In the same press conference, Dr. Eric McDonald clarified that in certain disease cases, the County does provide names and locations, adding, “It's because it's specifically for the public to do something. We did that in Hepatitis A. We specifically named a restaurant so that individuals who patronized that restaurant could get shots to prevent illness.”He stressed that with coronavirus, it's different, saying, “In the case of COVID-19, because of the widespread community transmission, the advice to the public in a specific named restaurant would be no different than what we're giving already to the general public which is to stay at home [and] to social distance.”The County sent 10News the following statement on Tuesday afternoon."The County does not share the names of specific restaurants or grocers who have employees who test positive, but does not prohibit or discourage the respective entities from reporting the information if they feel it is in the interest of public health. We don’t report the names because, unlike in cases of TB, there is no additional action the public needs to take. Restaurants have very clear guidelines and have been diligent about following those guidelines as well as CDC protocols. Consumers need to take the same precautions to protect themselves at every restaurant they choose to pick up from by social distancing, regularly washing their hands and self-isolating if they develop any symptoms. Each restaurant worker case reported to County DEH is investigated by public health and DEH. In every case, an evaluation is made to determine if the worker worked while symptomatic and if their duties involved food handling that might put the public who ate at the restaurant (or purchased food at a grocery store) at any greater risk than general community exposure. In all instances thus far, no greater risk has been identified. It is important to note the CDC has said that currently there is no evidence to support transmission of COVID-19 associated with food. And so far, in all identified instances, these entities have done everything RIGHT in terms of actions for public health.... notice, cleaning, job analysis. Tools, clothing, baskets, even instruments, all tracing their origin to the Kumeyaay people."We were very important in shaping this landscape, so we developed the landscape and the landscape developed us," said Ethan Banegas, who teaches Kumeyaay history and is Kumeyaay himself.The Kumeyaay people live on 12 reservations in southern California and six in Mexico. Their history is rooted deeply in the San Diego area."We have old village sites all over. Old Town, where the first mission was, was an old village called Kasoy, " Banegas explained. Even as numbers started to rebound, the language and music continued to fade. Banegas says at one point traditional singers had all but disappeared. However, there was a resurgence in the 1960s that continues today."We have a whole generation learning these songs that were basically gone."As for the language, there are only about a dozen speakers left in the U.S. and a few dozen more in Mexico. But there's an effort underway to teach young people and keep it alive. Banegas says a turning point for many tribes was gaming, which provided an economic solution to the severe poverty many people experienced on the reservations. SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks.The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner.
