BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building.The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country.The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects.In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline. BEIJING, April 28 (Xinhua) -- Industrial enterprises in China's 24 regions reported combined profits of 690.8 billion yuan (101.2 billion U.S. dollars) in the first quarter, more than double the figure of the same period last year, the National Bureau of Statistics (NBS) said in a statement Wednesday.The NBS did not provide reasons for the 102.6-percent profit surge. The figure was down 21.1 percentage points for the first two months of the year, the statement said.Analysts attributed the growth to a low comparison base during the first quarter of 2009 when the country's economic growth was dragged down by the global economic downturn. The economic recovery, backed by government stimulus measures, also helped lift profits.The People's Bank of China, the central bank, said in a statement last week that industrial production in the first quarter had accelerated and profits of enterprises continued to expand on growing domestic demand.Altogether 38 of the 39 major industrial sectors saw year-on-year growth in profits, with profits of the steel industry up 3,380 percent and those of the power sector up 1,540 percent, the statement said.

That is the main cause of global warming," said Xie, one of China's leading negotiators for climate change talks. "That's why they should take most of the responsibility to reduce carbon emissions."Developed countries have already overused the earth's atmosphere for emissions, occupying what should be emission quotas for developing countries who are developing to meet their citizens' basic needs, he said."Developing countries are now beginning to industrialize. BEIJING, May 19 (Xinhua) -- The Chinese government has given priority to the rebuilding and repairing of residential houses during post-quake reconstruction in northwestern Yushu.A 7.1-magnitude earthquake struck Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province on April 14, leaving at least 2,200 dead."Houses that are repaired must be repaired in a timely manner. For those that are to be rebuilt, residents' wishes regarding house style must be respected," the statement released after a regular State Council meeting on Wednesday said.The statement noted the difficulties the reconstruction work faces: cold weather, low oxygen-levels, a fragile ecosystem, and inadequate construction resources.According to the statement, the country plans to spend three years finishing the "main reconstruction task."The government vowed to build the "safest and most stable" schools and hospitals in the quake zone while protecting local ethnic and religious cultural heritage.
