SAN DIEGO (CNS) - San Diego County reported 409 new cases of COVID-19 and four additional deaths Saturday, raising the county's totals to 48,200 cases and 798 fatalities as the city of San Diego reopened its 289 playgrounds.Three men and one woman died -- between Sept. 26 and Oct. 2 -- and their ages ranged from the early 60s to mid-80s, officials said Saturday. All but one had underlying medical conditions.Of the 9,143 tests reported Friday, 4% returned positive, bringing the 14-day rolling average percentage of positive cases to 3.1%. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The city began reopening its 289 outdoor playgrounds Saturday, joining the county's 100 playgrounds. Carlsbad opened playgrounds Friday morning.According to state guidance released Monday, outdoor playgrounds in parks, campgrounds and other publicly accessible locations are allowed to reopen, depending on individual cities and counties. Protocols for safe reopening include social distancing, all people 2 years old and older mandated to wear masks, no eating or drinking allowed in playgrounds and limiting time to 30 minutes while others are present.Meanwhile, San Diego State University reported 14 new cases of COVID- 19 on Saturday, bringing the total number of cases at SDSU to 1,120.The school is aware of 1,068 confirmed cases at SDSU and 52 probable cases, the university's Student Health Services reported Saturday."None of the COVID-19 cases have been connected with instructional or research spaces since fall instruction began," officials said, noting that the majority of the cases were "among students living off-campus in San Diego."All cases are since Aug. 24, the first day of instruction for fall 2020.The university announced Wednesday it was extending a pause on in- person courses through Oct. 12. Effective that day, a limited number of courses will resume in-person. Most of those courses are upper-division or graduate level, and have been "determined by faculty and academic leaders to be essential to student degree completion, licensure, and career preparation," university officials said in a statement.Approximately 2,100 students will be enrolled in an in-person course. Prior to the in-person pause, 6,200 students were enrolled in an in-person course.Paul Gothold, San Diego County's superintendent of schools, on Wednesday said schedules for the county's many districts and charter schools have not been drafted yet, but they're coming.The county has expanded its total testing sites to 41 locations, and school staff, including teachers, cafeteria workers, janitors and bus drivers, can be tested for free at any one of those sites. A rotating testing program with the California Department of Forestry and Fire Protection was in the works for schools in the county's rural areas.There are no state testing requirements for children, but all school staff who interact with children must be tested every two months. If schools were to open before San Diego County headed to a more restrictive tier in the state's monitoring system, they would not be affected. However, if a move to a different tier happened before schools opened for in-person learning, it would change the game plan, County Supervisor Nathan Fletcher said.If parents want to test their children for the illness, they have options, including Rady Children's Hospital, through Kaiser Permanente or through the 41 sites the county manages. Children as young as 6 months can be tested at the county-run sites.On Tuesday, the county again avoided being pushed into the "purple" tier, the most restrictive in the state's four-tier reopening plan. The county will remain in the red tier for COVID-19 cases, with a state-adjusted case rate of 6.7 per 100,000 residents. SAN DIEGO (CNS) - The president of the NAACP San Diego Branch Saturday criticized the proposal to de-escalate confrontational law enforcement situations adopted Wednesday by the San Diego County Police Chiefs and Sheriff's Association.The plan calls on all police personnel to "use tactics and techniques to persuade" suspects to "voluntarily comply" and mitigate the need to use increased physical tactics to resolve situations safely, the association said.Francine Maxwell, NAACP San Diego Branch president, issued a statement in reaction to the proposal: "We find this document to be profoundly tone- deaf and utterly inadequate. This document seems to have been prepared inside an echo chamber of highly paid law enforcement officials. Where was the input from the taxpaying public?"The policies unanimously adopted by the group are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue. The committee included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new policy was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.But Maxwell responded to the proposal by asking, "Where in this document is it affirmed that the purpose of law enforcement is to protect and to serve, not to dominate and control? Where in this document are the policies and procedures needed to reign in the abuse, violence, and death that so regularly occur in citizen interactions with law enforcement?"Maxwell asked the law enforcement group to apologize for and withdraw the proposal, which said argued "does nothing to restore the public's trust and faith." She made a few other recommendations as well, including asking law enforcement to sit down with individuals who have suffered trauma and abuse, and she asked that officials move swiftly to build a new spirit of service and protection into their departments.She said officers who will not change should be removed, "rather than allow them to corrupt another generation of recruits with their aggression and violence."According to the association's strategy, peace officers should consider these concepts:-- Pre-engagements which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."-- De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."-- Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body. SAN DIEGO (CNS) - The founder and former CEO of a San Diego startup pleaded guilty Wednesday to a federal wire fraud charge for stealing more than .5 million from his own company.Jeffrey Fildey, 56, of Las Vegas, created GoFormz Inc. -- which provides online mobile forms and reporting products -- and began illegally taking money from the company sometime around late 2015 and continued to do so through August 2017, according to the U.S. Attorney's Office.U.S. Attorney Robert S. Brewer said, Fildey "abused a position of trust to brazenly steal company assets, treating GoFormz Inc. as his own private slush fund."Prosecutors say Fildey obtained loans -- supposedly for the company -- then kept the funds for himself, paid for personal expenditures on company credit cards, received cash advances for himself on company credit cards and took money directly from the company's bank account.A U.S. Attorney's Office statement announcing the plea cited examples that included a 6,250 loan he obtained for the company, which he immediately wired from the firm's bank account to his personal bank account. The U.S. Attorney's Office said GoFormz made payments on the loan while he spent the money on personal expenses.The U.S. Attorney's Office said Fildey took three unauthorized loans on behalf of the company and transferred the funds to his bank account each time, withdrew more than 0,000 in cash from the company's bank account for his personal use and made more than ,600 in unauthorized purchases on the corporate credit card.The company lost ,544,147 as a result, according to the plea agreement.Sentencing is scheduled for Nov. 9. 1658

SAN DIEGO (CNS) - The city of San Diego has reached an agreement with two local nonprofit organizations to improve its stormwater infrastructure and local water quality, it was announced today.Under the agreement, the city pledged to improve its stormwater management sites at the Miramar Landfill, Metro Biosolids Center, North City Reclamation Plant, Point Loma Wastewater Treatment Plant and South Bay Water Reclamation Plant. San Diego Coastkeeper and the Coastal Environmental Rights Foundation will concurrently contribute ,000 to the San Diego Audubon Society to be used for water quality improvement and habitat conservation in Mission Bay.The city's Transportation and Storm Water Department, which oversees the Storm Water Division, declined to comment on the agreement, which was approved by a federal judge last Tuesday. Together with Wednesday's 2,807 cases and Thursday's 2,604, the top five-highest daily case counts have all occurred in the past week.Monday's total also marked the third time the number of daily infections has surpassed 3,000 and the 21st consecutive day with more than 1,000 cases. It was also the 14th day overall with more than 2,000 new cases.The new cases gave the county a cumulative total of 129,717 confirmed cases from throughout the pandemic. The county also announced three more COVID-related deaths, raising the overall death toll to 1,283.Another 32 people were hospitalized as of Monday, with one additional person sent to an intensive care unit.
