Americans began observing the holiday in 1968 as one week under President Lyndon Johnson, before President Ronald Reagan expanded it to a month in 1988. SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts used a Taser but it didn't stop Denham, forcing Pitts to retreat for a block and a half while he continued to order Denham to drop the chain and get on the ground.The DA's office added Pitts warned Denham he would shoot if he continued to refuse. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751

SAN DIEGO (KGTV) - Some San Diego bartenders are worried about the large crowds that could come into the area during the Fourth of July weekend.Seth Dominique said it's a tough time for bartenders. He works as a bartender in Pacific Beach, and he also has many friends in the same line of work that are all bracing for a high number of visitors for the holiday weekend."You can ask 10 bartenders, and nine of them will tell you the crowds are coming. The tourists are going to come. They're not going to stay at home," he said.Dominique said while many bars and restaurants have put proper social distancing in place, some customers don't always follow them. "At a certain point in time with alcohol consumption, people will -- not on purpose -- but they just stop listening," he said. "It's stressful because you're reminding people constantly, 'Put your mask on, don't move, don't stand in the middle of the floor.'"San Diego County has ordered bars that don't serve food to shut down. Restaurants can serve alcohol with food to people sitting at a table, and there is a 10 p.m. curfew in place."I really support the 10 p.m. idea; I don't think it's going to help this weekend because it's going to be a daytime crowd," Dominique said.Dominique said he and other bartenders are having to weigh financial benefits and health risks. He said he is young and healthy, so he doesn't worry about his health. However, he worries about getting the virus and possibly infecting family members who are older and more at risk. He started an online petition to close down at-risk sectors of San Diego for the holiday weekend.But with the Fourth of July weekend starting, Dominique doesn't believe it will yield any change but says it has value in giving many of his peers in the service industry a voice."Just be respectful, try to listen to your bartenders, try to listen to your servers," he said, "We're not trying to be hard on you. We understand your frustrations, but we're just trying to do our jobs. We're trying to stay open and get our economy going again."Bartenders have also started a petition in an effort to get bars to close on July Fourth. 2157

  

SAN DIEGO (KGTV) -- School superintendents from South Bay, Cajon Valley, Escondido and Chula Vista Elementary came together for a virtual roundtable Wednesday. The meeting comes days after Governor Gavin Newsom released a mandate saying students can only return to campus when the county has been off the state’s watchlist for two weeks.The discussion focused on tackling challenges for the upcoming school year. All four districts say one of the main issues is a lack of funding.“I listened to the governor speaking about how money has come to school districts,” said Dr. Katie McNamara, superintendent of South Bay Union School District. “It’s good to note that none of that money has arrived yet.”She says they’ve had to dip into the district’s general funds to pay for things like PPE and improving distance learning models.Cajon Valley reopened in-person summer programs last week and say they will be staying open.The County Office of Education says the governor’s order does not apply to camps or day cares.“We have almost 5,000 students on campus, today, right now in a version of summer school that we're calling child care.”The Chula Vista Elementary Union superintendent, Dr. Francisco Escobdedo says they’re paying close attention to testing.“In order for us to feel safe our contagion levels have to lower, the curve has to plateau.”Escobedo adds they’re working on providing more internet hot spots for families who need it. 1446

  

SAN DIEGO (KGTV) — San Diego Police Saturday asked the public for help locating a possibly depressed and suicidal man who disappeared from his home this week.Police said Miguel Antonio Venegas-Elizarrazaz was last seen by his roommates at his home at 145 South 45th St. on Wednesday.
