(KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. Starbucks has reached gender and race pay equity among all US employees in similar roles, the company said on Wednesday."This milestone is the result of years of work and commitment," said Lucy Helm, executive vice president and chief partner officer at Starbucks, in a statement."We've worked hard for a couple of years now to ensure we can get there," Starbucks CEO Kevin Johnson told CNN's Maggie Lake on Wednesday.The coffee company added that it will now tell American job candidates the pay range for any position in an effort to increase transparency.Helm explained that the company has been striving for pay equity for about decade. Last year, it was at 99.7% parity. Women make up about one-third of the company's executive team.Starbucks uses several tools to make sure bias doesn't impact how much employees make. The company regularly checks for compensation gaps among employees, and uses a calculator to determine starting pay rate targets based on experience. It doesn't ask job candidates about their salary history, and the company analyzes raises to make sure they're fair.It is working with women's organizations like Billie Jean King's Leadership Initiative and the National Partnership for Women & Families to help guide its efforts."One of the most important things to get right is starting pay," said Sara Bowen, the leader of the Starbucks Inclusion, Diversity, Equity and Accessibility team.Research shows that women, on average, earn around 80 cents for every dollar a man makes. WHAT IT DOESThe first thing this legislation does is create a funding stream to improve National Parks in this country. While visitors have increased 50 percent since 1980, funding has not and it has created a maintenance backlog. Currently, there are around billion dollars worth of repairs needed in America's National Parks. The Great American Outdoors Act sends around billion over the next five years to improve maintenance. PROJECTS EXPECTEDIn Colorado, it means Rocky Mountain National Park will get improved sewage systems; in Montana, Glacier National Park will upgrade their camp grounds; in Arizona, the Grand Canyon will get drinking water pipelines fixed; in the Everglades of Florida, storm-damaged buildings can be repaired; and at Shenandoah National Park in Virginia, 100-year-old trail heads will be updated with better parking lots and easier entrances. LAND AND WATER CONSERVATION FUNDApart from improving the maintenance in America's National Parks, the legislation also, for the first, permanently funds the Land and Water Conservation Fund. Sixteen Idaho residents have been indicted on charges stemming from two federal investigations –- one, involving the large-scale manufacturing and sale of counterfeit cell phones, and the other, a cocaine, heroin and methamphetamine ring, according to a Thursday morning announcement by the U.S. Attorney’s Office.On Wednesday, federal agents and municipal police raided 12 homes, one warehouse, one business and a church in relation to the counterfeit phone investigation.At a press conference in Boise, U.S. Attorney Bart Davis said the fake phones involved the multi-million-dollar counterfeit scheme were manufactured in Hong Kong, then repackaged and distributed from the Boise area. Investigators said the phones were sold on Amazon and eBay.“This was the four-year investigation,” Davis stated. Agents from the U.S. Attorney’s Office, the Federal Bureau of Investigation, the Drug Enforcement Administration, the Department of Homeland Security, the Internal Revenue Service, the U.S. Postal Inspector’s Service Office, as well as officers from the Boise Police and Meridian Police Departments served search warrants on the properties Wednesday, packing out boxes presumably containing evidence.
