SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday.The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. SAN DIEGO (CNS) - The aircraft carrier USS Nimitz and elements of the Nimitz Carrier Strike Group deployed from San Diego Monday in support of global maritime security operations, Navy officials announced.Prior to departing, the strike group completed a composite training unit exercise called COMPTUEX, which is designed to fully integrate units of a carrier strike group while testing its ability as a whole to carry out sustained combat operations from the sea.Ships, squadrons and staffs have been tested across every core warfare area within their mission sets through a variety of simulated and live events, including air warfare, strait transits, and responses to surface and subsurface contacts and electronic attacks, according to U.S. Third Fleet public affairs."The carrier strike group team is trained and ready," said Rear Adm. Jim Kirk, commander of the strike group. "The men and women of Carrier Strike Group 11 have demonstrated exceptional tactical and technical expertise, teamwork and toughness. We are honored to answer the call and operate forward."In addition to conducting maritime security operations whenever and wherever called upon, strike-group units will participate in cooperative engagements, multilateral exercises and unit-level training designed to improve capability and capacity among Navy units and partner nations in the regions they may operate in.All personnel assigned to the group completed a minimum 14-day quarantine ashore and were tested for COVID-19 prior to getting underway with their respective units. SAN DIEGO (CNS) - The San Diego City Council is slated to vote next week on its intent to forward an initiative to the November ballot that would create an independent commission on police practices, which is available for review by the general public Thursday.The proposed Commission on Police Practices would review all deaths stemming from interactions with San Diego police, as well as all police shootings.Investigations into these matters would be conducted whether or not a complaint has been made against a particular officer or the department as a whole. Commission staff or contractors operating independently of the police department would conduct the investigations.(Read the proposed initiative text here)The commission may — but would not be required to — investigate complaints against officers not involving deaths or officer-related shootings, according to the proposed measure's language. The proposed body would have subpoena power to call witnesses or request records related to its investigations.The latest version of the proposed initiative, released Wednesday night, includes the addition of an appeals process for any officer the commission finds committed sustained incidences of misconduct.
