Although the CDC cautions these figures are likely an underestimate.The framework urges a phased approach, and applies to ships that have the capacity to carry at least 250 passengers in waters subject to U.S. jurisdiction.“A phased approach is necessary because of the continued spread of the COVID-19 pandemic worldwide, risk of resurgence in countries that have suppressed transmission, ongoing concerns related to restarting of cruising internationally, and need for additional time for the cruise industry to test the effectiveness of measures to control potential COVID-19 transmission on board cruise ships with passengers without burdening public health,” a statement from the CDC reads.During the beginning, cruise line operators will have to demonstrate adherence to testing, quarantine and isolation plans, as well as social distancing requirements for passengers and crew members.The CDC says they will help by “establishing a laboratory team dedicated to cruise ships to provide information and oversight of COVID-19 testing,” updating instructions and creating a system to track ship status and passenger cases.Meanwhile, cruise lines will need to build out the capacity and ability to test crew and passengers on a regular basis.In their framework, the CDC says there may be simulated, or mock, voyages with volunteers to test cruise ship operators’ ability to apply COVID-19 mitigation measures.Although the no-sail order will be lifted, Carnival, Royal Caribbean and other cruise lines have already cancelled sailings until 2021. 2083

  

With just eight days until election day and despite attempts at parliamentary roadblocks by Democrats, Senate Republicans easily confirmed Judge Amy Coney Barrett to the Supreme Court on Monday.On Sunday afternoon, the Senate voted 51-48 to advance Barrett's confirmation, which opened a final 30 hours of Senate debate. Senate Majority Leader Mitch McConnell directed the Senate to work overnight to complete the process by Monday evening. According to CNN, President Donald Trump is expected to swear-in Barrett at a ceremony at the White House at 9 p.m.Sen. Susan Collins, R-Maine, was the only Republican Senator set to vote against Barrett's confirmation. The final tally was 52-48.Meanwhile, Democrats' repeated attempts to delay the process have proven futile. On Thursday, Democrats on the Senate Judiciary Committee chose to boycott a vote that sent the vote to the Senate floor. And since Senate Republicans changed parliamentary rules to prevent the filibuster of Supreme Court nominees in 2017, Democrats have little recourse to further block Barrett's confirmation.The push to fill the Supreme Court seat vacated by the death of Justice Ruth Bader Ginsburg stands in stark contrast to 2016, when Republicans chose not to hold confirmation hearings for President Barack Obama's nominee to replace Justice Antonin Scalia for more than six months prior to a presidential election, saying that the American people should decide who fills the vacancy.Barrett's confirmation would give conservative judges a 6-3 voting edge on the court, which could significantly shape policies and precedents for a generation. 1626

  

While unofficial vote count totals show that Joe Biden has won the 2020 election and will become the 46th President of the United States, President Donald Trump has yet to concede. The campaign has filed several lawsuits in states where vote counts are tight, but it's unlikely that those lawsuits will result in a massive swing in votes needed to change the outcome of the election.However, there are a handful of Republican lawmakers that have recognized Joe Biden as the President-elect, and more still that have said the transition process should get underway while courts hear Trump's challenges.Below is a list of high-ranking Republicans currently in office that have congratulated Biden or called for the transition process to begin.Sen. Mike Rounds, South DakotaIn an interview with NBC News, Rounds, who won re-election earlier this month, did not directly respond to questions about Trump's claims of widespread voter fraud. Marco Rubio, FloridaWhile Rubio has echoed the Trump administration's unsubstantiated claims of widespread voter fraud, falsely claiming that Republicans should be suspicious about mail-in voting. However, in an interview with Bloomberg News, Rubio said that the General Services Administration (GSA) should open up transition funds."We need to have that contingency in place," Rubio said. "I don't think allowing the GSA to move forward on some of the transition work prejudices in any way any of the legal claims the president intends to make."Sen. Mike DeWine, OhioIn an interview with CNN on Thursday, DeWine said that he recognizes Biden as President-elect, but added that the Trump administration has every right to challenge the results of the election."Look, I think that we need to consider the former vice president as the President-elect. Joe Biden is the President-elect," DeWine said. "The White House has every — the president and his campaign has every right to go into court. Our courts are open. Our courts are the best place, frankly, to adjudicate facts. We just all need to take a deep breath. There is a process for all of this. You need to follow the process.
