DENVER — Convicted murderer Chris Watts has been moved from a Colorado prison to another prison out of state.Four sources confirm to KMGH's Jace Larson that Chris Watts was transferred from the Denver Reception and Diagnostic Center, where a new prison inmate goes after conviction, to an undisclosed facility out of state. Victims’ families -- who requested to be alerted -- have been notified, two of the four sources with knowledge of the movement told KMGH. Watts' current location has not been identified, except to victims' families, the source said.Watts pleaded guilty last month to killing his pregnant wife Shanann Watts and their two young daughters at their home in Frederick, Colorado in August. He was sentenced to three consecutive life terms without the possibility of parole.The Colorado Department of Corrections inmate locator shows Watts' location as the Denver Reception and Diagnostic Center, but this is no longer the case.The move occurred as part of an interstate compact where high-profile prisoners can be moved to another state’s system, or occasionally the federal prison system, for safety. DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. Maxine Waters of California was the intended recipient of a suspicious package intercepted at a congressional mail sorting facility outside Washington, according to two sources.Later on Wednesday, a spokesperson for the Bureau of Alcohol, Tobacco and Explosives, Ginger Colbrun, said a second package addressed to Waters had been found at a postal facility in south central Los Angeles. Colbrun told CNN the package matches the description of those sent to CNN and Democratic political figures. The Los Angeles Police Department said the postal facility was evacuated while an investigation takes place.The packages addressed to Waters, a liberal firebrand and the top Democrat on the House Financial Services committee, had similarities to the other suspicious packages, according to two law enforcement sources. One source said that belief was based on the timing, packaging and devices inside the packages. DEL MAR, Calif. (KGTV) -- A push is underway to protect the Del Mar bluffs from crumbling with a stabilization project set to start soon. It’s part of a long-term effort to protect the trains and tracks running along the fragile cliffs. Some residents say it’s not a permanent solution. "Anyone that's ridden on the trains through Del Mar… knows you have a great view there but that's because the train tracks are fairly close to the Del Mar bluffs."A little too close for comfort. Heavy rainfall this winter triggered several Del Mar bluff collapses, reminding the county just how fragile they are. "What was very tragic and unfortunate in Encinitas was loss of life. Bluffs in Del Mar had a number of failures just this past winter. And we were very lucky here was nobody on top or below when those bluffs failed."But Jim Linthicum, SANDAG's Director of Mobility, says right now the train tracks are safe. “Had a number of projects since 2003 to stabilize, but public doesn't normally see because they are buried piles 65 feet deep."Now they're in phase 4, the million dollar project includes repairing seawalls, storm drains and drainage channels. “We're even doing drainage on side, drainage holes, drain water out of bluffs to reduce pressure." "This is a short-term fix, you're trying to slow down the inevitable."Geologist Pat Abbott says the problem is a hard one to solve, but believes the current plan is just a band-aid. "The easiest thing to do, what has been done, is let's do a band-aid now and pass it on to the next generation as if it will be simpler for them to solve than us."Regional planners say they are thinking long term, hoping to construct a tunnel after the year 2050. But that will be costly and complex, so SANDAG says it will do what's necessary to protect what's here now.
