SAN DIEGO (KGTV) — During California's stay at home order, city leaders say they will not be enforcing most parking citations.Parking enforcement in the City of San Diego was placed on a holiday or Sunday schedule, unless otherwise stated on the meter.The city will still be enforcing red, white, blue and time enforcement areas due to public safety concerns.RELATED: San Diego beach parking lots closed to discourage crowds during COVID-19 order"Just make sure you read the time limit signs or the signs on the meter. SAN DIEGO (KGTV) -- For over a decade, SDSU associate professor of chemistry Gregory Holland has been researching spiders and particularly black widow’s silk.They’ve come to the realization, through their research, that the properties of black widow silk are stronger than steel and tougher than the Kevlar in bulletproof vests.Gregory Holland, SDSU associate professor of analytical chemistry and Northwestern chemistry professor Nathan Gianneschi said their collaboration shows the organization of the molecules involved in silk production is more complex than previously thought.There are companies that use synthetic spider silk but its the specific black widow spider silk that has the top tier benefits.“The synthetic spider silk its not a bad material, its just not as good as the real thing," Holland said.Holland says the company that creates synthetic silk actually has partnerships with Adidas and Patagonia. "The most important thing is a spider does it low energy, environmentally friendly. It’s just protein water and salt”.Once they reach the point where they’re able to identically replicate the silk of a black widow spider, the artificial version could be used in building materials for bridges or environmentally friendly replacements for plastic.Black widows (Latrodectus hesperus) spin a lightweight thread much stronger than that of other spider species, with draglines that can stretch an extra 25 percent of their length before snapping.The composition of the spun silk fibers was previously identified, but the structure of the proteins involved in producing them has been more of a mystery, now one step closer. 1650

SAN DIEGO (KGTV) - Health officials have confirmed a positive case of COVID-19 at an assisted living center in the College Area.On Wednesday, 10News tried to get answers from Stellar Care Center, located just south of the College Area. On Tuesday night, San Diego County Public Health Officer Dr. Wilma Wooten revealed that they were looking into a patient at the home who may have tested positive. “Our staff [is] investigating this situation and once it's determined if there's individuals or patients with influenza-like illnesses, the staff there will collect specimen and send them to our lab for testing,” she stated.Across the country, concerns over the spread of the virus in nursing homes continues to grow. In Kirkland, Wash., an outbreak of the virus at the Life Care assisted living center lead to at least 35 reported deaths, according the Centers for Disease Control and Prevention. In Louisiana, seven deaths have been linked to a retirement community out of New Orleans. 10News reached out to Stellar Care Center and San Diego County for additional information. A spokesperson for San Diego County writes, "I can confirm that there is a positive case of COVID-19 at Stellar Care Assisted Living. Skilled nursing facilities throughout the County have amplified their protocols to address the COVID-19 pandemic using strategies similar to those recommended by the County of San Diego in responding to an influenza outbreak. These protocols include limiting the amount of people in congregant settings (including meals, activities and visitors) while amplifying cleaning and sanitation measures and providing additional training for staff."The State Department of Social Services writes, “In order to protect confidentiality, we are not able confirm or provide details regarding specific individuals or locations.” 1835

SAN DIEGO (KGTV) - Families with children in the county's largest school district will have to wait until next year to have their kids return to the classroom.Today San Diego Unified School District leaders and School Board members announced that the goal for phase 2 of their reopening plan is January.Elementary school students would return on January 4th, after winter break. Middle and high school kids would return on January 25th.School officials say virus spread in the community could jeopardize that plan."We actually anticipate that San Diego County will move into the purple tier sometime in the next few weeks. We know that once the county moves into the purple tier we can continue with phase 1, not phase 2," said Richard Barrera, school board vice-president.Under phase 2, pre-k to fifth grade would return to campus four days a week. They'd be split up into an am or pm session. Fridays would be online. Middle and high school students would be on campus two days a week, also split into two groups, with Fridays on line. Families can still opt for remote learning."I think it's a start, I think it's a plan that should've been implemented on day one, it's just surprising that eight weeks into the school year we're just coming up with this plan," said parent Gina Smith.Smith is a family therapist and mom of an eight-year-old boy. She started a group with other parents pushing for schools to reopen. They've been holding rallies outside the school district offices. She believes the district hasn't done enough to get kids back to class."Absolutely poorly, all the way around, they've had seven months to prepare up until now, and we've had no communication up until the point that we started these rallies," said Smith.The district has been working with UCSD scientists on the reopening plan. School leaders said they've spent more than million on PPE, sanitation, social distancing measures, ventilation, and other precautions.Berrara said it's the district's goal to have a robust testing plan that would regularly test everyone who comes on campus."I don't think there is a single district in this county, or frankly in this country, that can make the claim right now that they know that if somebody comes onto one of their campuses with the virus that they are able to prevent the spread, because we don't have the testing," said Berrera.Smith said she isn't overly concerned about the virus."Our concerns are, should be on par with any normal flu season, and we should take the necessary precautions, but I think we are going to see more cases, obviously, as we have more tests," said Smith.The district implemented phase 1 of its reopening on October 13th. Since that time, there have been more than 4,000 appointments for in-person learning across 106 schools. According to Superintendent Cindy Marten, there have been zero documented outbreaks of COVID-19 and zero documented cases of transmission on campus.San Diego Unified is California's second-largest school district. What we need is strength and some resolve that we haven't seen yet,” said former Vice President Joe Biden.In an interview, candidate Sen. Bernie Sanders renewed calls for an assault weapons ban but acknowledged uwpards of 10 million are already in civilian hands. “That is more than the United States military has,” Sanders said. "We have to immediately ban the sale and distribution; I think we ought to take a hard look about licensing these weapons for the people who own them."Sanders added a buyback program would also be an option.Sen.
