"This is 170 pounds of twisted steel and sex appeal."That's what Jeffrey Mattox wrote with a selfie he posted on Facebook on January 25.The problem is Mattox is a federal inmate housed at Lackawanna County Prison and he is not supposed to have a cell phone."It's scary, it's actually scary because they're in there for a reason, they're not in there to play around and how that cell phone got in there, that is the question,” said Colleen Mowery of Carbondale, Pennsylvania.Mattox posted other pictures of himself, which appear to be snapped inside the prison.Lackawanna County officials say there is an investigation underway and contraband has been seized, but they will not say more than that.Mattox, who is locked up on drug and assault charges, regularly chatted with friends and family here, telling them to call him or even video chat.He gave out his cell phone number, too.When a reporter ried to call it, there was a message that the subscriber we dialed was not in service.We spoke with one man who has spent time locked up in Lackawanna County."My reaction was like, 'Wow, how could that happen?' like, I mean, I see stuff going through the jail all the time, but a phone? (KGTV) -- A project that would create thousands of homes in San Diego County is heading to the ballot on March 3. If approved, Measure B, also known as Newland Sierra, would affirm the San Diego County Board of Supervisors’ unanimous approval of the changes to the general plan. The project includes 2,135 homes, 60 percent of which would be affordable for working families, according to Kenneth Moore, a spokesperson for the Yes on B campaign. The project would be built just off I-15 next to the cities of Escondido, San Marcos, and Vista. Newland Sierra also preserves more than 60 percent of the property as permanent open space. It would take another six to seven years to construct the entire project. Moore says construction on the infrastructure could begin as early as late 2021 or 2022. New homes would then start being sold and under construction by 2024. If the measure doesn’t get approved, however, Moore says that’s it for Newland Sierra. “Somebody could then move forward with the development of the current general plan zoning that allows a massive commercial development and estate homes," Moore says. SAN DIEGO (KGTV) -- The pomp and circumstance will be virtual this year, but the money incoming Mayor Todd Gloria and the nine City Council members will take home is very real.Starting Thursday, the city will pay its mayor 6,000 a year -- more than double outgoing Mayor Kevin Faulconer’s roughly 1,000 salary.Meanwhile, City Council salaries will jump from ,000 a year to 4,000 overnight. That's a 65 percent raise; it increases to 5,000 on Dec. 10, 2022.The timing may seem odd, given the pandemic's impact on jobs and our economy, and the fact that major city general fund revenues are projected to be about million under budget this fiscal year. But it turns out San Diego voters authorized these pay increases back in 2018 via Measure L, which voters passed with 78 percent approval.In a statement, a spokeswoman for Gloria said he would accept the full salary."Nearly 80 percent of San Diego voters agreed that the adjustments to the salaries of San Diego elected officials was the right thing to do. The City’s budget will be balanced while we implement the will of the voters," said spokeswoman Jen Lebron.San Diego attorney Bob Ottilie, who authored the measure, said in the end it will improve how the city is run.“We're going to have a better quality of governance because of this,” said Ottilie.The measure eliminated the council’s ability to set salaries and instead tied the mayor, city council and city attorney salaries to those of Superior Court judges, amid other ethics reforms.
